We give a fall telegraphio report of tho for
eign arrival this morning. War matters remain
in state quo. Provisions are slightly higher in
Liverpool, but flour is unchanged in price, and
dull, as the prospects of the growing orops aro
RUSSIA AND TURKEY.
The London Times and other English papers
express great surprise and disgust at the appa
rent sympathy of Americans with Russia in the
present war. Americans sympatbiza with the
cause of human progress and liberty everywhere;
and to them the overthrow of such a despotism
as that at Constantinople would bo matter of
congratulation. In no other country in the
world does the government bear on directly
against every improvement, and crush out so
effectually every civilizing tendency, and every
hope of improving the condition of the people.
For over four hundred years bee the Ottoman
race ruled over an Empire containing thirty-five
millions of people, with s genial climate, an ex-
oellent soil, innumerable seaports, and unenr
passed advantages for manufacturing and corn
menial industry. Yet in all that time the natu
ral advantages of the empire have remained un
developed, and the condition of the people is
scarce better now than four centuries ago
None of those improvements that promote com
fort, intelligence and prosperity have been en
couraged by.the government, and not one great
publics work can be found in the ewpire as a
monument of Ottoman genius, or wisdom, or
philanthopy. One of the first works of rulers
desiring to benefit their subjects is the construo•
dal of roads. Easy and rapid communication
with different parts of the country, and with its
seaports, is the first aim of an advancing civili
zation. Yet in all Turkey at this day there are
but eight miles of macadamized turnpike road ;
not one mile of railroad; and throughout the
whole empire scarcely a hundred miles of roads
of any kind over which an American stage coaciq
could ba drawn with safety and speed. Not a
lamp poet can be seen in its cities, nor any
means whatever of lighting their narrow and
dangerous streets. The government pretence
to have a national post office with Tartar mail
carriers ; but so inefficiently is it arranged that
it is 'almost useless, and communication by let
ter is almost unknown, except when some private
conveyance offers. There are three or four news
papers published at Constantinople, but they
have no means of regular circulation beyond the
vicinity of the city
The Ottoman government not only neglects all
such improvements, but discourages them. A
letter writer states that a few years before the
commencement of the present war a European
company obtained permission to survey the route
for a railroad from Belgrade to Constantinople.
It was designed ultimately to connect the latter
city with Vienna, and thence with the other
capitals of Europe. It would have extended
some five or six hundred miles through tho heart
of European Turkey, and would have been of
Incalculable advantage to millions of its people.
The survey proceeded until in a gorge of the
Balkan mountains it was found necessary to run
through a Turkish burying ground. The Imaa
of the neighboring village immediately applied
to the Sultan to have it stopped. A Council of
State was convened, at which the Sultan presi
ded, and upon consulting the Koran it was deci•
ded that 4 forbade such a desecration of burial
grounds. A decree went forth that the work
must stop, and it was abandoned. Such is the
fate of all efforts, even of foreigners, to Intro
duce those modern improvements that have so
rapidly advanced the oivilization, prosperity and
hsppines of other nations.
The English can talk eloquently of the barba
rism of Russia. Yet, ever since the days of Pe
ter the Great, the sovereigns of Russia have ea
gerly sought to introduce into their empire every
invention and improvement of modern times.
Russian emperors, in many insta ces, have trav
eled through the principal countries of Europe
for information. Scientific men, and skillful me
chanics from all parts of Europe have been invi
ted to St. Petersbnrgh, and employed on the
public works. Even American engineers have
been sent for to superintend the construction of
their railroads and machinery. The Emperor
Nicholas did more to promote all the best Inte
rests of his people in his thirty years reign than
any other ruler of his time ; and In all the set s
and appliances of civilized life the mass of the
Russian people are half a century In advance of
the Turks, and must ever remain so while the
indolent and ignorant Ottoman rules at Con.
stentinople. Yet England and France under
take to perpetuate that vile despotism in Tur
key, and are amazed that American freemen
cannot sympathise with their cause !
It is full time the millions of Turkey were re
lieved from the incubus of such a tyranny.
Under an enlightened and liberal government
that fair portion of Europe would soon become
one of its first and most prosperous nations. If
each a regeneration of that ancient empire was
the aim of the Allies, they would find sympathy
among all friends of human improvement and
progress ; but their declared design is to main
tain the Ottoman government, and consequently
its heathen religion, its tyranny, its polygamy,
and all its power for evil. It would be criminal
to wish them success in such an undertaking.
Four centuries of possession, won and held by
the sword, gives the Turks no right longer to
impoverish and waste a realm that was once the
seat of one of the strongest and most enlight
ened nations of Europe ; and if a stronger and
more civilized nation can wrest it from them, let
it be done. There is no hope of improvement
in the Turk while the Koran is his rule of
faith and practice ;" and the interests of Eu
rope and of humanity would be promoted by
driving him back to the mountains of Asia from
whence he came.
The Russian empire is rapidly advancing in
civilization; is full of energy, vitality, indus
try, and all the elements of growth, improve
ment and national greatness. Though Its gov
ernment is despotic :now, it must become more
liberal as its people becomeLmore enlightened.
Turkey Incorporated in such an empire would
won be regenerated. In twenty years after
- Such an event its harbors would be visited by
the ships of all nations ; its provinces spanned
• by railroads, and its people enjoying tenfold
mere prosperity and freedom than they ever
can under Turkish domination. Americans can
feel little glympatby for - any cause that does not
promote the onward progress of the human
'race, and the spread of intelligence and chris
dimity. There can be no doubt that the con
quest of Turkey by Russia would lead ultimate
ly to such desirable results.

'he 'hotel keepers of Philadelphia have raised
it chat gee to transient boarders. The hotels
aro divided into three classes; those of the first
charging from $2 to $2,50 per day for board and
lodging; those of the eecond class $1,75, and
those of the third class $1,60. Other charges
are in proportion.
The boiler of the steam mill, near Rome, Ind.,
belonging to John Weston, former Representa
tive from Perry county, exploded a few days
since, killing six men, and tearing the mill to
pieces. It even threw all the sills from their
fdaoos the distance of several feet, making a to
tal wreck of the whole mill.
Au interesting breach of promise oase was
tried in the Cincinnati Court, before Judge
Gholeon, on Friday last. The parties were Miss
Mary Hedrlok and Henry Promman. The jury,
after half an hour's deliberation, gave a verdict
in favor of the lady for seven thousand dollar('
damages.
The Illinois, Journal, Springfield, 9 aye that re
ports from the country are Dot so flattering as
they were a week or so since in regard to the
wheat crop. The . fly and bug have deatroycd
several promising fields in the vicinity of Chi
cago, and in Logan, Christian and McLean
counties, we are informed, their depredations
I have been even more extended.
Parks, the murderer, to be executed next week
at Cleveland, took poison on Saturday night.
The attempt at suicide was frustrated by an
early and timely discovery, and the timely ap
plication of proper antidotes. Today he hue
recovered from the effects of the poison, and
measures have been taken to prevent the pris
oner from making another attempt upon his
life. He is closely watched, and has become ex
tremely violent and abusive-in his deportment.
A Mr. Winteremith, a Know Nothing eandi•
date for Congress in Kentucky, stated in a pub•
lie speech that Hon. H. A. Douglas was now co•
operating with his party In Illinois. This coin
ing to the ears of the Little Giant, he has writ•
ten a letter in which ho brands it as a malicious
falsehood. He says further:—" I sympathize
with the Democratic party and with its organi
zation, and with none other. lam unalterably
opposed to Know Nothingiam in all its forms and
objects, and equally opposed to any party which
co-operates with it."

Lemon Hill was literally covered yesterday
with a joyous crowd, collected together to wit
nese the celebration of the fourth anniversary of
the " Social Democratic Turngemei ode." At an
early hour in the morning affectionate mothers
and doting fathers might be seen wending their
way to Willow street, each bearing a child in the
arms, while one, two, and sometimes a half dot.

PRUSSIAN CARICIATURR.-A Prussian comm
paper has a picture, remarkably well executed,
of " The prom( sick man," in which John Bull
is represented lying in a state of great weak
ness, and prostration on a camp bed, while the
physician, Dr. Louis Napoleon sits by his side,
prescribing for his disastrous ease. The patient
begs the doctor to give him some help, and
promises to pay him very liberally for his servi
ces. "I will take care of that, myself," says
the doctor; " when I get through I shall pre
sent my account."
TILE ISTHMUS OF SOM.—The State Department
at Washington, D. C., it is stated, has received
information that the Viceroy of Egypt has adop
ted the project to cut through the isthmus of
Baez, and to constitute a universal company for
the performance of the work, in which capital
iota of all nations may take part. The proposed
canal will shorten the commercial highway
from New York to the Indian ocean 2,439
leagues.

The Ways of a Bornshell.
A column of white emoke rushing up into the
sir expands into concentric rings—then follows
the heavy dull, report, like the beat of Some giant
drum, and then comes the shrill scream of the
shell as it describes its fatal curve, and descends
wlth prodigious velocity, increasing rapidly every
instant, till it explodes with the:pecolier noise of
a '•blast," just us it reaches the ground. At least
it ought to do so—but to day I watched the shells
one after another, and only two of the three
burst properly, though the range and flight was
beautifully accurate. The Russian fusee are bad,
but their artillerymen are not to be excelled
when their practice is undisturbed. It was in
teresting—just as the man of pleasure in Lucre
tius liked to see the sea rage when he was not
ou board ship—to look at the shell' dropping,
and to see our active little Allies scampering
away to their covert, and adjusting themselves
to the closest possible uonuection with mother
earth, until the hurling masses has gone by
them. Any man with moderate confidante° and
experience may despise round shot at long ran
ges, if he only Bees the guns from which they
come discharged. Well, we won't say despise
exactly but at all events "evade."
But a shell is a diabolical invention, which no
one oarilregard as it approaches without acertain
degree of misgiving that triangular piece of jag
ged iron may bo whizzed through his internal
economy in the shortest possible notice afterward. I
If it is sent from a gun it fizzes and roars through
the air, and sends its fragments before it, the
cone of dispersion, which is the neat phrase
used by the learned militant to imply the direc
tion of the bits of shell (or its contents, when
it is filled with bullets, ite.,) being in the di
rection the shell has taken from the gun, and
the fragments being propelled with a portion of
velocity of the shell at the moment of explo
sion. If it be discharged from a mortar it whis
tles gently and delicately, giving a squeak and
a roar now and then as it arises to its greatest,
elevation, and then rushing downward with a
shriller whistle, toward the point its fragments
are projected all around radieley, and aro pro
pelled merely by the force of the bursting die
charge. A man behind a bomb, or at the side
of it, is just as likely to be hit as a man before
it when it bursts in that way ; whereas the
pieces from a shell from a gun in nearly every
instance fly forward, so that a person behind it
or outside the limits of the cone of dispersion is
safe. l'uless the shell or bomb burst in front of
of a body of men, in the air, a very considerable
degree of safety may be attained by the men
throwing themselves on the ground, inasmuch
as the pieces of a shell which bursts on the
earth fly upward from the point they encounter
the maximum of reeistance.
Of course, if a bomb linnet over a man on the
ground, or if a shell explode in the air in front
of a man, there is n•o great safety gained by his
throwing himself down beyond the consequent
reduction of the amount of vertical exposure.
This little digression is all opropos of the con
duct of our Allies which I have just mentioned
and is made in order to explain the rationale of
their proceedings. It is rather an unpleasant
reflection whenever ono is discussing the range
of a missile, rend is perha 8 exclaiming, •'There's
a splendid shot," that it may have carried mise
ry and sorrow into some happy household. The
smoke clears away—the men get up—they gath
er round one that moves not, or is racked with
mortal agony—they bear hem away—a mere
black speck—and a few shovelaful of mud mark
for a !Pile time the restiog place of the poor
soldier, whose wife, or mother, or children, or
sisters, are left destitute of all solace save mem
ory and the sympathy of their country. One
such title speck I watched to day, and saw
quietly deposited on tee ground inside a trench.

RIOT IN DEERFIELD, PORT'u COCNTY —The
citizens of Deerfield have becu considerably ex
cited by an affair which came off ou the evening
of the 25th ult. A Dr. Conn, aho has been per
ambulating through this and Portage county for
the Itifit year, proposing to cure cancers, had be•
oome so intimate with a young lady of respecta
ble family In Deerfield, at to cause some suspi
cion that all was not right. About two weeks
ago a woman, claiming to be the doctor's wife,
came on from Michigan, and not fictiliog him at
Deerfield, followed him to Howland, in this
county, and obtained possession of a number of
letters that had passed between Coon and his
lady lore. The doctor refuse! to go home with
his wife, and she started for Michigan alone,
after obtaining assistance from the people of
Deerfield.
The next night the Doctor went to Deerfield.
About it) o'clock, P. M , some twelve or fifteen
persona, lisguised and blacked, went to the
house whet e he was stopping, intending to tar
and feather oin3. They found the Dr. ensconced
to the garret Alter a severe fight, they sue•
ceeded in taking him, but not without some sores
on both aides. They then led him out of doors,
and after exactiag repeated promises that he
would leave the country, and never cane back,
they gave him his olithing and traps, washed
him Al gave him wine to drink, put him on
a horse and carried him to an inn at Palmyra.
A few days after he bad a crowd of persons ar
rested on the charge of riot. After a lengthy
examination before Justice Johns, they were all
discharged but six, who were bound over to
Probate Court for further trial.— Western He•

Usk Fin RECEIPT —A cement, which gradually
becomes as hard as stone, may be made by mixit g
twenty parts by weight of clean sharp sanu,
two of litharge, and one of whiting, and making
them into thin putty with linsidid oil. For
seams in roofs, a cement may be formed of
white or red lead thinned with boiled linseed oil,
into which some sharp, dry, white sand is Barr
ed. For the joints of water and gas pipes,
white lead cement is the best.

Washington (D. C.) Union, that the Treasury
Department sustains the course of Charles
Brown, Eeq , Collector of Philadelphia, in charg
ing 20 per cent. ad valorem duty on the impor
tation of a female elephant, by Joseph Gabat.
It is not stated whether her trunk was searchei
or not.
DISTRESSING MISTAKE —Mary Ann Wilkinson,
18 years of age, residing with her parents at
Saratoga Springs, was poisoned by taking a dose
of acid by mistake for a preparation for a
cold. She had dressed herself to attend church,
but the dose quickly laid her in the arms of
death.
