My reason for publiebing the extract was in the foot that

.:. Taws, Thursday, _May 10, 1856. ;
,The most honest of the members of the French
Government—the statesman the .most desirous
of obthining, peace by hohorable means, and in
deed the most convinced that it would be better
to, obtain it -by concession, and even sacrifice—
M.- Drouytt de Fan" Minister of Foreign •Ai
fairs,. has retired from his department, en. the
beds of, and in - consequence 'of, his mission to
Vienna. ' He returned from that capital the
bearer of propositions that Austria bad drawn
up, and that he thought the belligerents would
be wise to iceept. He had even said so at •
Vienna. He had expressed a conviction Mitt
the Emperor would share hie opinion. Bet, on
hie return, be Was coldly received, and intima
tions fell, from the imperial lips that he bad
alloived 'himself to be Buolise, that is„tinged
with tbis views ''of Count Buol. M. Dronyn do
acting in the infereste of France, was of
one opinion, and Louis Napoleon, absorbed in
the consideration of hie . own prospects and-his
own, advantage, was ver decidedly of another.
The prosperity of the nation - Would be beat con
sulted by the restoration of peace; • but the po
sition of Louis Napoleon might be very seriously
compromised by an abandonment of the mar.
'So, the Minister, having identified himself with
a rejected priliey, thought it proper to retire
with the system, and -was speedily replaced by
the Envoy;!) England.
. There are two • important deduotions to bo
drawn . froth. this Cabinet crisis. First, Louis
Napoleon is so' warlike, that he cannot, accept
evemancli basis for peace as appear acceptable
to :a cool„sagacioaa and experienced fl'atesman ;
and seaondly, he has lost confidence n Austria,
as he eonsiders' her capable of 'making proposi
tions humiliating to the Allies, and as he noti
, cee r or affectd, to notice,an anti-French tendency
in the mind obis Plenipotentiary, just returned
from the sphere of tikustrian influence. The in
cident is to be interpreted as indicating renewed
vigorin the prosecution of the war, and' the pro.
bability that the German powers will all main-
Min an armed neutrality.
M. Dronyn de Mays was probably the moat
able Cabinet Minister LOWS Napoleon ever hid,
In his Government, though it is certainly neetia
sary to state that M. Thouvenel, the chef de bd.
•reau under him, wrote the famous diplomatic
papers which have been placed to his superior's
credit. M. 'Thourenel hes - lately been Much
more in favor of the war than the Minister above
him; and therefore, the promotion of M. Thou
venel to the post of Ambassador to Constantino
ple, ten days before' the resignation
,of . M.
Drouyn do l'Huys, is supposed not to have been
without its influence on that.gentleman'a•deter
mination ; for the extension of a cold welcome
to himsolf, and the aonferring of , such extraordi
nary-preferment upon'his subordinate, who dif
fered from histown 'lowa; certainly looked - like
a condemnation of his own policy, and a marked
recognition of the views of the bureau dillorna
tist. But , the apparent motive for the Minister's
- retirement is certainly potent enough, witbotit
seeking for such a really inadequate considera
tion as this.:' ,
AB for the progress of the war, th ere is
nothing new, except .a slight succese that the
Allies have obtained over some Russian out
-works: It is without bearing neon the geberal
praspecte of the invaders. The - probability
continues to be that they will not ha .able to
make the assault, and that if they do they. will
be *ell nigh annihilated by the tremendous en
glues of destruction prepared for , their receri
tion. • The whole tenor of the letters fret* the
il erimes--and even of many of those intended
for publication in France—is that the resources
of the Russians are inexhaustible, their parse- •
Vellleee and fertility of - invention 'wonderful,
their courage and resolution -indomitable. The
deserters afford them ..,no more of that comfort
that they were wont to be cunning enough . to
offer, in order to insure a hearty nelcome—that
the -besieged were suffering from hunger, and
wanted both men and ammnnition. They-are
blunt enough norr to roundly assert that...there
is no tack either of troops, of food, or of, powder
and ball. Besides, the teleecope of Lord Rag
lan has long been treacherous enough to reveal
those "immense convoys of provisions" which
are continually entering the city. Another her,
ror is beginning to perplex the Allies—the want
of water in summer. Water will be required
for "100,000- men, let ua suppose; and 30,000
horses and• mules. St. Arnaud was vastly
pleased when he thought he bad , condemned
Sebastopol to the miseries of 'unelaked thirst.
But itia likely that Catirobert contemplates the
possibility of meeting that fate himself 'with
very dissimilar emotions. We have nothing
positive yet of the execution of a diversion in
the interior of the Crimea; as for the expedie
tion to the Baltic, no one - thinks - of it or- speaks
about it. Cronstadt is believed to be'etronger.
than Sebastopol , though in n different way,-and
the prospect is , thought to be anything, butilat.
tering. '
- 'The amazing miracle of telegraphic eomMeni.:-.
cation with the allied camp- of 'Sebastopol iti*
takes place daily. The Government gets a good
deal of information in this way; but of - all:Qin
it has 'learned of the proceedings of the inveders
frouithe Etth to the fith of May, (yesterday,)
b.se,only published one fact, in three lines; vitt
the arrival at Bal,klava of the Sardinian gene...:
re), with 4,000 troops. This must have gratified ,
Lord Raglan, who telegrapked to England , te;
beaten them, some time ago: "
hir Childo, an American resident of F'aritii
and who writes to the London Tuna' from time'
to, time, over , the signature of A " States" many"
has sent that paper a capital article on the
American view of the war, and the strong sym
pathies of the Americans with Russia. This ar, 2
ticle was published yesterday, the Oth, and you
cannot do your readers a greater favor than by:
transferring it to your celumes. It is at once,
concise and comprehensive, lucid and cent:ll:Celia.

I have this week received a letter from a, ree ,.

fact—that the people were and are: entirely;_and

France. - It is, thought, toe, exceedingly hard,
that such an uncalled fur and uniatereeted
operation should be effected by soldiers raised ,
by conscription. At the most, volunteers should
have beed sent upon-this very valaeteer tsar,'
Of the whole fifteen thousand it is not supposed :
