EFFECTS OP TUE .
Importations of foreign goods into this coun
try have been greatly reduced since the first of
January, as compared with former years; yet
the exports of specie to Europe continue to be
about equal to those of last year. Many express
surprise at this, supposing flint the export of
speoleaboria fall off immediately upon the re
daction of imports. But snob cannot be the
immedicite result. Large'balanoea duo on the
purchases of former years have yet to be settled,
and no considerable amounts of breadstuff's were
exported last season to meet them. The vast
expenditures of capital, too, in the prosecution
of the Eastern war prevent the purchase of the
usual amount of American securities in Europe.
The heavy taxes and the enormous loans of the
governments of England and France, made ne
cessaryhy the war, absorb, and will continue to
absorb the capital of Europe, and American
stocks and securities will find few purchasers in
London. The last loan called for by the French
government amounted to over forty-eight million'
dollars; end the late loan to the English goverai
meat, taken by the Rothschilds,to nearly eighty
million dollars. Other loans will probably be
needed within a twelvemonth, and will be con
tinuly called for until the war is ended. In
five years that war may absorb a thousand mil
lion dollars, and a large portion of the money be
transferred to eastern Europe, from which it
will return but Mealy to the banking houses of
England and France.
With such home demands for funds in the na
tions of .Europe. American stooks cannot find
purchasers there, and our indebtedness to Euro
pean capitalists will be gradually reduced as the
seenrities mature. 'lt has been stated that this
country owes at boost two 'hundred million dol
lars in Europe. The interest on this, some ten or
twelve millions, must be promptly paid and the
principal reduced as itfalls due. We have but two
means of payment—specie, and the products of
oar soil. Lasryear the soil yielded but little for
export, except cotton ; and more specie must go
to meet the payments due ; and this must con
tinue for some time yet. It is useleis to expect
anything else, or plrhaps to desire it. During
the last year the short crops and financial
collies led to a general curtailment of business
operations in this country, and to a general ef
fort to reduce indebtedness, and settle up and
liquidate old accounts. The business of the
country has now been brought nearer to the cash
system, and the general indebtedness greatly re
duced. We thus stand upon a healthier basis
for the future ; and it will be no misfortune to
the country if the demands of the European war
compel a reduction of American iudebtedness
abroad. As those debts aro reduced, the largo
annual.frain fcir-the payments of interestleill
be reduced, and this country become more inde
pendent of foreign nations. We must feel seri
ously the effects of a war in Europe so long as
we are in debt to - its nations. There is now
more specie in this country than ever before,
and it can be applied to reduce debts without
serious injury. Or if business should be slightly
depreseed as a consequence, and railroad build
ing and speculation somewhat checked for a year
or two, a more safe and solid basie will be es
t ablished for future operations.
Bat there are indications that the large export
of specie will not last long. The reports from near
ly all parts of the country give promise of crops of
all kinds this year in unexampled abundance;
while in Europe there is every indication of a
very large demand for our surplus food. Should
nob be the case, debts can be paid without
large exports of specie. If the European war
continues for years, American food will pay
American debts in the old world; and this coun
try become independent of those nations finan
cially as well as. politically.
Sat abitelhe exigencies of the European war
may compel the more 'speedy payment of our
debts gbroad, they will also produce some bene
fi3ial effects upon our shipping and other inter
ests. Should our crops prove abundant, and
the European demand fer them be large, Ameri
can ships must be mainly employed in their
transportation. A large portion of the English
and French ships are employed as transports of
soldiers and Stores to the seat of the war, and
sailors for commercial vessels have boom°
scarce in those countries. Even American ves
sels are chartered by them as transports, and at
high prioes. And while the Yankees are thee
transporting troops and stores for John Bull
and Johnny Crappean, they are occasionally I
driving a profitable bargain with their enemy.
Late English papers state that an American ship
has found its way to a Russian port of the Bal
tic, and safely delivered a Valuable cargo of
fitly thciusand rifles, and five thousand of Colt's
revolvers. Such a cargo would sell for a million
dollars, perhaps, in a Russian port just now.
Yankee 'enterprise will have to be carefully
watched by the allies, or Russia will continue to
be a profitable customer, notwithstanding their
blockades.
The value of Russian commerce to this coun
try is becoming well understood, and it will re
quire almost countless ships to blockade all the
Russian ports of the White Bea,"the Baltic and
the Black. But the financial effect of the war
most favorable to this country will probably be
the increased demand for American breadstnffs
and provisions'; and if there is food to spare
the•market cannot fail to be large and profitable.
We sec than no Indications for the present
that. can excite serious apprehensions for the
future. Abundant crops this year will place
this country in its business and finances upon as
safe and'proaperoae a basis as ever before, and
with greatly reduced liabilities to cloud and
burden the future.

Magood, who was armed with a rifle, then shot
Townsend, through the head, killing him in

divers persons Unknown, contrary to law. They

Lewis Rice, of the magnificent American
House.
Harvey D. Parker, of Court Square and the
beautiful Marble Palace in School street.
John Corthell, of the well kept Metropolitan
House, Washington street.
Charles Todd, dealer in excellent wines and
liquors, 185 Blackstone street.
Joseph Drew, extensive dealer in wines and
ardent spirits, 25 North Market and 130 Broad
street.
They were held to bailieverally in the enm of
$2OO for a breach of the law.
TILE LATE DIPLOMATIC QUARREL.—The letter
of Mr. Perry, charge interenn at Madrid, in re
ply to Mr. Soule, is addressed to the President,
but is published by the writer In the National
Intcllig enter. It Is a long document, somewhat
ambitions of sharpness in the style, and in
tended to be an extinguisher for the late minis
ter. Mr. Perry asserts that Ur. Soule entirely
mismanaged the Cuban business, and endeavor
ed to delay and prevent the settlement of our
difficulties with Spain. Besides trying to de
ceive him, Mr. Perry says Mr. Soule dared to
attempt to seduce and cajole him Into leaving
hie poet, so that the legation at Madrid would
be closed.
Tile Old Dominion.
The telegraphic returns to another column, of
the election in Virginia, leaves no doubt that
Henry A. Wise has been elected Governor by
the usual demooratie majority, from seven to
eight thousand. This is a triumph, considering
bow sadly the times are a.ut of joint, of which
the gentleman from Accomao may be justly
proud.

THREE PERSONS FILLED—A ROUSE CARRIED UP
INTO THE AI/I—TERRIBLE NPVECTS OF TBE
WILIEUNIND.
Never before has it been our duty to record so
awful a calamity as that to which wo now sit
down to write. The scene of tho.tragedy is still
before our mind's eye ; the wrecks of the tem
pest are still lying scattered about; but were It
not for the unimpeachable character of our in
formants, eye witnesses of the dreadful calam
ity, we should be Inclined to believe that they
had been laboring under some mental hallucina
tion, and that what we aro Rhea:Ll° relate a
dream of the imagination. The reality, how
ever; is too tree. The bodies of the three vie
time, and the wounds of the other persons, coti
stitute evidence too palpable to bo act aside.
Oar readers will remember the violent hail
storm that took place in this city yesterday af
ternoon between.four and Jlve o'clock, and the
.oppressive heat the rest of the afternoon. At
the same hour the events to which we allude took
place In the town of Jefferson, near Jefferson
Mills, lff miles distant.
A cloud of a peculiar shape was first observed
approaching from the northwest, and termina
ting in a funnel shaped point, the apex. towards
and nearly reaching the earth. As it came
nearer, it was discovered to be a whirlwind,
rapidly revolving, and whirling up various ob
jects, in which were plainly seen large sticks of
wood, boards, small trees and chairs. It was
coming towards our, Informants, but did not
reach them, but turned to their right, described
a semi -circle, and fell upon a large frame house.
In an instant, and with a tweet, the roof was
torn off, and immediately - the whole house was
lifted from itti foundation, literally torn to pieces,
and the pieces carried up is the horrid vortex.
The furniture in the house—all of It—shared
the same fate, the weight of the articles appear
ing no - obstacle to their ascent whatever.
And now wo come to a part of the narrative
sad indeed to relate. In the honso were nine
persons. They were all drawn up into the air,
and fell, at different distances and with great
violence to the'ground. The wife of one of the
eye-witnesses, Mrs. Page, and two of her child
ren, were instantly killed. All.the other persons
In the house were greatly Injured.
The injuries, with two exceptions, consist of
singular and heavy bruises all over the body.
One man bad his arm broken, and another his
wriet badly sprained. Mr. Page only saved
himself from being drawn up Into the air by
holding on to a large rook. The house stood
upon four granite boulders. These were all
moved several feet from their places.
The whirlwind went on and passed diagonally
weed a post and rail fence. Of this it tore up
twenty rods so effectually, that there is not the
slightest vestige of a fence remaining. From
this it passed to the barn, tore away one side of
it and threw It against a horse, entitling his
death. The side of the barn then fell down on
' three calves and injured them so badly that they
died during the night. - The whilwind seemed to
pass off in a southward direction.
Many of the fragments of the buildings, etc.,
fell to the ground from a great height. In
coming down they foil nearly perpendicularly,
and entered the ground like stokes. Hundreds
of these were counted by our informant. The
force of the storm was tremendous. Not only
were the boards torn off from the beams to
which they were nailed, bat the beams them
selves were wrenched asunder.
The whirlwind was aocompanied by a storm
of hail, many of the hailstones being the size of
walnuts. Some of them were nine inches in
eircumferenoo. We have neither space nor in
clination for comment on this sad affair to-day.
Nothing like it has ever occurred here before,
and we hope never will again. It realizes the
utmost horrors of a South American tornado.
Had it spent its force in the city, hundreds of
deaths might have marked its progress.
ACCIDENT TO HON. J. 8. WELLS.—We learn
from our western exchanges that Hon. John 8.
Wells, of New Hampshire, who is now on a
visit to the west, bad a very narrow escape in a
serious aocident near Elkhart. Indiana, on the
southern Michigan railroad, a few days since.
The engine and tender were thrown off the
track, and the oars badly smashed—the bag
gage oar being driven into the next passenger
oar ten feet, shivering both to atoms. The
second and third passenger care Were also bad
ly shattered. Tho train was crowded with pas
sengers, yet none were killed. Mr. Wells was
in the first passenger oar, and was thrown be-
neath it upon the ground, the timbers passing
over him, and so closely confining him that the
oars had to be raised with jackscrews before he
could be extricated. Mr. Wells was not serious
ly injured.
AMOUNT OF GOLD CONSUMED FOR MANUFACTU
RING PIIRPOB7.B.—The Banker's Magazine has a
valuable article on the " Uses of Gold and Silver
in the Arts." It is computed that the amcunt
of the precious metals consumed in various ways
is from forty to fifty millions of dollars value
per 111,12 UM. The quantity need in the manufac
ture of watch oases, pencil cases, plate, house
hold materials, and in the arts, is enormous.
It is stated that for gilding metals by the oleo
trotypti and the water-gilding processes, and In
the Staffordshire patterns, no loss than 18,000
to 20,000 ounces aro annually required. In
Pails, 18,000,000 francs are Used for manufac
turing - purposes yearly; and In the Unite.d States,
$10,000,000 is the estimated amount converted
into ornamental jewelry.

A RUBIDIUM Douaus A CoLtfam. —The Beale
Democracy, in noticing the report that the pew'
Usher of the New York Ledger had agreed to
pay "Fanny Fern " $lOO a column for an origi
nal tale for that paper, remarked that the sum
stated was " too preposterous for serious asser
tion." This has called forth a letter from the
Ledger publisher,.ln which he says that tho re
ported amount Is correct. Fifty dollars a column
was first offered, and then seventy five; and both .
offers were peremtorily declined.
CANADIAN POTATOES . —The Windsor Herald
states that of late the Bay City has been several
times the Great Western railway wharf loading
up with potatoes for Ohio, which are brought
mostly from Paris, over the road to Windsor,
and thence they go to Sandusky. "This," says
the Herald. "is one of the beneficial effects of
the reciprocity bill to our farmers."

seems to know of what he writes, says:

tains 90 pounds of pure nutritive matter, and
10 pounds of water, viz: About t. 2 pounds of
starch, 20 pounds of gluten,-7 pounds of sugar,
albumen, &o. The nutritive properties of starch
go mainly to tbo formation of muscle, and both
combined to the support of the whole human
framo. 100 pounds of potatoes contain from 20
to 25 pounds of nutritive matter, depending upon
the quality of the potatoes, say 22} lb., upon
an average, consisting almost entirely of starch,
and pounds wator and Inert matter. It
requires, thereby% exactly 400 pounds of po
tatoes to supply the same amount of nutriment
that 100 pounds of wheat flour supplies The
best potatoes weigh about 64 pounds to the
bushel, and a bushel contains 15 2 5 pounds of
nutriment. At $2 per bushel, or 500. a pock, the
present Wail prices In our markets, the mite
live portion of potatoes casts a fraction over 13
cents per pound, which it equivalent to $23,40
for n barrel of good Howard street Flout. These
facts aro established beyond all question, by the
ablest chemists in the world. Now the question
ought to be asked by every ono who goes to
msrket, whether ho or silo Is willing to pay 1.1
coots a pound for potato° nourishment, when he
can get Wheat Flour fur Gf, rice for 43, and Corti
Meal (or 2} and 3 cents a pound. The truth is,
that potatoes aro always very costly food at $1
a bushel, when Flour is not over $lO or $ll a
barrel; and rice and corn meal aro cheaper at
their present prices than potatoes at $1 a bush.
el Corn meal, indeed, at its present price, is
cheaper than potatoes at GO cents a bushel,
given quantity containing more nutriment than
its cost would obtain from potatoes at GO cents.
These oalaulations have boon carefully made,
and will be found correct.

the wheat fields, and Is doing serious Injury to
the crop.
In our own neighborhood, and probably all
the country north of us, the heavy frosts of
Tuesday and Wednesday nights did great dam
age to may of the tinder plants—tomatoes,
beans, &o. In some localities, the fruit was
partially destroyed. The want of rain is again
