effect that the Administration has appointed the

The Rev. John Chambers, of Philadelphia, in
a review of his pastoral life, on Sunday, stated
that his first sermon was preached on the third
Sunday of May, 1826, thirty years since. In that
time he has preached 6240 sermons, and married
1487 couples.
Mr. W. G. Kendall, Postmaster at New Or
leans, was held to bail in the sum of ten thou
- sand dollars to take his trial at the 11. S. Cir
. cult Court on the 21st of May. Hon. John Sli
dell was one of the gentlemen who went his se
curity. The opinion of 11. S. Commissioner
Luber is lengthy, bat a very able One.
The last foreign news stated that the
rebellious Celestials bad been driven out of
Shanghai, which was left in the hands of the
Imperialists. The French had also bom
barded the town for some insult to their

'ln the next place we have a learned Judge
whose purity of character has never been ques
tioned, removed from his office by these same
wise men—at least so far as their influence
could accomplish the object. And why? Was
It for Incapacity or dishonesty Not at all. It
was because he had executed a law of the Uni
ted State' which he had sworn to execute, and
which every citizen le bound to obey while it is
the law of the land.
And now, to clap the climax of fanaticism, wo
have " the Personal Liberty Bill," intended to
nullify a statute of tho Federal government. It
its passed last week by a large majority. Gov.
emir Gardner vetoed it on the ground of its
not being constitutional ; tho Attorney General
of the Commonwealth also decided the bill to be
unconstitutional. Notwithstanding this, how
ever, the Senate passed the bill over the veto by
. A eats of 82 to 8, and the House by a vote of
' 'KO to 70.

PAY THE WATCHMEN.
• The watchmen of our city get one dollar per
night for their !services. That pay might do if
-"" they were paid promptly, and in cash. Bat In
Steed of that we are told that they are paid to a
• great extent with warrants that they cannot get
= cashed for along time. They are thus compelled
useso the warrants in making their purchases,
,sto shave or discount often of ten per cent.
- This is wrong. It is a loss to them and no gain
:to the treasury. At the wages paid for their
services they should be paid monthly, in cash.
That is the, way to get faithful service. Will our
city fathers correct this wrong ? It is easily
done. The city is able to pay the night police
Ifl money, and not warrants that must be ped
dled off at a heavy discount.
BassinTuns FROM CALIFOHNIA.-A cargo of
wheat and flour is about to be shipped from San
Francisco to New York. The clipper ship Charm
fir is up at San Francisco, for New York ; 9,000
totia of wheat and flour have been engaged at $l6
per ton, at which rate she will probably fill up.
A flan Pimlico letter says:
Some of the holders of Chili flour offered to
yell the balance of their stock at $4 per barrel,
to any party who would engage to ship it out of
the Goolsby. The whole Stook of Chili floor is
now about 70,000 barrels (in sacks ;) of all other
kinds 180,000 or its equivalent in wheat. Total
of present available stock, 200,000 barrels of
wheat and four.

We Lave'received; in pamphlet form, the In•
augural - Address - of b. Bilbourne, Esq.,
Mayor of the City of Keokuk, in lowa, and to
us it is interesting as exhibiting the astonishing
rapidity with which, cities are springing up
throughout the West, and becoming cities indeed
—great, thriving and wealthy communities. We
saw Keokuk in 1845, and had no thought then
that it was to become a city. But it has now
six thousand inhabitants; streets a mile long
bordered by warehouses and dwellings ; some of
the buildings being built of stone, and in a style
that would do credit to any pity. But here is
what Mayor Kilbourne says:
" As late as 1842, Keokuk was a mere hamlet,
numbering only some 100 inhabitants, and owing
to the unsettled state of the title, but little pro •
grese was made until 1849. From that time to
the present it has had a rapid and healthy
growth. Now wo have a population of upwards
of six thousand, with a commercial and meroan-

tile business unsurpassed in magnitude by any
other place in the United States, of its size.
Various branches of manufacturing are carried
on to considerable extent. Now we have Mc•
Adamized streets, each one mile long, Main
street being one hundred feet wide. Now we
have dwelling houses, built of brick and stone,
which would do credit to any of our large cities.
Now we have public and private schools of a
high order, and 'churches of various denomina
tions. Now we have located here the Medical
Department of the lowa University, with six
able professors,'and an interesting museum at.
tubed, which is rapidly increasing. The class

kuk, under all her difficulties of title, is one of
the best evidences of the strength of her position
as a commercial point."
Keokuk is but a sample of what is going on
throughout the wide west ; and with its capacity
for production, and for sustaining population ,
the tide of emigration will continue to pour into
it for, perhaps, n century yet, till its broad and
rich plains are all covered with thriving and
wealthy communities, and the shores of its rivers
all studded with opulent cities.
TRIO WAY IN RUSSIA.
The following incident, which we find nar
rated in the Philadelphia Ledger, shows the way
things are done by the Russian government.
They employ genuine skill and talent in their
public offices, and not rank and gentility as in
England. Prince Menschikoff seems to remem
ber his own origin in hie appointments. His
grandfather was a bread baker and vender in
Moscow, until by some accident it became
known to the government that ho possessed un
usual genius and capacity for public service ,
and up went his family to princely state. Nes
selrode, long Secretary of State, was taken from
the ranks of the people. He is not a Russian
either. Paskiewitch, the highest military offi
cer of the empire, was of humble origin and
poor. In fact, most of the distinguished gen
erals and statesmen of Russia have come from
the ranks of the common people : and now here
comes the account of

" The head engineer at Sebastopol is a young
man named Todleben, who at the commence
ment of the siege was a captain and almost un
known. When the siege commenced, Prince
Menschikoff, it is said, asked the then head en
-gincereow long it would take to put the pisee
in a state of defence. He answered, •• two
months." Todleben stepped forward and sold
ho would undertake to do it, if he had as many
men as he required, in two weeks_ Ho did it
in twelve days, and was made colonel. Since
that time he has had the direction of every
thing in the way of building batteries, defences,
Se. The other day the Grand Duke called upon
his wife, whu is residing in St. Petersburg, to
congratulate her upon her husband's promotion,
for he is now general and aid-de-camp to the
Emperor. The RUSBiIDS adopt the common
sense practise of taking the man who will do
the work best, and they got it the beat done.
This is the practioe in well conducted private
business ; it is still more necessary in public
service, whore the consequences of mistakes
through incompetency and ignorance may affect
whole nation.

feel inclined to retract the opinion that Bhak
speare's characters had better not be attempted
by children. Bhplook, as represented on the
boards last night, would have been creditable to

can truly say it was wonderful. Miss Eatc's
Portia was also well done. To night they ap
pear in two pieces, along with Mr. Bateman,
their father, who performs for the second time
hero during the engagement. Let all who wish
to be pleased, as well as astonished, see the
Bateman's at least once.
PAID FIRE DEPARTMENT vs. TUE Vol-VI:TEM
STSTEM.—The Cincinnatian(' more than a year
ago adopted a paid tire system, and one year's
results of its operation have just been pub
lished. During the year ending in April, 1864,
under the old organization, there were recorded
160 fires ; loss 2608,906 ; insurance $330,089 ;
estimated loss over insurance $350,817. For
the year ending in April, 1855, under the new
steam fire engine system, there were 104; loss
$120,816; insurance $84,831 ; estimated loos
over insurance $35,986. The above compara
tive statement shone a balance in favor of 1855
of 66 fires ; and the amount of property de
atroyed was not so great by four hundred and
eighty-eight thousand dollars! There were
saved to insurance companies $245,168, and an
absolute saving of property to the amount of
$814,832. These facts are interesting, and we
suppose they are true. They have at least the
anoint enaction. There is nothing, however,
surprising in them. Efficiency is tho inevitable
effect of order, system and concentration of
effort, which good organization implies. There
is nothing so forcible as the eloquence of facts.

ster Review for April. The table of contents is

ganization of the Civil Service ; Administrative
Example of the United States ; Cotemporary
Literature. The department of "Cotemporary
Literature " in this Review forms one of its most
valuable features, and it is especially rich and
varied in the present number. But the article
which will be likely to possess more current in
terest to American readers than any other is
that which is entitled the .' Administrative Ex
ample of the United States." It is highly flat
tering to the amour propre of Brother Jonathan.
Ib THE WHOM/ PEW. —A Mr. Baltonsell has
been fined in Brooklyn for kissing a married
lady named Mre. Mary A. Wright, in the public
street, while walking by the side of her brother
—her father and husband being but a few rods
in advance. Her friends were first made aware
of the breach of decorum by the lady exclaim
ing "Dear Tom, this man has insulted me!"
Whereupon the indignant father, husband and
brother all laid violent hands upon the misera
ble sinner and hurried him to the police office,
where he was mulcted in the sum of ten dollars.
It is proper to add that Mr. B. denies the soft
impeachment, but soya he being nearsighted
mistook her for a long absent friend and merely
looked very closely in her face.

But this is a digression from the subject we
were considering—the pistolahot at his Majesty.
It has been noticed that the Constitutionnel, in
detailing the antecedents of Ptanori, says that
be recently went over to London, and was there
converted to Protestantism ! The inference in
tended doubtless is, that all persona seduced into
embracing heresy at once return to France and
try to commit murder. The same paper also
states that between the two shots the Empefor
cast a glance of profound contempt at the assas
sin. No doubt he felt contempt for a man who
wished to shed blood in the streets of Paris, and
had only his own hand with which to do it. Ho
probably reverted with pleasure to the means
which ho himself employed for the same pur
pose not long ago, and with much greater suc
cess. The big murderer phsaws and poobs at
the little one.
The crime was made to serve a useful purpose.
A special intervention of Providence was at once
recognized by the obedient vassals. Many for
eign Ministers at once hastened to the Tuilleries
and congratulated his Majesty upon the " inter
f..rence of Heaven," says the Honiteur. . The Pre
eidont of the Senate, speaking in their behalf,
remarked as follows: "The protecting hand of

frustrated." But the Emperor capped the cli
max by making the most extracrdinary speech
which was over given to this generation to hear.
"I do not fear attempts at assassination. There
are lives which are the instruments of the de
crees of Providence. As long as my mission
is unaccomplished, I run no risk." I question
whether more impious words ever fell from the
lips of a sovereign. It is very well to pass
for having a sort of mysterious, half acknowl
edged confidence in one's star, and to build upon
this contraband faith as a gambler counts
upon the run of a " vein" in linsguenel ; but to
stand up straight, before Europe and America,
and upon the heels of au ill direoted shot from
an unsteady hand, to pretend to have fathomed
futurity, and to have been admitted to intimacy
with ways and purposes which the best authority
tell us are inscrutable, seems to me both Indecent
and profane. It is all the worse for coming
from the steps of a throne Louis Napoleon in
sults Providence by assuming to have penetrated
its secrets, and ho blasphemes in declaring him
self exempt from the uncertainty which attends
all mortal life, and develops our common nature.

starting time, which provoked drinking ; drink
ing provoked fighting, and this resulted in blood
letting and a coolness between friends. The
horses made six or seven false starts : Black
Ralph would break and run, and the race was
pronounced no race."

ACADEOIY OF FINE Alias —The Philadelphia
Evening Argus, in a critique on the works of art
in the Academy of that city, pays a handsome
compliment to Mr. Wall, of this city. Of the
" Scene on the Allegheny Mountains," the critic
says :
Mr. Wall we understand is a resident of the
Iron city, and takes his views principally from
the wild mountain gorges of the State. The
present one is near Altoona, upon the Central
Railroad, and is really a very natural picture'
readily recognized by persons who have traveled
over that romantic highway. The railway is
seen curling around a spur on the left of the
picture, and the little glen through which flows
a mountain stream, is dotted with cottage homes.
TRUE GENESOSITT.—The Marietta (Ohio) Ad
vocate says that many farmers in that section
have refused to sell their corn to speculators at
$1,40, and have chosen to divide it among the
poorer neighbors at one dollar per bushel. Such
benevolence deserves to be recorded.—Phi/a.

forty cents per bushel was offered for corn at
Marietta, by speculators. This sounds very
much like " wrong news."
REAL ESTATE IN PHILADELPHIA.—The site of
the Chesnut street Theatre, 92 feet 4 inches frost

Carpenter, has been sold for $147,500.
The abolition of the Newspaper Stamp has al
ready begun to yield fruit. Cheap papers of all
descriptions are projected. Charles Knight will
publish a weekly paper, to be called Charles
Knight's Town and Country Paper ; and a flaming
announcement is made of a new illustrated pa
per, to be called the Illustrated Times, employing
first-rate editorial and artistic talent, and con
taining sixteen pages as large as the Illustrated
New, and all for two-pence !
