See. 1. Letters alleged to be.valuable,posted
at ono postoffiee in the Snitedfitates, and deli,-
ererable at another such office, shall, from and
after the first day of July, 1855, be registered
at"the office of mailing, on the application of the
pardon pasting the same, and - the payment. of a,
registration fee of five cents.• ,
2. Postmasters are instrnoted to enter all
such letters in a book to ho prepared "and kept
for the purpose, to be called the Receipt Book,
(which in small offices, will be prepared by
stitching together the several sheets of blank re•
dripts furnished by the department,) containing
tilank receipts, with a wide . Margin Tor 'a brief
cluplichte of eaoh, as in bank check books. The
postmesier•will eater in thismergin the tuamber
of ,the receipt, the. date of, filling it, the neon of
the person to whom the letter is addressed, and
the place to which it is mailed. Ho will - theta
fill up the - receipt' to correspond-pith the margi
nal entry, separate It from the margiq,. and
deliver it to the person, who depesited the
letter.
8. Registered letters Will not be entered la the
ordinary accounts of mails received and Bent,
but separate accounts of snob lettere will.be kept
at each postcifice, to be called account of regis
tered letters received and account of registered
letters sent, blanks for which will be furnished
by the department. • -
4. When a letter-has been received, registered
,and receipted for, ,as directed in Emotion 2, the
postmaster will. enter its number, "the date of
mailing,_the rate of- poatage, - the name of the
person to whom it is addressed, and of the office,
(whether of distribution or delivery, to which it
is to be sent, in his account of registered letters
sent. He will make a separate letter bill fir
each registered letters or parcel of registered
letters for the same office of delivery or distri
bution, enterieg therein the number, address,
registration fee and the rate of postage of•caoh.

5. In all largo offices, whereletters are receiv
ed; entered and mailed by different persons, it
shall be the duty of the postmaster either to
keep the Receipt Rook provided for in section 1,
For to designate some one specially for that ser-
I vice.
'6. On the receipt at a distributing off ee of
registered letters for distribution, the clerk who
opens and distributes the mail will' apply to the
postmaster, or to such one of his assistants as
may be authorised to open official lettere; ad
dressed to him for the corresponding letter bill.
Having compared the letters with:the bill, he
will endorse it "correct," if he . find it so; or. will
note the error if there be one,- and will pass it
with the letters to the clerk who keeps the ao
count of registered letters received for distribu
tion, who will enter its contents in hie account,
and endorse upon it hie signature or initials.
He will then fill up the corresponding; return
bill, noting upon it , whether corrector otherwise
and will pass it to.the - poen:taster or his princi
pal assistant, who will see-that it is retarnid by
the first mail thereafter, with hie endorsement,
to the office of mailing.
7. On the receipt of registered letters at the
_office of delivery, if it be a large one, the elerk
who opens the mail will apply for the pest -bill,
and otherwise proceed in-'the same manner as
prescribed in article 6. •
8. On the receipt of registered, letters at
smaller offices. of delivery, the postmaster or
his assistant will compare such letters with
their letter bill, make a duplibate .ripon the
blank . return bill -annexed, and will then mark
the return bill " (lancet," or note upon it,any
error found in the original, bill, and etieleee it
in a settled wrapper, or envelope, atidlertdl It
direct by first mail to the' address. of the post
master at whose office it was originally mailed.
9. If upon , thereceipt of any duplicate or re
turn,letter bill, it,be'fonnd on examining - that a
letter originally mailed • with it is missing, or
that any impOrtant error or discrepancy is , en
dorsed on it,
.the fact will duly be.noted on - ac
count of registered letters sent, and immedi
ately reported to the chief .clerk of thia depart
ment ; and if the discrepancy implies a robbery
of the mail, or, if a money letter or package of
considerable value is found to be missing, such
report will be made by telegraph, if possible.
It will also buthe duty of the .postmaster to
report. by •telegraph any mail robbery of which
'be may otherwiseyeceive early information.
10. On delivery of a registered , letter - at the
office of its.deitination, a receipt therefor will
be taken from the&rson.antliorized to receive it,
and such receipt will be carefully filed and pre

popular contempt denominates . " Tomhs law
yers" and "shysters." These.fellows get ad
mission to the cells of newly coroinitted'prition
era, and' persuade the UnfOrtunates riot unless
their services are. retained, there is no possible
shield from the condign terrors of the law.- If
the, prisoners or their friends ,have money, these
"shysters" squeeSe them as , a strong. fa an
Might squeeze a wet 'sponge: All that can be
got out of 'them -is 'obtained ; money if they
have it—if not, furniture, jewelry, 'wearing /bp
parel, anything that is convertible into money
at the 'second-hand stores, pawnbrokers' ekOps,
or jritili shops. On Friday,- at the Court of -
-Special-Sessions, one of these harpies .was ;ex
