TILE WEST END Tho Western portion of our State suffers se verely from the partial legislation that is pro cured, by various means, at Harrisburg, from year to year. The smooth talkers and shrewd schemers of Philadelphia; the proximity of that city to the State capital ; its hospitalities and attractions ; and its great population and wealth, give to that city a prepondering influence in the legislature. It has fifteen members in the lower House out of ono hundred ; and five or six of the thirty-three Senators. Then there are several other thickly peopled counties near to that city, whose interests are identified with it, and whose representatives generally act in concert with those of our eastern metropolis. About one third of both branches of every legislature is thus thoroughly Philadelphian in sentiment and action. With one-third of a legislative body acting in harmony and concert it is not diffi• cult for it to acquire a controlling influence. Some of the central and northern counties of the State rely on Philadeiphia capital to some extent to enable them to construct railroads; and they must pay for their hopes with no small degree of subserviency. The now members from other parts of the State are scarce warm in their seats until invitations, curiosity, free tickets, and all the attractions of a great and splendid city, induce them to visit Philadelphia; and those visits are usually repeated once in Iwo or throe weeks during the entire session. Some members make the trips nearly every week. It is but a five hours' ride, and members can leave Harrisburg on a Saturday afternoon, and get back by nine or tea o'clock on Monday morn ing, thus spending two nights and one day at Philadelphia. Such rides, free over the roads, and such trips to the city aro very fashionable ; ! and it is no wonder, under all these circumstan ces, that legislation at Harrisburg is decided fa vorable to Philadelphia interests. The consequences of this state of things are , apparent at every session of the legislature - Acts are passed favorable to the great city of the east that are manifestly detrimental to the interests of the State at large. Thus, in the session of 1853, the companies interested in the I _Lake Shore railroad offered the State a bonus of a quarter of a million dollars to legalize...awl. charter a part of their line of roads near Erie. They would have given a third of a million. They offered, as an alternative, to take half a I million of stock in the Sunbury and Erie rail road, a Philadelphia road and company ; and to do certain other acts favorable to that enterprise. Now, the first offer would have put probably a third of a million dollars into the treasury of the commonwealth for the benefit of the people; the last offer was exclusively for the benefit of "the city," and a railroad corporation. It be longed to the State and the whole people, bat the pity and the corporation got the bonus; a large majority of the members of the lower House voting for the city instead of the State. If a quarter of a million dollars had been taken in gold out of the the Sta'o treasury, and given to Philadelphia, it would not have been a more direct donation. in 1845, Baltimore desired to extend the Bal timore and Ohio railroad through the southwest portion of our State, coming to Connellsville, in Fayette county. The Baltimore Company went to Harrisburg to obtain the right of way. Had that been granted, millions of Maryland capital would have been expended in developing the wealth of our rich southwestern counties, and Pittsburgh would have'had only to construct a road to Connellsville to have a railroad connec tion with Baltimore. But Philadelphia was jealous of the enterprize of Baltimore, and the right of way was refused. The Baltimore road was then run through the northern counties of Virginia, opening their coal and iron fields, in stead of ours; our southwestern counties are still without a railroad ; and Pittsburgh is com pelled to build a railroad all the way to Cumber land, 133 miles, instead of to Connellsville, 57 miles, to obtain a connection by rail with Balti more. Thus Philadelphia prejudices and jeal ousy prevailed over the best interests of the western half of the Start. We might cite numerous other instances of the all-controlling influence of the eastern me tropolie upon our Legislature. But a notable one now presents itself, more bold and reckless than usual ; and that will prove more disastrous and unjust to all of the Btato, except Philadel phia and its immediate vicinity, than perhaps any other event in the history of our State leg islation. Without any valid reason assigned; or any arguments or facts urged ; or any peti tions of the people presented, it is now pro posed to remove the State capital from Harris• burg to Philadelphia. The cost to the State of such an insane project will not be less than from - three to five million dollars ; for the lying r pretence that Philadelphia, bankrupt as she is, will furnish the public buildings, will deceive no one. Yet our House of Representatives passes the bill by a majority of ten or eleven votes, a Pittsburgh member voting, for it; and it is sup. posed it will pass the Senate. If it does, the Governor of course will sign it ; and the outrage will be consummated. If Philadelphia influence has been so potent over our legislatures hereto fore, at Harrisburg. what may it not accom plish with the legislature in its midst, and its members feted, feasted and soaked at its hotels ; and corrupted by its city temptations? The salaries of the members will have to be in creased ; the mileage will be increased ; and we shall have just such laws as Philadelphians pro ject and consent to, and none other. We certainly entertain no unfriendly feel ings towards our eastern metropolis, We re joice in its prosperity and rapid growth, and hope it will yet rival New York. Bat that it shall control . the legislation of the State; cen tralise-all its financial and political affairs ; and treat the thriving city of the west, and all o ther parts of the Commonwealth, as mere provincial dependendies, is &matter for our remonstrance - - at least. Be it enacted by the Senate and House of Representatives, in Genera: Assembly met, and it ie herebyGenooted by the authority of the same, that the fees open commitments by Aldermen or Justices of the Peace, to any house of Refuge within this State, shall be as follows, to wit :—To any constable or officer for arrest. ing the person committed, fifty cents ; to the al derman or justice of the peace directing the com mitment, fifty cents ; to the constable or other officer delivering the person committed pursuant to such commitment, at the proper House of Refuge, one dollar, with mileage, at the rate of five cents circular for all distances travelled ; skid fees and mileage to be paid by the county in which the commitment is made: Provided, That no allowance for distance travelled shall ex ceed seven circular miles. A BLACK. SIDDONS.-A lady of color has re- cently taken to herself the title of the " Black Siddons." Her name is Webb, and her readings from Shakepenre have been favorably spoken of in the Philadelphia papers. The Sunday Mer cury of that city thus describes her personal ap pearanco : With respect to the color of the lady, we were somewhat disappointed. We had thought that black meant black ; and though such things ss white black birds are'sometimes spoken of, they have been generally considered fabulous. This is not the case, however, with whste black women, as the Black Skidoos can bear witness. She is almost white, and has hair much ettaight er than many white people's. Her features, too, are more of' the Circassian than the Afri c.m. We should think that she had very little of the African blood in her veins. Corruption in the Pennsylvania Legis/a- The Committee of the HOUPO of Representa tives of Pennsylvania, appointed to investigate the alleged attempt at bribery of the members of the legislature to vote in the election of United States Senator, have reported. They Arrive at the following conclusions : It is proved by the testimony that John P. Herr, n member of the House of Representatives from Lucerne county, - ryas corruptly spproaeaed by Dr. Jayne himself, and also by his friends, Eshelman nod Pieper, nod that the only reason why said member 1959 not bribed to vote for Dr. Jayne for Unittl States Senator, ri,:s because he promptly and firmly resisted and resentod the attempt to seduce him from the path of recti tude. It may be suggested, in palliation of this man ifest attempt at corruption, that Dr. Jayne was inexperienced in polit'es, and ST liS botrayed into this violation of both law and morals, in the cx citement of a heated contest and acted under an impression that rival candidates were using the same means. Some of these lands have been purchased from the Gov erttnent and the Church of .Nicanigua, both of which, by reason of the incessant wars to which they are parties, frequently feel the went of ready money, and are, consequently, willing to sell their possessions cheap. The title to others rests in certain wealthy landowners °outmoded wi:b the Company, who are desirous of inviting settlers to their vicinity. Within the domains of this Compauy is the fine island known as St. George's Key, at the mouth of Grist river,whero the most extensive mahogany tracts, and where the sarsaparilla, the Intim rUt ber and the ebo, from the fruit of which IL silo ible oil is extracted, are found in great abinudance. Among the valuable woods in the main land district of Mount/ales are mahogany, rosewood, satinwood, black cedar, Brazilletto, and the costly dycwood known in commerce - as the Lima Or Nicaragua wood. In some localities the Ceiba or wild cotton tree flourishes, growing in a few years to such a nice that a dozen men can hardly embrace it with their arms.
