Borne fetr weeks ago, Mr. Layard, reminding
Lord Palmerston of the expectations coupled m
Dublio opinion with his accession to power, bore
public testimony to the fact, that “no man had
.more general sympathy throughout Europe than
the noble lord. He (Mr, Layard) hasbeard the
name of Lord Palmerston repeated throughout :
the Continent in every variety of form, and that
narne mas a magic name, as (he representativeof the
great principles of liberty. -■ ' , L ,
: And : really snoh had been the general reputa
tion of tho noble lord. Some, certainly, there
have been who, paying such attention to the
noble lord’s public career as his position and
brilliant qualities command, : oonld never under
stand by what strange destiny it came pass, that;
instead of all the variety of reputations to whioh
his lordship’s'long political career would: have
entitled him, jast that hind of reputation should
have been forced upon him to which he himself
to; aspire. . !
Influenced by the prestige of his fame, I have
s tpSied tlie history .of his public life, I was as
tonished to see; that sine'e be first took his seat
•in’the House, for Bletohingley, together with a
place among the Lords of the Admiralty under
the Portlands, Castlereagbs, Percevalß, und.Elv
dons—down to his opposition to Mr. Koebuok’s ,
motion, there is, certainly, not one single act (I j
speak of ccts) in his Lordship’s connection with j
the foreign policy of England, which was not an
evidence that the noble Lord never had .the
slightest aspirations to the fame of a represen- |
tativeiofi the great principles of liberty.

in reviewing- his politioal career, will not rank
him with : the statesmen who olaimed to act upon

gloried in octing Upon pretended expediencies—

Consistently with this character of his ‘half
centenarian policy; find scorning to usurp a re
putation undeserved and unliked, Lord Palmer
ston condescended to set public opinion right
about biß liberalism, by declaring pubhply, in
the House of Commons, on Monday’last : that
“ The Government of Great Britain would con-.
eider.it a great misfortune to Europe, if Hun
catv were separated from the Austrian Empire. ■*
Let the world well mark the astounding atoto-.
ment. A country of some 125,000 square Eng
lish miles, with fifteen millions of inhabitants;
a country which started ahead of England her
self in the path of representative Government;
a country Which has known to Maintain a,na
tioual existence for a thousand years ; a country ,
to which the independence-and Christian oiyilt
aatioh of Europe is owing, more than to 'any
other nation on earth, because it has been a
bnlkwark to Christendom for centuries; a coun
try which yesterday yet commanded the admira
tion, and enjoys yet' to day the sympathy of the.
civilized world; a oountry whioh m our very
days displayed snoh indomitable vitality, that, |
though unprepared; unprotected, forsaken, alone, '
it humbled to the very dust that Austria which
the English government appear to dread SO much,
and throw her, a fallen beggar, to mendicate
protection at the foet of the Czar, who,, in his
turn, had to array the wholo force of his vast
empire, and move 40,000 of his very guards
from St. Peterabnrgh, and yet wanted fhe as
sistance of treason for overcoming the reßißtance
of that heroic country, in a moment of ex-1
hanstion by victory ; —it is thiß country on
which Lord Palmerston thought proper to pasß
the heart-revolting judgment, that its freedom
and independence wonld be n great • misfortune
to Europe.
And my Lord Palmerston did even more. Ho
told the parliament plainly that the Austrian
Government knows, and have all along Moicn,
that the British Government is opposed to the
freedom and independence of Hungary., .; By .
thiß declaration, we Bee a corner lifted of the
which ecreens from the eyeß of the de
luded world the bloody mysteries of secret di
plomacy, in whioh the life-of nations is. the aauy
sacrifice. ' . .
Now, at last, we have the Russian interven
tion in Hungary explained. The world is at
last enabled fully to oomprehend what It is Lord
Palmerston Meant, in Writing to St. Petersbnrgh,
May 17, 1849, that “Ho considers. to hove no
occasion for any . formal. expression of tho
opinions of Great Britain on'the Rpss-an inter
vention in Hungary.” Tho world will now un
derstand how it oamb to pass that when, upon
the precedent of Great Britain having already
once, on a similar ocoasion, mediated between
Hungary and Austria, I, as early in December,
1848 sent an envoy to London, claiming the me
diation of England, on. the. ground of solemn
precedents to which Eogland has been pledged,
Lord Palmerston had no other answer to give to
tho envoy of Hungary but tho notification,
signed by Lord E ldisbury, December 13,1848
that the British Government had no knowledge
of Hungary,, except as one of the component
parts of the Austrian .Empire—an assertion ut
terly contrary to truth, to right, to.; history,.to
Enropean common law, and to tho documents
filed in England’s diplomatic archives, whioh a
Minister of the British Crown should be expect
ed to know; and while,-with that answer my
Lord Palmerston directed the envoy of Hungary
to make his communications to England through
Baron Roller, the representative of that Em
peror of Austria with whom we were in a le
gitimate war of self-defence, he, at the same,
time, hastened to convey information of these
deplorable proceedings to Vienna—(Despatch
to Lord Ponßonby, December 28th, 1848 )
The world will now understand what has been
meant by the net, that Lord Palmerston was tho
first to send a congratulatory note to Vienna,
28th August, 1848, expressing the satisfaction
which her Majesty’s Government haß felt, at
hearing that tho ealamitonß war in Hungary has
boen brought to a oloss by a pacification, ns bis
lordßhip has been pleased to call that armed in
tervention of Russia, and thattreaeon of Vilagos,
wbioh blotted out from the list of States a nattow
of n-thonsand years’ independent standing, . and
sent to tho gallows, to the martyrdom of :Ans
trian prisons, nnd to tho miseries of exile, the
patriots of that noble oountry. Thowprld will
now understand how it came to pass that, while,
aB well from previous reasoning, ns also by sub
sequent mournful events—in fact, by all that
has happened in the course of the present war—
it is dear to demonstration that, if England de
sired to-vanquish Russia, the first thing, tho
most indispeneible in the interest of England,
would have been to secure to herself the co-ope
ration of the nationalities—England’s govern
ment, instead of this, sacrificed everything—
sacrificed even the possibility of her own victory
to oomplaoency.nnd regards for that Austria
whioh left England alone for a year, and whioh
never will draw her sword against Russia. The
world is now perfectly enabled to appreciate
those curious details by which the remarkable
Brussels pamphlet, attributed to General Prince
Napoleon, makes dear to demonstration that
the mischievous inactivity at Varna, while the
brave Moussa Pasha fought a giant’s fight in
battered Silistria—and the safe retreat of the
beaten Russians —and the Danubian principali
ties played over into the hands of Austria—and
the untoward expedition to the Crimea —origin-,
ated, aU"bf them, not. in any strategical combi-:
'tiatipn directed against England’s enemy, but
originated in.the wish of distancing the war from
the frontiers of Hungary. The world. will now
'understand: that this nnjnst and unjnstmamo
aversion to the freedom of Hungaryis ; too re
key to the mysteries of a hrave English army ,
lost in vain—of the numerous millions, spent in (
Vain—of England’s forfeiting the situation of a ,
leading power in vain—of England s
compromised her inflnenoe with foreign nations
inwain;—in a word, in that conieee.cinofLord
Palmerston wo see explained .the primitive
source of the heart rending.situation which
England deplores: and-after this dec aration of
Lord Palmerston, I, for;one, stand fully justified
for having told the people of England, ten
months ago, that while it means to fight against
Russian despotism, it is hot’made'to fight for
ths security of Austrian despotism.
All this stands now dear before history, from
the declaration of Lord Palmerston., that the

British nation not only does not .consider the

of justioe and of right alike, as ulso an impor
tant element of the future peace of "Europe, and
of the seoimty of European, civilization, and
entertaips, therefore, the most earnest wishes for
the freedom and independence of Hungary.

world would require for the establishment of a

tial right of every nation—the right to national
existence—denied to Hungary, and to other na
tionalities suffering under Austrian yoke; dee
med on the ground.of that superstitious phan
tom, balance of power, the .positive, meaning or
which nobody'oh earth, not oven my Lord Palm
erston, with hi 3 long experience in diplomatio
phraseology, would bo able to define, and or
.wbicb mankind-only, knoo. much,' that the
corrupt practices of secret diplomacy make use
of that hollow sound to cover despotic encroach
ments upon Tight, justice, and the freedom of

It is time to rectify the false notions that pre
vail; about this superstition of balance of power;

earth hates, and her;own enbjeots the bitterest;
that Austria whiob eontains every-clement cf
1 dissolution and of doom, 1 without anything to
' counterbalance it but tyranny;—that Austria is
hot only no element of security for Epropo, but
is rather a bailing volcano, the very 1 existence
of which is a continual danger to Europe’s poaee.
. Whereas tho nations suljeot to the hated rule
of Austria, restored to their -imprescriptible
rights of independent national existence, and
confederated against foreign encroachments
from community of-interest —these nations, in
such a condition, nro nn essential element of
that peace and independecce of-Europe, which
is tho only' definition of the balance of, power
that could be admitted by tho nncorrnptcd and
inoorruptiblo public opinion. 1

diency, that I place my protest. I. place it on
tho'grouud that Hungary/ and Italy, and Boland,
and every nation curbed under the iron yoke of
Austria, has not less a right to national exist
ence ond independence than England has. . “
I protest against the boart-rcvolting, false, in
sulting, and I would almost say sacrilegious im
putation, that the independence of my country,
or of any country on earth, could-ba hmisfor
tune to Europe. I declare that, while .li.do not
claim; nor ever did claim, the English
Government, to fight the battles'of Hungary
against her oppressor, I solemnly srfd formally
deny that Lord Palmerston has a right to
lend, the: countenance of Englandle moral power
or '.material support to’Hungary’s oppressor
againt Hungary ; I deblaro the policy “ ,
