Colonel Benton and daughter, Judge Mont gomery Blair and Francis P. Blair left Bt. Louis on Tuesday week by tho steamer Crystal Palaco. Colonel Benton goes immediately to Washington, where he intends confining himßolf to his labors on the “ Thirty Years View.” In tho State Senate, on Saturday, tho bill to repeal the liquor license lawb was debated at length, the question being upon a substitute moved by Mr. Hendricks, which authorizes the licensing of hotels in Philadelphia at $l5O per annum, and in other parts of the Stato at $5O, and providing that wholesale dealers shall not sell than less five gallons. At the municipal election in Louisville, on Saturday last, the average majority of the Amer ican party in tio election of the four general of fices in contest was 1,220. The largest Whig majority ever cast in the city of Louisville, waß given in 1844, when the friends of Mr. Clay ob tained a majority of 1,250, beiog 30 more than the present American majority. Mayor Webb, of San Francisco, in a commu nication to Councils, states that the receipts in to the City Treasury for the first eight months of the fiscal year—July 1, 1854 to March 1, 1855 to have been $1,343,433 OS, and the ex penditures $1,191,683 83. Of the receipts, $477,069 was from city licenses; $690,134 from oity property, and $149,300 from 10 per cent, fire bonds negotiated. The expenditures for the balance of the year are estimated at $266,567. A singular elopement occurred ia Morgan township, Butler county, Ohio, last week. A Mrs. Sulser eloped with a young schoolmaster, named Pease, who had been teaching during the winter in the vicinity, and boarding at Sulser's house. The infatuated woman had lived hoppi ly with her husband for noar twenty years, and was by him the mother of seven interesting ohildrcn. She took with her her youngest child, an infant, (leaving six with her husband,) and about five thousand dollars in cash and negotia ble notes. She wsb the daughter of a wealthy old farmer, who died about a year ago, leaving her a handsome property. The husband is in hot pursuit of the guilty pair. Colonel Steptoe has entered upon his duties aB Governor of Utah, but it seems Brigham Young has more real authority among the faith ful than the lawful governor. The aid of a bat talion of Uaited States soldiers alone enables the new governor to maintain his position. Od New Year’s day a lot of rowdies in a drunkon frolio got into a fight with the soldiers. Arms were used on both sides, and several persons were shot, though no deaths were caused. Tbe next day Brigham Young called out the Mormon Legion. The soldiers fortified their position, ; and prepared for a vigorous defence. After three days of high words and “ sound and fury,” tbe legion was dismissed, and as intoxicating * liquors had been tbe cause of the difficulty, an order was issued forbiding the sale of liquors in the city. 8o ended the first campaign of the legion against United States authority. But it is only the beginning of troubles. The Mormons will yet become as troublesome a subject to deal with as the negroes. The question of the ad mission of Utah as a State of the Union will soon come up for settlement by Congreßß. Shall it be admitted or excluded ? There is one ob jection to its admission that tbe constitution ex pressly provides for. The constitution mentions but one condition on whiob the admission of a new State must depend. Its form of government must be republican. Can the Mormon govern ment be called republican ? It is as far from it as the government of Franco at the present day. It is a hierarchy of the most odious form. One man rules in temporal and spiritual matters. The whole community is called 44 the church and is governed as a church by a man who de rived his title as governor origioally neither from his people, or any other competent au thority. It has the form of a legislature, it is true; but one of the acts of its l&Bt session shows its character. It was an aot called a 41 Gift Law,” by whioh 44 the faithful” are to vest all their real and personal estate of every kiod in Brig ham Young. It will be for Congress to say whether each laws and such a hierarchy shall be deemed republican, and admitted as a State of the confederacy. The Mormons are preparing to build a temple at Salt Lake City, far surpassing in proportions and magnificence the one they commenced at Nauvoo. It will take many years to build the temple» and its cost may be imagined when it is known that they have commenced the digging of a canal for & considerable distance, and whioh will require & year and a half to com plete, for the mere purpose of transporting over it the stone for the temple. The Mormons are certainly not Know Noth ings in principle. They not only hove no jeal ousy of foreigners, but are annually employiog large sums to aid indigent foreigners to reach this country, and cross it to their territory. Large numbers are coming every year from the different nations of Europe, and arc immediately Bet to work on farms or at trades when they reaoh the land of the Mormons. Tne popula tion of the territory is fast increasing, and by next winter it will be large enough to entitle it to admission as a State, if Congress sees fit to admit it. With those belonging to the first named only, 1 purpose now having to do, and 1 buzzard but little whoo 1 assume that by far too many of them are prono to overlook, or treat with indifference, a seeming unimportant principle, when applied to tbo minor affairs of business. I allude to punctuality or the want of it. Let mo particularize, ond take for example the manufacturer, or largo trader in any staple commodity, who sells to the trader or jobber, and after Bolling fifty or a hundred parties as many bills of goods, ask if it he not itnpor tant to him to have those bills punctually settled- If Bold for oash, to Bay nothing of loss of in terest, inconvenience in laying out of the money may be occasioned, for though these bills may not be over fifty or hundred dollars each, in the aggregate tbo amount is considerable, and to such who desire to pay a due regard to this principle of punctuality, it becomes more thau an inconvenience. Moreover, how muoh time is ; suffered to bo wasted in having clerks always on the go, and calling, It may be, half a dozen times for settlement of bills, when once or twice at most Bhoold be required ? There ia also much needless loss of time occasioned by allow ing notes, for larger purchases, to remain un signed, thus preventing the closing of ac counts, whioh frequently becomes important, especially when tbe third parties are inter ested, and in any caoe it compels tho siller to keep open an account which should be closed, while thatwbiefi to him ia capital, is with held ; and all this is done too, without nny gain or advantage to the purchaser, but a disadvantage, I might add, wheu as an agent hie example is made to tell on others, and he himself often has to pay more for goods loan the one who is prompt in his settlements and loves not to trilio with the time of others. The common reply that a bill on account is not examined , after being ren dered a week, is not a sufficient excuse for so much needless delay, as it is the duty of the pur chaser, whether dealer or consumer, to have his bills or accounts examined in due time, and after tho first or second calls promptly to settle either by paying at the time, or sending to tho Beller the money or note as tho case may be.
