When a city or county .Bond was disposed of and disappeared from among the funds of the Company, thepro •eeds thereof in money, or other valuo received were accurately credited, but tho gain or loss not entered, iu tiny shape* The Bond was 1 gone, bnt accpuuted for in tho books. As mapy of the Bonds sold for cash . were, during the late disastrous times, parted with at a sacrifice the amount lost on each: sale did not appear’ but on the contrary it stood on the hooka as a part of tho available assets of tho ebneern- so that if the Company did not grow richer by its losses, like the widow’s oruise of oil, it seemed to suiier no loss ,by abstraction. Of this de scription were the entries made for the first EDd smallest portions of the sales of tbo?e Bonds; bnt latterly they have been disposed of, not by tho Treasurer, or the sales regularly returned to him, but by whomsoever deeming fite&selves su thorized took time and opportunity to raise money on the instant of Urgentuecossity. Who received aud negotiatiatej them does not appear by the general books of account—nor is there any re turn of many of them On the Treasurer’s Books— so that instead of finding City Bouda to the amount of $935,310 98 as acknowidged iu his " City Bond Account" by tho. Treasurer to be in his hands, neither he nor tho Company had at the time of his exhibit one of those Bonds in his, or their custody and control. 'So of "Coun ty Bond ’Account “ with which tho Treasurer charges himself as indebted in the amount of 1 $374,450 83, there wns on tho eighth of January last nothing of all that amount of Bonds in said Treasurer’s or the Company’s hands. Accord ing to tho mode of doing business as above sta ted, they had all been negotiated or pledged, and neither their proceeds nor the application of those.proceeds, nor tho name of the pawnee ap pear in. the Treasurei’a books of report Hero the examination might have stopped, and the office of. the examiners might have ocased with a report of tho3e faots, leaving, the burthen of explanation upon tho negotiators. And they would have willingly paused there, without at tempting to penetrate the tangled thicket which lay before them. But they supposed that sim ply, to state that tho amount of City.and County Bonds returned to the Stockholders as available assets for the early completion Of the Road, did not tally with the amount on baud, but-that they ' had entirely disappeared from the immediate control and powor of the Company, .would be a barren and unsatisfactory conclusion, and they have therefore extended their researches into ail attainable sourcesbeyond said books, in the man ner which will hereafter appear. We continue somewhat further our remarka upon the manner of Book Keeping pursued Take up the account etjlcd "Engineering andSn rermtmdence." This should only represent the expenses of Engineers Sc., in and about the con struction of tho Bond, tallying with the Engi neer's books. But under this head are charged as wo think erroneously, all the salaries paid to others than tho Engineer Corps. These should have appeared under the title of Salaries or Ex penses, being certainly no port of the cost of the Road, unless as it may be chargeable with the general cost of the management of the Company ihe road, analogous to tho real estate item of an individual,-should only bo charged with its proper cost. For this reason the Engineer’s report of his expenses was mtioh less than thatoharged to him, in manifest error. So when money was re mitted from a financiering agent, at a distanoe from Pittsburgh, it was credited to “Bills Paya ble,” (a sort of asylum for inexplicable wind rails,) When in truth and in fact, neither Note Bill, Draft or other obligation was over issued of incurred by the Company to justify such en try. These items are mentioned as explanatory of a perplexed system, which, instead of elucida ting, only complicated the arithmetical history of the Company’s affairs. We shall dismiss the subject or these mistaken entries by adverting to bat one or two more. s ' Tho report of the Treasurer charges himself with cosh $9,644 21, admitting that sum to be in hishands or due from him. Subsequently rii: seven days after tho date of his report, and after tho new board now in existence had ap pointed another Treasuror, tho former Treasu rer has credited himsolf with $8,333 83 for his salary for three years and four mouths.
