twelve publio Resolutions. Wo have a fall list
of them in type, but a pressure of other matter
prevents their, being published to-day. Wo will
give them to-morrow.
A girl named Nancy Hall, from Steubenville,
attempted to commit suicide at Wheeling, on
Saturday last, by jumping from the suspension
bridge, but was prevented from accomplishing
her purpose, through tho interposition of a
couple of ladies
On Monday, at the municipal election in New
port, Ky., the Democrats defeated the Know
Nothings, and elected their Mayor, Marshal,
Clerk, City Attorney, Assessor and Wharf Mas
ter, by upwards of thirty majority in a poll of
700 rotes, besides six out of the ten Council
men. The Know Nothings eleoted a majority
Of the School Board—three out of fire.
Hon. George Bancroft, the historian, is now
'on a rißit to eomo friends, in Georgia. Ho has
h'therto never been further south than Rich
mond, Virginia, and it is eminently proper,
therefore, that ono who has been the historian
of the whole country Bhould now see something
more than one-half of tho oountry he has written

Vork last Sunday evening, with $650,000 in
goll, and late California news. The recent
rains in California have caused an improvement
in the mining prospects. Sixty-five dead bodies
had been recovered from the wreck of the steam
boat Pearl, at Sacramento, and there were still j
twsnty other personß missing. At Great Salt
Lako a severe gale had oansed much d&mage-
ThO Legislaiuro of Utah convened on the 11th
Dcosmher. Adams & Co.’s express messenger,
overland from California, had reached Salt Lake
City.
Tho news of tho President’s veto of the Collins
Sieamer Appropriation hill was telegraphed to
New York, at three o’clook on Saturday after
noon, and produced, for a while, a great stir in
Wall street. Oat of Wall street, however, the
impression being that the appropriation was
voted by means of dubious processes, tho dispo
sition was to give praise to General Pierce. The
flags .that were raised on tho Collins steamer
Baltio, in honor of the passage of the bill throogh
‘ tie two Houses, were struck as Boon as the veto
news wss received] It is well for tho public
treasury that there is on honest man at the head
of the Government.

The important part this'portion of the Bus
*i\n Empire will play in the grand drama, the
grat act of which is now being performed
' before Bebastopol, renders a slight sketch of
them singularly interesting at the present time.
Arefereuce to the map of Europe will Bhow that
they oocupy avery small portion of the territory
of the Empire, but it is that portion bordering !
on the Sea of Azof. With muoh in their char
noter to challenge admiration, and muoh that is
repulsive to more civilized nations, they, never*
theless, present a fine Btudy for the historian,
and thoßß fond of the study of human nature.
Inhabiting a territory the most fertile and luxu
riant in the Russian Empire—devoted in their
love and attachment to that Government, they,
at this day, form no inconsiderable power for
the maintenance of despotism and the stability
of the existing government.
According to the beet authorities they number
nearly one million of souls—of which abont 125,*
030 are available constantly for military duty.
By the existing laws of Russia, every male, be
tween the ages of 16 and 42, must hold himßelf
constantly ready abd equipped for military duty.
’•* i'-' 'Aodng under the general direction of their Het
man or Chief—who is appointed by the Czar—
they perform an immense amount of frontier,
coast and police duty, with an alacrity and por
severanoe which their restless and semi-civilized
life so naturally engenders in them—now here,
now there—and possessed a'most with the spirit
of übiquity. Possessing the same religion and
■peaking the same language as the Russians,
with a large proportion of Bolavio blood in their
veins, they are the recipients of some important
favors from Government —not tho smallest of
- vfhioh is an exemption from any direot taxation,
except the amount necessary for their arming
nnd equipment for military servioe.
Previous to 1670 they appointed and elected
their own ofiSoers and rulers, and for a long time
held the balance of power between Poland and
Russia, and when at laßt, in oonsequenoe of
cruel usurpations, and treachery on the part of
Poland, they finally throw themselves in favor
of Russia', Poland was compelled to kick tho
beam. Sinop, 1709 they have been entirely
tributary to Russia, and suffered many priva
tlons and hardships under Peter tho Great and
Catharine 11. Their condition has, however,
been much modified and improved under tho
comparatively mild and judicious eway of Nicho
las, who is now marshalling his hoßts from the
wilds of Siberia, the Ural, and other parts of
his empire, to contend in the-* Btrugglo with
Western Europe. \
What part'these semi-barbarians will, play In
the contest it is easy to forsee. When an op
. portnnity offers for a display of their power in
that mode of warfare for which they ara so pe
culiarly fitted, it is probable Franco will again
have to'fdeplgre. their fiorce and ruthless as
saults. -Of small staturo, but close and well
halt frames, they are capable of enduring al
most any amount of exposure, and privation
anl fatigue—for alike to them are the rigora of
A Russian winter, or the burning aun of more
tropical latitudes. Mounted on email, but ex

of that unfortunate campaign, rendered doubly
disastrous to tho Frenoh by the unceasing and
unremitting frequency of these Guerrilla-like
attacks. Tho propheoy of that great man re
mains yet to be fulfilled or to fail—that “in
less than fifty years Europe trill bo either Re-
I publican or Cossack”—in which latter event,
these same wild Ccsßaeks would “water their
| horses on tho banks of the Seine.”
VETO OF THE COLLINS MONOPOLY
Every good citizen will rejoice at the veto, by
President Pierce, of the bill granting the Colline
lino somo three hundred thousand dollars extra
pay for carrying the mails across tho Allantio.
The increased compensation originated under
the Fillmore administration, and was brought
about, as was notorious at tho time, by the cor-
rupt infiuonoes so shamelessly employed in tho
lobbies of the oapitol. Its limit of four years
would soon expire, and a further extension of
time was ashed. This, Congress saw fit to
grant, notwithstanding tho Postmaster General,
in his last annual roport, recommended its abol
ishment, on tho ground of enormous expendi
ture without corresponding publio advantage
and notwithstanding Congress, less than eight
months ago, voted, itself, by nearlyJKro to one,
for itd discontinuance.
Under the present contract with E. K. Collins
& Company, the United States'Government pay 1
$658,000 for a monthly mail to Europe, while
tho English Government pay only $BOO,OOO to
Cunard & Company for a weekly mail between
tho same points! It may be said that the
American line of steamers are required to make
the trip in less time than is the English line,
and that it was absolutely necessary to vote the
extra compensation at tho time, or Mr. Collins
oould not have been ablo to continue his line,
and Britain would have been left Mistress of
the Seas. Whatever force may onoo have been
in that argument —and wo could never sec
mach—it no longer exists.
Com. Vanderbilt, an experienced ship builder
and large capitalist in Now York, has offered to ]
run tho mails for $376,000 on tho Canard times
or for $480,000 on the Collins time. Is there,
then, any reason why wo should pay a bonus of
nearly half a million to Collins & Company !
Most emphatically not. And so the question is
looked upon, we are glad to peroeive, by every
press which has examined the subject.
Lathes, Beit abb! —The unladyliko conduct
of temperance women io said to hare had con
siderable influence in defeating the passago of
the liquor law in Jersey. A writer at Trenton
Bays that on the announcement of the vote in the
Senate against reconsidering, some females in
the gallery "disfigured their pretty lips by
hissing. Subsequently ono of them exhibited
her indignation by folding up a copy of the
liquor bill and launching it at the head of Mr.
Allen, who was foremost in opposing tho bill.
After the adjournment a still greater violation of
ladylike behavior was perpetrated. Mr. Bon
nel, of Sussex, was requested to step to the bar,
and be introduced to somo ladies. On comply
ing with this request, an intoxicated old woman
Wasehoved forward, and one of tho ladies said
to Mr. 8., ‘you have desisted to defeat tbiß bill*
now 6mell of tbis woman’s breath, and Bcojfljot
will be the result of your notion !' Mr. Bonnet
replied in a manner which made the self styled
ladies blush for their conduct.”

The Queen of England is only thirty three. Only

A 'Map op Europe. —We have received from
the publishers, Messrs. Cowperthwalte,'Desilver
& Batlor, Market street, Philadelphia, & oopy of
the-most complete map of Europe it. has yet
be% our fortune to possess. It has plainly
marked the different provinces of tho several
empires and kingdoms of Europe, besidos it vast
deal of statistics of great value. Any ono who
takes an interest in the affairs nov? transpiring
in that quarter of the globe Bhould'not be with
out this map, which is published in a oheap and
convenient form.

iled. Cause—a want of funds. When the ar
tißtcs and ohorns singers—who were English,
Irish, Frenoh, German and Italian—assembled
at the Aoademy of Mußio and discovered that

SPEAKER BOYD’S SPEECH
Washington, March 4,1855.
During the night tbs House concurred. tn
■masse, in nearly all the amendments to the Civil
and Diplomatic Appropriation bills repotted
from the Committee of the Whole, reserving sev
eral for separate votes.
The Senate's amendment appropriating $250,-
000, for continuing the Washington Aqueduct,
was passed.
The House also ooncurrcd in striking out
the tariff amendment, by a vote of 86 yeas to 80
nays. , .
Mr. Chandler offered a resolution declaring
that tho thanks of the House are eminently due,
and are hereby heartily presented to the Hon.
Linn Boyd, for the able, impartial and dignified
manner in whioh he has discharged the duties of
Speaker during the preflent Congress.
Mr. Chandler said it had been his fortuno to
serve with Mr. Boyd for six successive sessions,
and bore cheerful testimony to that gentle
man’s personal merits and efficiency as Speaker.
Mr. Hunt, from self-respect, and a sense of
public duty, would be compelled to vote against
the resolution.
Mr. Walley eaid Mr. Boyd may have erred,
but it had been his fortune to discharge tbe
onorous duties of the Chair in as fair, able and
impartial manner as rarely falls to the lot of any
man.
Mr. Caskle remarked that at the close of the
last Congress he voted against a resolution of
thanks to Mr. Boyd, but ho was now constrained
to say he had changed his mind, and would
cheerfully vote for this resolution.
Mr. Kerr said he came boro with strong pre
judices against Mr. Boyd, differing from him in
politics; but these prejudices bad yielded to sen
timents of profound respect. H&. bore willing
testimony to the purity of bis motives and his
firmness of character.
Mr. Walbridge briefly paid his voluntary tri
bute. . . .

It was resolved that all bills on the private
oalemUr at the close of the session be referred
to the Court of Claims
The House concurred in the amendments of
the Senate to the bill requiring the prepay
ment of postago in all cases, and pre-payment
in postage stamps aftor the first of January
neat.
Mr. Wentworth, of Massachusetts, from ttie
Committee on Commerce, reported a bill pro
venting the introdootion of foreipn paupers,
criminals, and insane and blind persons.
