terms could they offer as a basis of settlement ?
England and Franca.'.have boldly deoiaroif that
no settlement shall over be made which will nitt
bind Russia to inenr indemnities covering this
cost of this war as future guarantees against atiy
dismemberment of European powers. Are the
United States prepared to suetnin the. allioa
on this basis ? If they should, they would be* •='
come at once the protectors of the very powers,
from whom alone they have anything evej to an
ticipate in international interference, and as : -
same a hostiio attitude toward that nation whioh
has never sought'our injury. . Suppose this ex;
treme measure should fcojtoo much for them to
propose, short of the re
quirements pf tho allies, will thoy not iueur

Oh the other hand, if American commission-.

It is true that the monarchies of Europer, as
governments, would be protected for the present
in sueh a settlement, but what is that to the
caiiso of human rights ? Whilst tho Unijed -
States would not ; iu any way, directly or io’di
reotly, be the gainer by siioh an arrangement;:
her instrumentality in this preserving intaot the
territorial hounds of European nationalities,
and monarchiol institutions, would bo a libel oh
her national character and inflict on her a stain'
which dßm never be effaced.
Bat another view of thccase presents itself in
this connection. It is well known that the peo
ple of. the United States are to-day,- nearly, if ;
not entirely unanimous in - favor of Russia in
this quarrel, and it a serious and legitimate in
quiry if it would not bo tho'dutyof-that-'Gov
ernment—constituted, as she is, npon the noble
basis of popular sovereignty—instead of inter
fering as a nontrnl mediator, to carry ont tho :
wishes of tho people by favoring the side'of - ‘
Russia, if sho takes part at all. Of course in- ?
terference for such-a purpose wonld bo pro- -
nounced an act of madness, but it would cot
be more eo, than the blind mediation proposed
Oar true position in this matter is the present
one. We have nothing" whatever to do with the -
contest, and an unfortunate day will it be for
the United States when she determines other
wise. We nra-now aeoused by England and
France, because wo are not with them offensive
ly and defensively as an ally. Russia has never-,
asked this cf os, nor docs she respect us the
less for onr neutrality. We are just, where-she
would have ub ; where all the sound dictates of
wisdom would require us to remain; and from
which we cannot move, unless in violation of all
tho sacred principles cf onr institutions, and' a
reckless repudiation of nil the providential and
predetermined objects of onr destinies and mis
, sion, as the republican nation of the world.
Again, I ask of. our people, what have we to
do with this quarrel 1 If the time has come,
when that Providence whose powerful arm made
us a nation such as we arc, has decreed. tb_ajt,;
tho monarchial kingdoms of Europe shall'be
torn, convulsed, distracted, and overwhelmed by
tho fruitful results of their own intolorancß and
oppression to man, shall we, a freo people,
stretch out onr hands to save them? Shall
we, who ought. to sympathize with the over
burdened and manacled masses of Europe, to
interfero to uphold the Governments which en
slave their subjects?
As the ca3e now stands, who wonld bo the ,
gainers by Amorican mediation ? Certainly not
the people of the United States.. No present nor
fafuro good of the most infiihUesimal' oharaoter
could, by any fortuity of 'cltcamstances, accrue
to us. Russia would not be behefitted in any ,
oonceivable way by a peace which American me
diation might effect. - Up to this hour, all the
bitter fruits of the contest have been gathered
by the powers boat entitled to them,'the allies.
A splendid and brave army of over fifty thou
sand then have, at tho instance of proud and ar- .
rogant England, fallen by disease and Slaughter,
to rise no more. The energies of both nations,
are taxed to the very ntinost to fill up their do- "
cimated ranks to the original numbers; and yet
to-day, tbouliiea have not the remotest hope of
ever surmounting the walls of Sobaßtopol, or of
driving oat the Cossacks from, the Crimea.
Tbeir only hope is to bold their position until.,
they canbe saved the terriblo disgrace and attend;
ant evils of retreating, by negotiations or jnter
forence at the hands of Austrian butchers, or •
from some other quarter, to" secure a treaty of
peace on their own terms. England and France
are tho only powers to be benefitted by Ameri
can mediation. What claims then have theßß
nations upon us for this God-stnd ? Is it on
account of tho tender mercies granted by that ’ :i
same England to our parents who composed the
United Colonies of America? Is it for tho
seven years war sho waged against our fore- -
fathers, with her Hessian allies ? Or for her
magnanimous efforts to crush ns in 1812 ? Or
her lifetime endeavors incendiatily to stir up
sectional strife, and iuduoo tho shedding of
blood among ourselves ? Or her interference in'
all onr territorial acquisitions 1 ■ Or, if not for
those t cell remtmbered favors, is it for her mag
nanimity toward other nations, such as her
amiable treatment of tho poor defenceless Chi
nese? Or her generosity to the poor Africans ?
Or her beneficent conduct to tho inhabitants of
the Indies ? Or her innumerable thefts in \

evory part of tbo Globe where she could find
nations weaker than herself? Or is it-ou do- -
count of her kindly interference in behalf; of 4 ',
struggling Poland; or patriotic. Hungary; or '-
down-trodden Greece, when they needed-allies'
to defend them against tnoro powerful neigh- -
bers? Oris it her escessivo libcrality to- her
own poor starving roiliione; or her miserable-
Irish peasantry t Is it all cr any of these tbiogs,
or what is it in God’s name, thatnow commends
England to our. sympathies, and entitles her to
protection by our mediation ?
But it mast be understood'that tbo qnarrtl '

ent in its character from that between Russia f
and Turkey at tho onlset. Then the Czar de
manded for tho Greek, Church certain privileges:;

negotiations could no longer avail to settle the
issue, the Czar marched his' forces into and
seized the principalities. Then England and' ■

they before that period have induced the Turk
to concede what Nicholas demanded. But what -
