the federal government? Are not the people
of the several circuits and districts of the Uni
ted States competent to eleot the circuit and
district judges of the Union; and the district
attorneys, too? If not, how are they compe
tent to elect the President who appoints them ?
It would be difficult to show a betantial rea
son why the people of the severs districts could
not elect the twenty odd thous nd postmasters
of the Union. It would reli e the president
and hie cabinet at Washingto of a vast amount
of a , noyance, and pro e s and thankless la'
bor ; and enable them to devote their time and
energies more constantly to the weightier du
ties of their offices. Were far more of the fed
ederal offices elective, there would be fewer
office seekers.' Many who clamour for office at
Washington, would despair of mimes before
the people, and with good reason, too. We do
not nay that all, of even a majority of claimants
for executive patronage, are unworthy of it:
but it is pretty safe to say that a large number
of those who succeed in getting appointments,
could never be elected to the same offices by the
people. Those who appoint them are not to
be blamed. They are deceived by those who
thoughtlessly or fraudulently recommend them.
The people of the districts have better opportu
nities to know them, and could not be so easily

One of the greatest political evils that af
flict this country is the vast amount of patro
nage wielded by the tuitional and ,State ex
ecutives. The number of officers, end tht
amount of salaries, within the gift of each pres
ident and his advisere during their term of office
are far too great. The foreign missions and con
sulehips ; the Governors and Secretaries of ter
ritories; the Judges of United States courts;
Indian agents; Surveyors general; United
States marshals; Custom House officers; Navy
agents ; officers of the army and navy ; Pension
agents; army and hospital surgeons; more
than 20,000 Postmasters; district—attorneys;
and almost innumerable ether offices, are all to
be appointed by each in-ooming adniinlistration
sie vacancies occur or are made for tire Purpose.
In dollars and cents the patronage within the
- control of a president for a single term is not
far from one hundred million dollars. It it net
surprising that so splendid a prize is greedily
sought by a vast army of those who are indispo
sed to work, or who have too exalted an opinion
of their talents and attainments to be willing to
- devote themselves to the quiet employments of
private life. It is a general troth, too, that the
moat deserving. are seldom the moat urgent in . 1
presenting their claims; and are consequently
leas frequently successful.
To distribute all the °Mms within the gift of
our national administration judiciously, and_ to
the most suitable persons, would require one
fOurth of the time of an administration during
the term of its existence. Yet no such amount
of time can be devoted to it; sad the cense
quence_is that appointments "not fi t to be made"
are of frequent occurrence. The appointing
power is misled, and the cunning lies of office
brokers prevail over the voice or preference of
the people. Men.. are frequently appointed to
office,Nrho could not secure a corporal's guard
of support if:before the people for an election
to the same , effice. Then follow frequent re
ports of defalcations; embezzlements; Poet of
fice and CIISOLD House robberies ; T end fraud,
and Gelphinisms. The people are. robbed ca
their money. The political partivenrkdemors•
lived anti broken down. The president is tie uoun
oed for bad appointments procured by [mud
and falsehoods that he knew nothing about. And
the people are disgasted by the success of
• ednnyiem and mediocrity over intelligence
ability, and fraud and cunning over public virtu
and sterling integrity.
This evil, great as it now is, is every year in
stressing. As our population inoreases, and ex
tirade over new domains, new territories are
formed, new post °facies established. new•courtF
organized, and new and additional offices crested
The disbursements of money by the Federal roc
ernment are larger each year than in the prece -
ding year; and necessarily so. And they must
continue to increase until the whole *main e•
the republic is folly peopled its far-stretching
coasts and almost innumerable harbors fortified
and improved ; its navy enlarged and strength
• ened to tke limit of its wants; and its post oilmen
sett post routes extended to every region where
its people may dwell. If with but twenty-five
millions of people, and but little more than half
the: domains of the republic occupied, the patro
nage and expenses of the : Federal government
are already so enormouty'l ? what must they be
when our population repolzes a hundred million,
and the whole cornitaited machinery of the
government is extended over the whole area
from the fi Atlantio to the Peek, and from the
Northern lakes to the tropical_ If sixty million
dollars per year is the actual ordinary expenses
of the government now, - two hundred million,
per year will be a safe estimate of Ito erpendi
tures then, or eight hundred millions during a
presidential term. The public offices will then
be almost innumerable.
But this is not all. We have now thirty-on,
State governments, and thirty-one Governors of
States. Each Governor has also a large amount
of executive patronage ; and at each State cap
ital is periodically enacted, on a smaller Beale,
the same scene that is witnessed every four years
at Washington : Au inauguration ceremony, an
oath of office ; an inaugural address ; an insole
nration ball; and then a fierce and "free fight "
scramble for aloes. The government of Peon.
Weenie now collects and disburses nearly six
millions of dollars annually ; and a considerable
portion of that sum passes through the hands,
or into the pockets, of those whom the Governor
appoints to office. And it is sheer good luck if
it passes through those hands without " paying
toll ;" or goes into the pockets of snob as are
faithful public officers and worthy of public sta
tion If we add up the receipts and disburse
ments by the State governments of all the States
of the Union it will make an aggregate of some
eighty million dollars per year. If we add to
this the cost of county, city, borough and town•
ship governments, it-will make a round sum of
one hundred millions a year. The east and com
plicated machinery of the national, State and
municipal governments, it is thus seen, are ex
pensive affairs. In fact it costs annually nearly
eight dollars per head for each man, woman,
and child in the country to support the govern
ments, local and national, that govern and pro
tect them. And a great portion of all these
enormous disbursements are at the will of the
State and federal executives.
We believe the amount of executive patron.
age is far too great. It is demoralizing in its
tendency ; and is sufficient in itself to destroy'
the purity, the efficiency and the stability of any
political party, however sound and salutary its
cardinal principles may be. Since 1836 neither
of the great political parties of the country have
had control of the federal government for two
successive presidential terms. The distribution
of the offices and "spoils" weakens each
party by turns. From ten to twenty applf:
Cants appear for each office of value. All
but one are disappointed in each case, anti many
of them rush into the opposition for revenge ;
or in the hope of better look in the future.
With the best intentions, the appointing power
etnnot always select the best men. Such men
are not the foremost to urge their claims, or the
most olamorons for place and public employ
ment. The most importunate teasers, aid those
who will pay canoe brokers the largesi bribes,
generally succeed the beet; and the public ser-

This is an evil which, te &considerable extent,
!slay be remedied. In thil State a remedy hoe
several times been applied, and might be still
farther need. In our State, Jortoerly, all the
judges were appointed by the Governor. They
are now elected by the people. Justices of the
paw were formerly appointed. Now the pee
elect them ; and so of district attorneys:

But whether the appointments made are good
or otherwise, there Is no good reason why the
national or State exeoutivescshould be burdened
with snob weight of troublesome patronage.
To them it is but a burden ; not oaloulated to
strengthen their hands, or promote the success
of their parties, or the good of the public. , If,
in this country, all the power of governments is
derived from the coosent of the governed, let
more ofthe offices of government be derived di
i.ectly from that consent. The people will at
tend to the duty : the executive, will gladly be
rid of it. No more elections would be required.
They come frequently enough now. Only a few
more candidates would have to be voted for in
each district.
We know of no better remedy for the evil we
hive endeavored to point out than to make more
of the offices elective. This remedy is demo
cratic, and aonsistent with the theory of our gov
ernment. It would give more satisfaction to the
people, and secure more able, faithful and
reeponeible public servants. It would relieve
the executives from a wearying and thankless
tuk. It would reduce the number of office
seekers; and incresee the number of honest
office. holders.

A new steamship, the Amigo, for the Havre
line, was launched at New York on Saturday af

A despatch from Washington to the Jouraa/ of
Contmeree says that a conference on the Tariff
question was held oe Saturday, by Meagre. Hour
ton, Hunter, James, Guthrie and Edmonds, and
a revision bill was agreed upon.
In the House of Representatives of the Penn.
Weenie Legislature, on Saturdig, Mr. West
mont presented a bill to authotlie the Sharon
Iron Company to subscribe to the stock of the
Pittsburgh and Erie Rattroad Company.
The Senate of Michigan, which contains a
majority of "fusionists." has instructed the
Senators in Congress from that State to vote for
the repeal of the fugitive Blare law, and for a
law to prohibit slavery in soy of the
and especially Kansas and Nebraska.
Private letters received in Boston by the last
steamer announces the death of Mary Russell
Wilford, the gentle author of "Our Village,"
" Atherton and other Tales," ho. She was born
at ALreeford, Hampshire, inl/eoember, 1789, and
died at Swallowerld, January 10th, 1855, having
completed her 66th year.
At the request of the District Attorney the
Collector of the Port of New York bas despatch
ed a revenue cutter to look out for the Sardinian
frigate, with her load of paupers and oonvicts,
so as to prevent her entering the harbor. A let
ter from the Sardinian minister at Washington to
the commander of the frigate, directing him not
to land any one without further orders, has been
sent by the Revenue Cutter.

Masonic Hell wan comfortably filled last night
by a most respectable and attentive audience.
No one left it, we are sure, without the con
nelson pleasure of an hour most delightfully
spent. We associate in our minds music and
flowers, given us, both of them, to adorn and
beautify the house of life, and cheer alike the
eyettiod the heart. Characteristically eager is
we ace as a people in the pursuit of business—and
there are few places where their citizens are
more so than in Pittsburgh—these large assem
blages prove that the heart in yet ready for
the food which comes to it through the beauties
of natural melody, and the voice and words that
appeal to a softer and serener nature. There
are some indeed wuo say, "What is the use of
music?" just as some one naked of Mary
Hewitt, "What is the use of flowers ?" Her
answer was eimple, but true and beautiful—
"To e,roll rt man, to whisper hope
Whene'er his Will la dim
For wboso mileth for the flowers,
Will much morn care for Mm."
And so music too comes to banish the cares of
life and give us the perception of an inward and
purer existence, attaching us to the heart memo
ries and heart hopes of life. But we wander.
The Concert last night was delightful through
out, even Pasarelli awakening up bin cremona
with a fresh unction. We part with De Vries
and her companions, as we do with friends of
our happiest hours., regretting the shortness of
their stay, and wishing them - all the kosperty
they so richly deserve. We have no special
piece to applaud where all was no excellent.

RILLS INTRODUCILD
Hon. D. L. Smith, member of the House from
this county, has introduoed in the House a bill
to prevent the issue of fraudulent naturalization
certifioates. It provides that the County Com
missioners shall annually publish, just before
the fall election, a full list of all persons natur
alized for the preceding twelve months; if
any man then offers to vote "on his papers,"
which are not more than a year old, his vote
will not be received, and his papers may be re
tained by the officers of the election fur investi
gation. No one will object to any law to prevent
frauds in the administration of the naturaliza
tion law., or any other law..

$ A bloody murder occurred in Philadel
phis on Sunday night. The facts of the ease
appear to be these : A number of young men
who are adherents or runners of the Warren
Hose Company, and who are in the habit of
" bunking " in the hose house, got Into a die
pute, which ended in a desperate scuffle between
Robert Smith and Roondtree, in which John
Hunter and James McCarty interfered. Smith
drew a knife and stabbed Hunter in the abdo
men, and then plunged the weapon In the neck
of McCarty. Information of the sanguinary
conflict was lodged at the 9th Ward station
house, and Lieutenant Weltmore proceeded at
once to the plate, and with the assistance of sev
eral members of the company, succeeded In ar
resting Smith on the charge of committing the
deed. Hunter, aged - about nineteen years, was
taken to his residence where he expired between
four and flea o'clock Mendel morning. McCarty
was conveyed to his residence and there is little
or no hope eucrlitined for his recovery. The
wound in his neeiCle about one and a half inch
in length, anclestending upward. This is an
other argument urged by the Philadelphia pa
pers for abolishing the volunteer fire system.
