The proposed mediation of the United States
has excited much less attention than might have
been supposed. The following editorial appears
to express pretty nearly the public feeling:

* * The argnments by which the advo
cates of mediation seek to move their country
men to adopt their views, appear to be mainly
addressed to the nation's sense of its own im
portance. The changes are sesidiously rung on
the undeniable truth, that the North American
Republic, haring great commercial interests to
protect in all waters, cannot afford to stand aloof
from the counsels of other states; and that the
North American Republic has now attained to
such a degree of Coneequence and power as en
titles it to claim to be admitted in those coun
cils on a footing of perfect equality with the
proudest and most influential states.

Mediation
By the Pacifies Mails we. are-.informed that
the intelligence that Russia had isecept# tbi
fou r points, produced a sensible effect on the
public mind throughout Europe. Its immediate
consequence waa a rise in the quotation of con
sols 2 per cent. Meantime these questions are

and humiliating? Is the declaration wrung
from him ? and, if so, is the war then near its
close? Or, Is be at all sincere in his implied
desire for peace? Is it not a desperate attempt
to detach Austria from the alliance? Or, final
ly, is it en artifice - to gain time, to move those
extraordinary masses of troops he has collected
into the Crimea, and thus drive - the allies into
the sea? These questions receive no eatisfse
tory reply. It is, however, generally expressed
that the difficulty on which the negotiations will
split is the proposal to:place the Russian naval
poWer in the Black Sea on a level with that of
other powers. The allies insist on this point as
proof of their success ; while Russia will, on no
account, resent to it.

The following are the dmpatchee on whisk
the news respecting the chances of peace are
founded:
Vontaa, Monday.—A conference was held
yesterday. Prince Gortschakoff announced that
having consulted the Emperor, h s master, he
1 was authorised to accept the interpretafion of
the four guarantees as laid down on the record
of the conference of December 28th. He was
empowered and prepared at once to netoti
ate a piece. It was stipulated on the part of the
allies that no cessation of hostilities should in
the meantime take place."
Vissat, Sunday.—ln conformity with Instruc
tions received. yesterday, Prince • Gortschakei
unreservedly.areepted the fear points as inter
preted by the allies, and confirms the acceptance
in a conference which is held to-day."
" PARIS, Tuesday morning.—A telegraphic
despatch from Vienna, private but of guaranteed
authenticity, announces that Banda, having an. -
cepted the four propositions of the allies, with
out reserve, and accMding to the three powers,
Buol has invited France and England to pro
ceed to ulterior negotiations for the restoration
of peace. ' Turkey is invited to send arepreaen
tative to the conference,"

The Paris correspondent of the London Time
asp,:
"Since the preceding was written, I am in
' formed that the English and French ambaasa
don at Vieras have written to their govern
meets for the necessary authorization to enable a
them to enter into negotiations' with Prince
Gortschakoff. It appears that the Prince Aar _
sot accepted without reserve the guarantee with
the interpretation of the allies, which were
communicated to him confidentially. The Prince
has, I am assured, demanded certain changes,
which at first appeared to M. do Buol not to
possess any importance, but so far they are
changes, and therefore the acceptance is not un
reserved. In case of the negotiations failing,
and that nothing is done before the 14th inst.,
Austria is bound to change the present treaty
into a defensive one. The opinion generally
prevails more and more to concentrate her troops
in Podolla and Poland against Austria."
The official Austrian Corresponds= confirms
the telegraphic despatches, and atuouticts, that
if the French and English Cabinets approve of
what has occurred, negotiations for the conclu
sion of a solid peace will eoon commence. An
other despatch says, that the representatives of
the four powers, namely, England France, Aus
tria and Russia—had themselves come to a
friendly understanding, bet the written appro
ve of their reepeotive governments was consid
ered necessary.

The following are the four points alluded to
n the negotiations:
1. The abolition of the Protectorate of Rus
sia over the Danubian Principalities, and the
possession of those provinces placed under the
collective guarantee of tho contracting Powers.
2. The free navigation of tit.

Danube secured according to the principles es
tablished by the Congress of Vienna.
3. The te - Thilp of the treaty of the 13th
July, 1341; "in the interest of the balance of
power in - Europe."
' 4 The - abandonment by Russia of her claim
to exercise an offtcial protectorate over the
Christian subjects of the Porte,. (to whatever
right they might belong,) in , consideration of
the Powers giving their mutual assistance to
obtain from the Sultan a confirmation and ob
servance of the religions previleges of all Chris
tian communities.
The Auetrian summons to the Czar embraced
the following additional points, but it is not be
lieved that they have been urged by the Western
Powers.
Austria, in her final summons to Russia, de
manded no modification of the eternal posses
sions, and besides the four points, an indemnifi
cation for the war expenses is to be a basis for
future propositions. • - . lb--•
A future Russian protectore ores the Pro-
Catholic subjects of the P_rte, Is declared inad
miserable, as interference with the Sultan's sov
ereign rights. The five powers guarantee the
privilege aad equal rights of the Christians.
The Russian protectorate in the Danubian
Principalities add in Berths is declared extinct.
The navigation of the Black Sea is to be guar
anteed by the razing of Sebastopol, and by con
verting the other arsenals on its coasts into com
mon harbors.
The Russian fleet to be four frigates and two
line-of-battle ships.
The remainder of the Black Sea fleet to be
allowed to withdraw to the Baltic, the free
navigation to be insulted by a formal declara
tion.
