SEALED PROPOSALS INVITED.
WHEREAS, The 79th section of an set of th e General
Assembly, entitled An act providing for the sale
e main line of thepublie works trota Philadelphia to
Pittebure,h," approved the 27th day of April, one thousand
eight hundred and fifty-four, &schwas: —
" That if the aaid main line shall not be awarded to any
purchaser under the provieions of this act, the Governer
shell advert'. for the term of one month, in two newspa
p ire published In Philadelphia, Harrisburg and Pittsburgh,
for purchasing the same, or any divielon thereof, and trans•
mix the proporols, if any are received, at the meeting of the
next General Assembly, hthe speaker of the Senate, who
shall open and publish the same in the presence of that
body."

The law not having indicated clearly any form or eonli
tines for bids, it bus been deemed proper to annex curtain
sections and parts of emtione of the law Iteelf, as a basis for
propomils. Bidder, can make each modllicatione and chan
ges of these as they may deem proper:—
Sec. 1. That the Governor is hereby authorized and re
quired to invite sealed proposals for the porcine° of the main
line of the public works, to wit: The Philadelphia and Co-
tumble railroad; the canal from Colombia to the Junction
at Denean'e Island; the JUnlata canal; from thence to Hot
lidayeburg; the Allegheny Portage railroad, including the
new Toad to avoid the inclined planes, in its condition at
the time of the transfer, and the meal from Johnstown to
Pittsburgh, with all the property hereunto pertaining or
tolongine • mid proposals aballetate the mnsimum price
offered for raid main line, on the following terms, to wit:
twenty per rentum of the amount bii to be paid into the
tremury in earth, before the transfer of stidworks, anti the
balance in ten equal irstalmenta, the interest thereon pay
able reminunually, from the date of the mid transfer, at
the rate of six per centred - I per annum, and the Mit instal

act have been misused or abused, and the Legislature may
provide each remedies or penaldm as may be necessary to
secure a compliance with the provisions of this act.
Sec. 28. That the legielature reserve the power to alter,
revoke or annul the pewits and privileges which may be
conferred by this act op the company which may purchase
the said main line, whenever any of the said powers or
privileges may, in their opinion, be injurious to the citizens
of this Commonwealth, in such manner, however, that no
injustice shell be done to the mid company.
