The father of the boy was sent for and Came to the Mayor's office, where he stated that the boy had been absent from home for several weeks—that he was an incorrigible vagabond, and that all the attempts to bring him up in honesty were futile. He gave him over into the hands of the Mayor, and told the magistrate to do with the boy as he thought proper, as he would have nothing more to do with him. His Honor directed him to be taken to the county prison, there to await the opening of the House of Refuge, when he will be conveyed to that in• stitution. Three other boys, the eldest of whom could not have reached twelve years, who had been discovered sleeping in the cinder cave of the glass-house, on Washington street, were also brought before Mayor Vole, to be dispose of. The lads presented a truly deplorable appear ance, and one in partionlar enlisted the sympa thies of all present. Re stated that his mother had died with cholera, a short time ago, leaving him under the charge of a step-father, who, be ing a very dissipated character, allowed him al most to starve, and that in consequence he bad ran away from home. Since then, he had ob tained a livelihood, such as it was, begging. The lad possessed a very intelligent countenance; and told his story with great artlessness. The May or said he would not send him to prison, but je sted would see if some one could not be procur ed to take charge of him. One of the ether boys, was given in charge to his father, who came after him, while the third, being recognized as a notorious young rascal, was committed to prison, to await con veyance to the Rouse of Refuge. Prrreenntan larnutany.—The Annual Festival for the benefit of this'institution will be held in the Masonic Hall, during the week before Christmas, and will commence on Tuesday af ternoon, December the 14th. Donations of use ful and ornamental articles for the fanny tables, or of cake, fruit, &0., for the refreshment tables, will be gratefully acknowledged by the ladies, if sent to the Hall on the morning of the 19th. As the institution has been filled almost entirely with charity patients during the past year, it is earnestly hoped that the usual gene rosity will be manifested by our citizens on this occasion. Fins.—A fire broke out last night, about 12 o'clock, in a two story brick house, at the foot of Penn streets, owned by Capt. Frisbee, which (mused considerable damage. The building was a large block, and the roof and upper stories were entirely consumed. It was occupied by several families, among whom were Mrs Coffin and Mrs. Herbst. The fire originated from the flues, and occurring so late in the night, there was a slim attendance of the firemen, until the Third Church bell was rung, which brought the whole dcrtrtment out. It ap pears that they purchased what purported to be through tickets to Louisville, by way of the Pittsburgh and Cincinnati line of packets. When they arrived in this city, however, they found the river frozen over; and ascertained that orders bad been sent to New York net to give tickets by this line, as the boats could not run. ARRIVAL OW THE NORTH STAR. New Yozw., December 9.—The steamer North Star arrived with 809 passengers and $1,884,000 in specie. She brings California dates to the 16th, brought down by the Holden Age. The steamer Falcon arrived from Havana at Aspinwall on the 80th November, and would leave on her return the same evening. The Panama Railroad is progressing finely. - The English and French squadrons still re main at anchor in San Franebno harbor. The United States steamer Susquehanna arri ved at San Francisco from the Sandwich Islands, on the nth of November. The Mississippi ar rived at Honolulu on the 22d of October, from Japan. The Susquehanna has gone to Benecia. Commander Cadwallader Bingold, of the Pa cific Exploring Expedition; Mr. F. D. Stewart, his Secretary; and E. A. Leroy, Bearer of Des patches, were passengers in the Sasquehanna, and arrived in the North Star. The news from the mines is cheering. Emigrants from the plains are arriving daily They have reported great hardships. The steamer Golden State arrived at San Francisco with New York dates, in 23 days and 10 hours, being the quickest ime on record. The papers generally favor the proposed mail stage route across the plains. The financial affairs of the State are most prOsperous. The interest duo on the 'January bonds hove been forwarded to New York. The I egislature will meet on the 3d of Janu ary. Thera are some half dozen candidates for Speaker. The officers of the Susquehanna report that the feeling in favor of the annexation of the Sandwich Islands was strpug at - Honolulu. The heir apparent, whose signature only was wanted to complete the cession treaty, sent word that he was prepared to sign the treaty. Property had risen in anticipation of the event. The general tone of trade exhibits but little change since the last steamer. The closing prices for Gallago and Hazelt flour was $12,75; adamantine candles have been active and higher, but declined at the close of the week to 50 cents. With the ex ception of the Brogola provinces. all was quiet, and had deolared in favor of the government and the constitution BOBTON, December 9 —Ellett Keenan, a young Irish girl, was arrested at Watertown for setting fire to the Catholic church. It is reported that she had a difficulty with the priest. James McDonald, claimed under the Ashbur ton treaty on a charge of murder in Nova Scotia, was discharged by the United States Commis sioner, the ei idence showing the case to be man slaughter. Judge Phelps, of Vermont, has given a written opinion that the personal property of the Rut land and Burlington Railroad Company, com prising the rolling stook and tools, can he held by the second mortgage of' the trustees who are now in possession. Cnicaco, December —The new steamer Chancellor, bound for New Orleans, sunk near Cairo. She is a total loss. Adams, we have dates from Havre of the 21st, Southampton and London the 22d ult. Mr. Lewis Cars, the U. 8 Charge d'Affaires to the Court of Rome, had an audience of the Pop , on the 16th, in which he delivered new letters of credence raising him to the rank of Resident Minister at Rome. Intelligence reached Driblin on the 21st of the death of Viscount Lorton, which took place the day before at hie seat. Rockingham, in the coun ty of Roecommon. Ills Lordship was a repre sentative Peer of Ireland, a Lieutenant-General in the army, and Colonel of the Roscommon militia. Ile bad nearly attained the age of eigh ty years. The corn market at Mark-lane on the 20th was lees buoyant, and wheat could not be cleared cif, although offered at an abatement of 21 per quar ter. Little was done in foreign wheat. Flour moved off slowly, and American barrels were rather lower.. Barley 2s lower, and Oats Gd to Is. At the Liverpool corn market wheat was difficult to sell at 3d to Id per 70 lb decline. In dian corn Is lower. The reports from the English manufacturing districts show a continued tendency to inactivity and caution. At hlanchester the demand was less than the supply, and prices were lower. At Birmingham, in the iron market, although quo tations were nominally unaltered, purchases could in some cases be made on reduced terms. Orders from the United States were increased. At Nottingham there was rather less depression. The woollen districts were less satisfactory. The Irish linen market was better. The money market in Landon was unchanged. Consols bad improYed to 91i. Turkish scrip was also better, at 5i discount. The despatch of reinforements to the seat of war continued without intermission. Every , available steamship was taken up by the gov ernment for the purpoue; and it in stated in the London TOW that the British government is now paying at the rate of three millions sterling per annum for the charter of eteamers alone, beside the coat of fuel. The Niagara and Ara bia having been taken up by the government, the Cunard Company had issued a notice that no vessel belonging to their line would leave Liver pool till the 9th December, after which date the communication would be every alternate Satur day. The Collins lino was to change their days of sailing after the departure of the steamer of 29th November, from Wednesday to Saturday, in order that the commerce of both sides of the Atlantic might be inconvenienced as little as possible. The West India and Brazilian lines of mail steamers were also to be temporarily in terrupted. The War Off co bad issued a circu lar, calling upon all the embodied and disembo died militia to give as many volunteers as possi ble to the regiments of guards and the line, and to the royal marines. The alarm in England seemed to be subsiding as to the position of the allied armies in the Crimea, which, with the reinforcements arriving, were deemed sufficiently strong to carry out the object of the campaign successfully. A winter campaign in the Crimea will evidently take place, and wooden barracks for 20,000 men were being shipped by the British government. A despatch from Balaklava of the 7th of No. vember, received via Vienna, states that rein forcements for the allies went arriving at the rate of one thousand daily, and they were over joyed at the arrival of these anxiously expected detachments. Both armies bad completed their third parallels, which were connected. together by means of a trench. The allies were obliged to form counter-mines. The inner town was strongly barricaded. The Russian news states that the allies, having received considerable re • inforcements on the 6th, 7th, and Bth, made a demonstration against the left flank of the 'Rus sians ; the latter retired from the plateau to the right bank of the Chernays. In confirming the intelligence of the battle of In kermann, General Canrobert states that the bat tle was most obstinate and bloody, and that the Russian loss was enormous. General Cathcart assembled about eight thousand men, whom he opposed to the Russians, and for more than two hours this handful of bravo soldiers had been struggling with the most heroic intrepidity against an ar my 80 superior in number, when the French troops arrived in all haste, and, joining them selves to the Euglieb with an admirable spirit of fraternization, opposed to the enemy a body of about three thousand men, who charged the Rue. elan masses one against five, and repulsed them with the most irresistible impetuosity.
