mning at 7 o'clock, at the office in Cargo’s Hall. *
Howard Association nr Axxmhbny. A
meeting of a number of dtiseni of Allegheny was held In
the market house on Friday evening, tor the purpose of
forming an association to relieve the wants of the Buffering
poor of the city during the approaching winter.
The meeting was organised by calling Robert Ashworth,
Seq., to the chair, and appointing Dr. Reed Secretary.
The object of the meeting having been stated by the
chairman. Her. Dr. Black and Dr. .Dale followed in some
pertinent remarks, urging the necessity of providing Imme
diate relief for the sick and destitute, and also of forming a
plan for permanent relief during the winter. The latter
spoke In terms of praise of the Ladlea’ Benevolent Socie'y*
who have for yesjs relieved the most pressing wants of the
poor, and made themselves acquainted with the localities*
and recommended a co operation with them as for as pee*
Bible.
Ob motion, a committee of two from each Ward was ep.
pointed to draft a Constitution and By-Laws for the govern
, ment of the Association. The following gentlemen were
appointed- Dr. Dale, Rev. Dr. BWck, L. Wilmerth, Q. P-
Schwarts, R. H. Davis, James M’Oandlesa, R Ashworth,
Joseph A: Reed.
On motion of R. 11. Davis, the committee, and citiseng
generally, were desired to meet and co operate with the La.
dies’ Benevolent Society, on the occasion of their anniversa
ry, on Thursday evening next, at Excelsior Hall.
I On' motion, the adjourned, to re-assemble at
the call of the committee.
Destructive Fire in Mahchxstkr.—A fire
broke ont on Saturday afternoon about three o’clock, in the
papei; mill of Howard A Go-, Manchester, which, before It
was stopped, provoi one of the most destructive that hst
e»*r vM’ed that village. j?
The fire originated near the roof, from sparks from the
chimney, and the building being composed of wood—filled
with tbe most combustible material—it spread with great
rppidity. In a few minutes the entire stractare was in
; rains,aud the adjoining property—three small frame houses
and lit saw mill of Messrs. I. A A. Patterson—were also in
flames, and beyoud all effort to aave them.
A large quantity of sawed and unsawed lumber, scattered
around the two mills, woe likewise destroyed.
The frame houses were Inhabited by the families of work
men- employed in the mill, name-1 CbanJlef. Wylie on<l
Pots, who-however, managed to save the largest part of their
furniture.
The heaviest sufferers by the calamity are Howard A
* CO4 their loss being estimated at (16,000 or (18,000. On
this there’is an insurance of (3000 in the Delaware Mutual,
mud (1500 in some other office.
Messrs, I. AA. Patterson will lose about (tCOO—the totnj
* value #>f the property consumed. We understand that their
policy of insurants* expired only ide* weeks ago, and that
f-otn some cause they neglected to get it renewed. They had
another saw mill immediately adjacent to the one burnt
• which however, was not iojared.
About fifty men were employed In the paper mill, who,
of course, are alt thrown out of work for the present.

Relief Afforded. —The Howard Association
at their meeting on Saturday night, reporoi that ibey
have furnished reliof during the day to twenty-eight f*ml
lies—three !in the Qr>t ward, fourteen Id the second ward
four in the third ward, and four in the seventh ward. N.i
reports were made by the collecting committees : but it «»-
understood that they had been quite sucre«*fut. Four
deaths from cholera were stated to have recurred since Frl
day. The sumbor of new eases is hi at four.
Benefit to Sam E Ryan.— Mr. Ryan, the fa*
vonte comedian attached to Manager Foster'4 company, an*
ntoaocQfl an entertainment for hia benefit at Masonic Uall.
on tomorrow evening. Ryan has host* of friends In tbla
a»ty, and their “ material ah! ” on Tuesday evening wiU be
thankfully'received.
Petition tor Divorce.— The Court of Com
mon Plena was In session on Saturday and rteeivnl tbe pe*
Utloni of Cyrus Noavood and James Curran, asking a Cl-
Yore* from their wires. Adultery was the cause alleged.
The petitions were laid orar for future consideraticu.
Body Found.—The CAromWe etates that the
body of a man much decomposed, was found on Tuesday on
tbe farm of Alexander Boyd, South Payette townabir.D'ar

Sttppeaed Discovery of the Steamship
Nsw Top*, Peptember 80.—Captain McLewy, of the bark
Mary Morris, from Glasgow, reports that on the 18tb o' Au
gust, in lat. 58, long. 16,he saw the hull of a large iron t«w
sel, painted black, with red bottom, apparently Clyde-built,
with three or four compartments; the wood work was en
tirely burnt. He sent meo aboard, who reported seeing
her msehlnery. Next day he saw a full female figure-head,
seven feet high: had a wreath on the head, gilt stripes on
dress, with'handsextended. Their impression is that it is
the City ofpiaagow-rbut U>e City of Glasgow bad no figure
head such sj described.
Nrw Yotx, September 80.—A police officer named Jamt
Cahill was shot dead at three o’clock this morning, wbil
attempting to arrest some burglars. Three men were a
rested on suspicion.
A private despatch from Hoog Kong, dated J uly 23d, says
that Commodore Berry bad arrirod there. Canton wasqui
et Chinese families were leaving.

choice, yesterday, when they took a recess until 7 o’clock.

Reception of Lord Biffin—Gen. Casa.

He was received by the Mayor and Council and escorted to
e Fair. A dinner was given at the Nations! Hotel
in tho afternoon by the Common Council and prominent
citizens.

Evocation of a murderer.
Bostox, September 30 —Thomas Casey was executed ii
the jail yard at K&at Cambridge, this morning, for the ruur
der of Mr. and Mrs. Taylrr, at Natick, eighteen months agn
He made no speech; and died bard, showing signs of life for
tv minutes after tbe drop fell.

And tohereas. It is impossible to obtain a certain Indica
tion of popular sentiment relative thereto by mean* of pe
tition* and remo ilranews; therefore.
Stctloa 1. Beit enacted bjr the Senate and House of £e
prewntatirrs of the Oommonwealib ot Pennsylvania, in
General Assembly met, and it is hereby enacted by author
ity of the same. That the qualified voter* of this Common
wealth are hereby authorised at the plgces for holding the
general elections in their respective wards, boroughs and
townships, on the second Tuesday of October next, to vote
for or against a law, which shall entirely prohibit, by proper
and Constitutional regulations and penalties, the masuf.c
ture and sale of intoxicating llqaors, except for medicinal
sacramental, mechanical and anlstkal purposes. ’
Btc 2. That tbe officer* authorised by law to hold elec
tion* In each ward, borough and township in this Common
wealth, are hereby directed and required at the place fixed
by law, In tbe several districts for tbe holdingof the general
elections In raid districts, on the second Tuesday of October
next, when they shall be organised as an election board to
receive from each qualified voter of their said districts a
ticket written or printed on the outside, “Prohibitory
Liquor Law," and the tickets in favor of the proposed law
shall contain in the inside the words “For a Prohibitory
Liquor Law,” and those opposed to the proposed law shall
contain in the inside tbe words “Against a'Prohibitory
Liquor Law,” which votes shall be oouuted and returned to
the Court House of the county or city in which the said
election shall be held, on the following Friday, by the re
turn judges, who shall cast up and certify alt tbe votes
polled in the said eountyorcity.to the office of the Secretary
of tbe Commonwealth, at Harrisburg, directed and traoe
milted in the same manner as the votes for Governor are
required to be directed and transmuted, and the said Secre
tary shall, on the third Friday of January next ensuing
communicate the laid returns to tbe Legislator*, to be
opened and counted In the same manner as tbe votes for
Governor are opened and counted, ano considered ss the
prayers of tbe Totera of this Commonwealth relative to a
prohibitory liquor law.
