[From the Louisville /email.] Philosophy of A city may be defined to be a collection of people united by corporate powers, with authori ty to make each rules.- ordinances, and mule dons as are necessary awl proper for the govern ment of its inhabitants. Cities have existed as far back as we can trues the records of probable history. 31eury of these hare passed away, leaving uo trace but the ruins which the researches of the antiquarian base brought to light. The decay of commerce, the desolations of war, and the couvulsione of nature have been at work - to obliterate these gigantic creations of man. Europe, Asia, and America furnish many large cities of which the respective countries may well ed in cities. The aggregation of vast bodies of men in the small limits of •a city cultivittes the extension of knowledge by the interchange of experiences, imparts activity to the mind by the application and industry which competition imposes, and makes energetic exertion efficient by concentra ting its sphere of action. Bat this power which concentration imparts to the people of a city is as potent for evil as it is for good. Vice is as readily propagated as virtue, and the echemes and combinatiose for the perpetration of acts of crime by persons residing in aides have aston ished and shocked society equally by the enor mity of conception, the skillfulness' of their plans, and the andaelone boldness with which they have been executed. But it is with cities in their economio relations that we propose_ to deal. It may safely be asserted that the cities in which the major part of the todustriel portion of the population are engaged in the busineas of manufacturing will grow in population and wealth more rapidly than cities in which trade and commerce are the ohief pursuits of the in- . habitants. This is a fact proved by experience, and we propose to illustrate it by reference to eteristical data. Beginning with Franoe, we may point to Havre, a seaport commercial city, which had, in Abe year 1861, a population of 28,964, while Lyons, au interior manufacturing city, had in the same year a population of 177,- 190 souls. In England and respective interests may be measured by the growth of their respec tive representative towns, Liverpool and Man• cheater. Toe latter is an interior town, devoted alone to the businees of manufactures, and only forty miles from Liverpool, and the relative population was 210,213 far Manchester in 1860, against 275.000 in Liverpool in the year 1881. Thus, it will be seen that Liverpool, the great commercial depot of the most commercial na tionion earth, has but a few thousand mote in habitants than Manchester, an inland town which is supported alone by labor applied to manufactures and the mechanic arts. If we turn to our own country, the proposition is leu embarraesed by time and the problem is more easy of solution. Thus, Philadelphia, the great mswateeturing city of the &imposed, will be seen to be far in advance of Boston, one of the oldest ant most wealthy commercial marts. New York, too, the great commercial emporium of the na tion, although combining with commerce a very laves share of manufacturing industry, is not as much ahead as would be expected. But when wi compare Philadelphia with the pure oommer -641 cities of the south, Baltiniore, Richmond, Charleston, and New Orleans, the contrast is more striking, and the facts more decisive of the proposition. Turn now to the west. There we behold Cin cinnati, with no natural advantage which Louis ville does not possess in a greater degree, sur passing the latter in population of about three to one. Bt. Louis, too, which in 1820 had only 4,596 souls (one-half of these of Cincinnati and the same as Louisville,) has now more than ens hundred thousand inhabitants, and the morass of her manufacturing capacities, which - are now being further developed, will soon plane her ahead of the cities of the Mississippi valley. Having thus established the fact that cities de voted to manufactures and the mechanic' arts grow to be larger and mere wealthy' then those which ee" 4- • EDWABD PLBEEt. ~~; TZN LINZI mcntr.uzza, Litioll White sea, —_ An . t. the convent which be bombard. considering himself jostilied probably _becanee ite iIiIIII4IIII bplonged to another faith.
