ADDRESS
OF TES
State Central Comiittee
Nt;3IBF.R. TWO.
TO the People of Pennalgoania:
Fsztow Crrianas:--We shall now ask yew
attentioti to the character, claims, and cifiuddfloo•
dons of the Demooratio eorrsioses, and thertnea
saris and merits ct the State Administrations.
leaving the more abstraot and distant quistlon.
of discussion for future consideration.
But little-need be - said at this day of thump
its and abilities of Governor :Bums. Ills per
eonal history has become familiar to the 0000-
of the State, and his official ate fortilab abos
dant evidence of hie eminent and rare . qualifies
tions to discharge the duties of the ode he not
-
hale. From the humblest rank in society, at
aided by wealth, or influential friends, he rose.
when yet in his minority, to the dignity of pras.
tics' printer and editor; and at a very early age
the control of an extensive and useful bushiest
Ile came into the Senate in 1895. Those
,
young, modest and retiring, ,he soon made 1. 1. ,
favorable impression on the members of the
body. It was the remark cf a venerable Irbil -
Senator, on bearing Gov. Bigler's maiden epectel
in the Senate, which was on the question of th..
resumption of specie payments by the Bake,
.• That man will some day be Governor of Pens.
sylvania." Ile served six years is that body
and few of its members have le ft behind thee, '
so good a record or a mon spotless moral ca
reer. He was distinguished for hisludustry, ki.•
devotion to duty, and his entire fairniss
partizan. In the great financial crisis of 1848,
that so sorely MI - voted the credit of the State,
- his services were of the most eminent Osculate.
He was constantly at his poet, to meet and re
pel all attacks upon the honor of the State, fear.
lessly voting for, and sustaining every practice'
scheme for the maintenance of her fidelity,
,re
gardless of consequence personal to himself.
We recur to the part which our candidates aired
in those ethical times, with pride and pleasure.
and we are confident that thousands of our po
litical opponents at Philadelphia and elsewhere,
will join with us in this feeling. ~
lie wee the early advocate of engrafting the
principle of individual liability on beak char
tern—of the abolition of imprisonment for debt,
and of every measure intended to do justice to
the laboring masses, and elevate their condition
in life.
His reports on the Tariff is 1847, Mande In
proud contrast with the feeble and abortive ef
forts of his enemies in the Senate, who attempt
ed to break him down on that question, It was
A masterly produetioni eloquent in language
and sound in doctrine. -
As mach may be said of his speech made the
• • • • of constrootleethe
ennsylvania roa.. • . wh in
from Philadelphia and Pittsburgh denonsind the
project impiactliable, as a ruse and a trick, Gov.
Bigler advocated the feasibility of the route,
and the utility of the work, foretelling winkles
since taken place with remirkibl' e aoonmey.
And it may not beimproper at this juncture to
remind the people of Philadelphia and Pitts
burgh of the significant fact, that when Gover
nor Bigler was advocating the construction of
a railroad by a direct route from one city to' he -
other, through our own State, a portion of the
representatives from both these cities advocated
the policy of making this connection by a air
cuitous route, passing through two other States:
Indeed, in every exigency that has arisen in the
last ten years, Governor Bigler has been the
staunch advocate of the true interests of our
great commercial emporium, and her citizens
will not, we trust, forget this fact on the day of
the election.
His election in 1851 was a triumph of broad
State and National policy, folly and fairly de
clared. He was presented to the people as the
advocate of the Compromise measures of 1864;..."
as the friend of the tariff of 1846, an against
the tariff of 1842—the friend of economy iu pub.
lio affairs—the advocate of a sound currency—
the opponent of an increase of banking capital,
and the advocate of the fallen liability that could
be imposed on corporations.
His administration his been eventful, and die
ticgoished by energy, ability and prudence. At
the time of his induction into ethos, the Legis
lature were indulging in the practice of granting
special privileges to corporations, to carry oa
mere business transactions, and to compete with
individual enterprise. This species of Inlets.
fion had been indulged in to an alarming extent -
Goy. Bigler immediately took ground against it,
and by a series of veto messages, embodying the
soundest doctrines, sustained by the clearest and
most forcible arguments, soca succeeded la coo
tinting all parties, that such special privileges
should not be granted ; that those who seek to
erjey the profits of a business enterprise, tinder
an act of incorporation, should be requited-to
bear all the responsibility. This doctrine is now
the settled policy:of the State.
It is a remarkable fact, that whilst Governer
Bigler'a vetoes in the session of 1862, were nu
merically greater than all that had emanated
from any one of his predecessors in a full term
of service, not one measure was au.stained
the General Assembly against his ohj Wens:
Indeed, such is the fact in reference to all ids
veto messages up to the present time. When the
Legislature attempted to create a brood of tiew
banks,...and to extend improvidently paper loam,
the fatal step was arrested by the veto power,
and eleven banks were r. jested at one time.
When, again, it was - attempted to give the Pelm
et Ivania Reilroad Company entire-control of the
termini of the State Works at Vest Philadel
phia, the measure was promptly arrested by a
veto; and recently, when it was proposed by
the General Assembly, to relieve this same eor
poration and the Pennsylvania and Ohio Rail
road Company. from the penalties imposed by,
and incurred under, the law against the aired
Cation of foreign small notes, thereby establish
ed a most dangerous and prejudicial preisedent
in legislation, the evil was averted by the same
means.
The, policy indicated by Gov. Bigler in hiss
first message, after his induction into often, con
tained many suggestions, and amongst them yen
the cancellation of six per cent bonds of theCone
monwealth then outstanding, by the creation cf
five per cent bonds. The measure wasadopted,
and a large sum of money, saved annually to dm
treasury. The policy of cash payments and
short settlements on the publio works, suggested
in the same document, had it been fully raffled
into effect by the Ins, could not have failed to
exercise a moat healthy influence upon that
branch of the public eervioe. •
His predecessor. William F. Johnetcm, was the
author of the relief currency. Under the admio
ietratioo of Governor Shank, measures had been
adopted to withdraw from circulation sad-can
cel this noxious medium. Very soon after as
Whip came into power under Governor-John-
sten, this process of cancellation so wisely be
gan, was arrested, and provisions wads to am—
tinue this depreciated and unconstitutional cur
rency in circulation, by paying the betoken large'
compensation, from time to time, for re inning
the defaced notes. Amongst the first measures
of the present administration, was to make pro
visions for the final withdrawal and extinclowaof
this currency, and the work of cancellation is
again in operation.
In this single item of State policy, fellow-eltl•
zone, we have a very striking illitistrhVion Oftho
difference between Federal and Dem:inviolate- .
sures. It is for you to determine which ire
right, and the best adapted to promote tin proe
parity of the State.
But in nothing has Governor Bigler rendered
. .
a more important service to the people, thin by
his constant and untiring efforts to break down --
the pernicious system of omnibus and speetal
legislation. This was among his earliest ream- '''.
mendatiuns, and in the session 1863, a 'wipe
eral laws were adopted on the report end Moo
mendation of commissioners appointed -biclhise
for that purpose under the sot of Legislature,
and much good was thus effected.
in the Governor's message of 1864, however.
he placed the site at the root of this tree of evil,_
this spreadltrg Upas, by declaring most eisphat-
'cap, that he should no lenges-participate ill -
that effective Wyatt= of legislation; and that the
1 whole power of, the Exesuliveftlirlinent sboald
be wielded against it. This seuttment received
the universal approbation or•oll parties. The
General Assembly sated on the suggesdion t sad
the people are presented with the laws of ISM,
