It has become perfectly apparent that very little reliance Can be plaoed on the war news re- ported to us from Europe. Almost every steamer that arrives brings Intelligence of advantages gained by the, Allies over Russia.. Some of:them are set down as splendid victories in the English and French)ournale. But a few dayttlater the Russian account of the battles makes its appear ance, and is entirely different. The victories are claimed on their side. Thus all the parties seem to bo satisfied with the results so far, if their published reports are to be believed. But they are not to be believed. The fact is, the, English and French governments and newspa pers are evidently of opinion that a good deal of bragging . is necessary to keep Iv the courage and enthusiasm of the people ; and to reconcile them to the enormous expenses the war is al- ready entailing upon them. It is stated that the current expenses of the army and fleets of Eogland alone, now in service , in the war, amount to over two hundred thotis and dollars each day., At this very moderate estimate the war now costs England six o mildon dollars per month. Yet a much-largo:re force will have to be called into:the service. It is well known - that governments pay . highpriees for ser vices ; and John Bull is by no means exempt, from the fleecing proem. It is said that it cotta England $5OO to transport each toldier from England to Turkey. Iro keep him alive when ' there costa more than boarding at our boat hotele. A larg_er force is already called for; and more war steamers of small class are de manded by Sir Charles Napier in the Baltic; From twelve to fifteen million dollars per month will bo England's share of the cost of the war in a few weeks more.. The cost to France will be equally enormous. This includes no losses in damaged and sunken vessels and stores. The English people are a little more fond of food ana money, than of hard blows and glory; and when they fled that snob is the cost of a war in which they bare little personal interest, but for which they must pay, they will be very opt to prefer that, the Moslem be left to the tender mercies of the Czar. Already the English government is in the mOrket for $28,000,000, and the French for about $40,000,000. The Emperor of Russia hag only to assume a defensive attitude, peotract the wet, and render it as expensive as possible to his adversaries, and the sick man" will ultimately perish, and Russia become heir to the best portion of the decedent's estate. ' The English government is already in debt to the amount of four thousand million dollar. A • seven years' war with Russia will add another thonsand million to the sum. Bat the London Times admits that this war may last a quarter of a century. What then will be the debt of Eng land ; and whence will she draw resources for its support? It must be remembered too that the stores for the armies and navies must be purchased and paid for abroad, and the troops . and seamen will be paid and spend their money abroad. A heavy current of specie will thus be drained out of England and France, and expend ed in distant countries. It is evident that the financial statistics of the war, as well as the numbers of the ships aed soldiers, must be taken Into the account in predicting the ultimate re sults; and the more ships and men the allies ern ploy the heavier the drain on their o'er burdened treasuries. It is to be coneidered, too, that the productive industry of the allied nations is grealy reduced by the effects of the war; and the increase in the Prices of food and labor are seriously damaging their manufacturing inter ests. Fortunately for England, she has the gold mines of Australia to aid her in defraying the 'cost of war and glory, and maritime and East ' ern supremacy. Then gold is discovered in the English, colofiy tat her Cape of Good Hope' Should rich mines turn up there, and the Aus . trallan supply continue, England may be„able to sustain a long war without utter bankruptcy. But what will become of France? Her debt is • nearly as great on that of England,; the War will cost her as much; and aho bee no gold mines. - Bat low long will the people of England and France, upon whom these burdens fall, be satis fied with rulers that thus grievously tax them? • And how many years of short crops and high prices and famine may occur while the contest is thus progressing, and consuming the substance, and destroying the prosperity of tho people? Three years of expensive war without material and glorious results, would render Louis Napo leon's seat unsteady, and greatly endanger hie crown, Sharp eyes are waiting for his down• fall; and relentless foes are watching for the first favorable opportunity to strike, and tumble hini from his .usurped and unstable throne. What then would become of England's ally. The fact is, the true policy and . only safety for the governments of England and France ie, at all hazards, to make the war " sharp and short." Should Russia bo able to protract it through several years, without very material oche _.vast vast changes may occur that would alter the 'whole aspect of affairs. The Mexican Consul at Ban Francisco, (Cali (ornio.) has been tried and found *guilty of a breach of the neutrality law& Ho was raising troops at that port to send to Mexico; to be em ployed in revolutionary movements. The prose cution believed that the testimony of M. Dillon, the French consul, would be important ; and ad dressed an invitation to him to appear in court and testify. Consuls cannot be compelled to ap pear as witnesses. M. Dillon refused to appear. 'The comma for the defence afterwards applied fora subpoena to require hie attendance. Ile again refused, when an attachment was issued, and he - was brought into court. He immediately struck hie flag, and placed himself under the oaro of the English consul. The court after wards released him, and admitted that the arrest was illegal: It was believed that M. Dillon was implicated with the Mexican emits!, in the at tempt to raise forces to be employed in revolu tionary movements in Mexico. This be denies in a letter addressed to Gen. Wool, our military commandant la that recion. " The Mexican Con. eul was found guilty by the jury, and recom mended to mercy ; but has not 3ot been sen tenced. The illegal arrest of M. Dillon will probably have to be settled between our federal government and France. The Consul alleges that four insults have been offered to France through him. Those alleged ictsults were :—No. 1. Com mand ins subpcsa% to appear as a witness ; No. 2. Command to bring a paper forming a portion of hie efficial archives; No. 8. Violation of hie domioal by the Marshal'going in to arrest him under the attachment, without any express or'implied permission to enter; No. 4. The ar rest under the attachment. We learn, through a Source in which we place reliance, that the Supreme Court of the United States decided the case lately argued before it, involving the question of taxation on Banks, prescribed In our Constittiticn, adverse to the State. In other words, that the Constitution of Ohio is unconstitutional. This is an important and extraordinary decision, and will justly at tract great public attention. It is the first in stone, we believe, in outpolitioal history where the Supreme Court hoe decided the fundamental law of a sovereign State invalid. It is a great exercise of power when a federal tribunal passes each a judgment upon the Constitution of a State. This decision. tilthough it is the first one, where a State Constitution hos been set aside by the Supreme Court of the Union, is not the first one in which the doctrine of State rights has mot with bat little favor before that tribunal It has always leaned strongly to the Federal idea of a strong Notional Got eminent, and has beet very conservative in maintaining nod carrying out the old English common law principle of the sacredness of corimratione and their immunity from legislation. The entire party of Diggers, old nod young, male and female, then eurround as much of the ad joining grounds as they can. and with each a green bough in hand, whipping and thrashing on every side, gradually approach the centre, driving the insects before them in countless mul titudes, till at last all, or nearly all, are secured in the pit. In the meantime smaller excavatious are mode, answering the purpose of ovens, in which fires are kindled and kept up till the sur rounding earth, fora short distance, becomes sufficiently heated, together with a fi.at stone I enough to cover the oven. The grasshop pers are now taken in coarse bags, and after be ing thoroughly soaked in salt water for a few moments, are emptied into the ovens and closed in.
