There are two subjects of great national interest upon which the public mind of this country seems to be almost unani mously agreed. We refer to tho Pacific' railroad and the increase of the navy—both essential to the peace and safety, and the growth and pros. ..perty of the country. Public sentiment is not only agreed upon those subjects, but urgent for - prompt action by Copgress and the administra tion. Of the great events occurring, and crowding upon each other, in the eastern hemisphere, the -people of this country cannot remain mere idle and indifferent spentators. Oar national position as a first-class power on earth, our expansive tendencies, our worldwide commerce, and our democratic and progressive instincts, all com bine to render the events, that affect the deed- Ides of other nations important and interesting to ourselves. While England. and France plunge into ateexpensive and deadly conflict to prevent the growth and aggrandisement of RUB - Blain the oast, they give unmistakable signs and monitions that they will yet resist, with equal determination and energy - , the expansion, the rapid develop ment, and fast growing power of the great na tion of the west. England and France, we have been lately told by an English statesman, are cordially allied to settle'not only eastern, but western questions. And again we have been told, by a leading English journtil, within a few weeks, that the balance of power must, be pre - served not-only in Europe, but in America; anti that it will be the duty of Franca and Eogland to undertake that task, and promptly check the "democratic ambition" of the United States. These threats are doubtless designed to prevent this country from seeking, by purchase, by voluntary annexation, or by any other means, 'the acquisition of Cuba, the Sandwich Islands, or any of the Central American States. Eng land forbids our acquisition of Cuba, even by purchase.. France protests against the annexe• _—lien of the Sandwich Islands, oven at the earn est rawest of their people. They proclaim an imaginary balance ra which they are resolved to maintain. The ' meaning of this, in plain English, is that this country is fast becoming too great, too prosper ons, hand, too free and democratic; and they must interfere to cheek its progress. They must preserve Cuba still to the oppressive dom. • ination of Spain, and Constantinople to the • deispotio sway of the proud and insolent Turk. These are the two aims of the allies: the eastern and western "questions,"' they are combined to settle. Russia is - becoming too powerful in the east, and Its expansive energies must "be controlled. The United States are be . coming toe powerful in the west, and their growth must be checked, and our " demo cratic ambition" punished. Meantime our gov ernment, and our statesmen are onnonacing again and again the Monroe doctrine,—the settled determination of the people of this corm . try that European interference with the affairs of the North American continent will not be per mitted ;—will be forcibly resisted, if necessary. Oat of such conflicting elements, and such an tagonist principles, a war may arise; and can hardly be avoided, sooner or later. Should Spain choose to sell Cuba, with the consent of . its people, to our government,no power on earth has a right to prevent the purchase. Yet Eng land forbids it. When the offer comes from Spain, the consent of England will not be asked; and let war come, if it mast. Wo have a right to purchase Cabs, or accept the voluntary offers of the Sandwich Islands, Hondurae, or any other States oe people who choose to ally their polIti • ad fortunes or destiny with ours. The Ameri can people will never be deterred by foreign com binations and threats, from pursuing their own true interest; their own settled policy, and their Idemooratio and progressive Instincts. Such will undoubtedly be the will of our people; and from it, events may arise that will require ample pre parations for defensive war. Should the European war prove " sharp and • short," and the Western Powers collie triumph ant out of the ponflict; flushed with victory, and with vast fleets afloat, .they would doubtless soon • •. • make known their. the Western hemis phere, and this eqUitri:yould be compelled to • submit to their behest', .or be prepared for a Stets resistance. : • - - Never was any nation in abettor condition to provide ample means, for its defence than this country Is now. Oar national debt is less than lay millions dollars, and there is a surplus - of over twenty-seven millions In the treasury. :.The national debt can be paid off in four yeare, and in the same. time a fleet of war steamers put afloat that would not only ho ample for tho de fence of our comets and possessions, but would, by its very existence and known "strength, do more than all other arguments to moderate the pretensions of England and Francs, and prevent their Insolent interference with the affairs of this continent. The very existence of a power ful American navy would insure to us peace and immunity from basalt. We have the materials etirierjr.kiad the mechanical skill, and the money to build such a navy, and the seamen to . man it. It is the destiny of this nation to be come not only the most commercial, but .11te strongest maritime nation of the world.. • And to delay longer strengthening that right WM. of • our national defence, exposes the countrYto .; needless perils, to provoking insults, and to ex pensive wars, that the existence of a powereful navy would prevent. . Congress, at this, session, has appropriated three millions dollars to build six war steamers. Had it been ten millions dollars to build twenty. War steamers, the country Would have been bet ter satisfied, and the tone of English statesmen and tEe English press would 'be much_ more • moderate and respectful. To show what amount of the southern staple is worked up in oar mills, we may mention that one steamer arriving yester day—the Crescent City—brought eleven hundred and thirty bales of cotton for the different mills. [From Alta California of May 11 The lbth instant has been chosen for the ad• journmeat of the legislature. An important billwas passed by both branch es of the legislature on Saturday, the 28th ult., and only awaits the sanction of the Governor to become vi law. The bill authorizes the Governor to convey to the_ Uoited States, on the payment of one-half its rain° on anzppraisemoot mado by the-Appraiser General of the United States at this port,. and another appointed by the State, the - property in the city of San Francisco known aa the Custom House Block, and at pre- sent in the possessiln of the general government under .a lease. The bill originated in, thei.As sembly, and provided for the soiling of the pro perty to the United States for $500;000, but was amended in the Senate by inserting, in lieu thereof, "one-half the appraised value," and subsequently concurred in by the Assembly. The legislature have passed a law repealing the contract system of state printing, and making the office of state printer elective. The bill re duces the present prices about twenty per cent. Sometime during the coming week the legisla ture will go Into joint convention for the election Of state printer, (the printer in 1855 to be elect ed by the people,) and it le thought than another attempt will then be made, if the oleotionists should find themselves strong enough, to bring on the election for. 11. The series of resolutione. introduced by Mr. Rook, endorsing the 'Nebraska bill, were adopt• ed in the Senate after a long debate, all mention of Judge Douglas' name having, however, been stricken out, by a vote of 20 to B. The substi tute offered by Mr. Bryan was voted down. It is uncertain what disposition the Assembly will make of the resolution, but the assumption is thatlt will concur. ' A bill has been introduced in the Seosto to make a grant of land to certain parties to be named by the - Governor, for the construction of a railroad from the bay of San Francisco to the eastern boundary of the State, or in other words the California branch of the Pacifie railroad This course Is rendered neoessary, inasmuch as, according to the constitution of California, the legislature bee no power to grant special privi loges to corporations, and also because, by a strict construction of the doctrine of etete rights, the general government would not be authorized to commence the construction of a raliroan throngh a State. It is not probable that any action will be taken on the aubjoot during the present legislature. On tho 16th of April, Col. Fremont arrived in San Francisco from hie mid-winter survey of the Central Railroad route in latitude 37 deg. the reports given by Col. Babbitt of the sufferings and deaths among the party were much exag gerated. Ile lost one man only. Col. Fremont reports the route to ho very favorable. Ile found only four inches of snow in the Coolietope, main pass of the liticky Mountains. Ile rip', that from Barowan, in the Great Basin, thereat* cannot follow latitude 37 deg., but must turn eouthward ae far as 3G deg., to cross the . Sierra Nevada, or must go north perhaps as far as No ble's pass, in 41 deg. His report will contain much important information; will bo accompa nied by views of all the important localities, ta ken by daguerreotype. and will have much in fluence to bring the Central route into general favor. We have received the first number of a news paper published in the Chinese language, and printed in Chinese characters, which has been started in San Franoisco as the organ of the Ce lestial population. It is entitled the Gold Hills News, California, bOng, known among the Chi nese ,as the " tbo Gold Hills." As usual with mania the Oriental notices, ono has to read Chinese from tbp to bottom, instead of from left to right. Among the passengers leaving by the steamers of the let, for the Atlantic states, ere Maid D. Page, of the banking house of Page, Bacon 6: Co., Frank Pogo and family, and Col. J. C. Fremont. The wheat crop has attracted much attention. Fears have been expressed that the crop would be much too large for the demand of California, but this is not probable. The number of acres in wheat in the state is estimated to be about 80,000, which, at thirty bushel: to the etre, would produce one and a half barrels of flour to each person in the state. Tho proepecla for the crop are good. This estimate is too large, and it is quite probable that tbo demand will slightly exceed the supply. The great majority of the wheat fields are in the counties bordering on or near to the bay. Ward would in fu ture reside on his plantation in Arkansas, the editor of the Helena Shield remarks: We should like to know by what right or title the people of Louisville make a Botany Bay of our State, and order their evicted ten ants to come here. We aro not aware that a single acre of Arkansas has been sold as a penal colony to Louisville'; and we hero deny and de nounce the implied assertion that Arkansas is a harbor of refuge for escaped criminals. We de fy the citizens of Louisville to point to any such high-hand overrnlings of law and justice in Ar kansas, as have of late years disgraced their own State. We defy them to point to a single criminal trial in which golden arguments have rebutted direct and positive evidence. If any charge could bo made against ne, it would he that of having too severely chastised depreda tors, too summarily ejected freebooters from oar shores. If the justice and morality of Arkansas does not stand as spotless before the eyes of the world as over stood that of Kentucky, it is because we have so long patiently submitted to wilful or ig norant misrepresentation. We say again, as we have said before, that Arkansas is not a jungle where the tigers of the earth can prowl in safe ty. .It is not a hiding place in which the vam pires of the west can congregate; and if the scoundrels of any .State or city think so, let them make the trial, and they will find to their cost that the scales of Justice are as nicely bal anced, as free from the magnetic influences of the mint, in this as in any other State upon the face of the earth." Canisa 017 0 BOTTLE.--00 the 81st of Octo ber last, as the ship Seaman's Bride, of Balti more, Capt. Mayo, was on the trip from Rio to New York, a bottle containing a note signed by a , M. Warner, Jr., passenger, was thrown over board in lat. by observation 2 20, lon. by chro. 36.48. This note expressed the opinion that the step would, reach New York in 21 days. The bottle, it appears, was subsequently picked up at sea betireen Para and Maranham, and forwarded to'the National observatory at Washington. If its indication may be relied upon, the much dreaded current of Cape St. Roque appears to bo one of little force. The bottle was at sea about one htindred and forty days, and daring that time drifted W. by, N. between five and six hundred miles, or about four miles a day. The ship arrived at New York on the very day pre dicted—a striking proof of how well the winds and currents to be encountered by the way were understood. Mr. Cutting, M. C., from New York, it is said, contemplates resigning hie Beat in the House. • Miss Laura Heen's debut in San Francisco is pronounced by the papers a failure. The Bourbon House, at the upper end of Main street, Louisville, was burned on Saturday. A new line of first-class steamboats is about to be established between St. Louis and Now Orleans; to connect with the railroads through Illinois to the East. The 104th anniversary of the birth-day of Ste phen Girard was celebrated on Monday last at Girard college. It was a grani gala day for the orphans, and the scene was full of agreeable ex citements. The sum of $497 has been contributed in the pity of New York, for the relief of those who have been made destitute in Constantinople by the pending war. E. J. It it has really left its anchorage, its object more probably is .to work its way, up the gulf to Cronstadt.
