Wars Between Turkey and Enssia,
THEIR CAUSES AND BESUITB,
It Is hut two contones since tie first regular : -
wars were waged betweon tho Turks and Rus
sians. Xongpridrto this period two powers had
filled' Europe, by- tunis, with terror—the Mon- ' ■
gols and the Turks* . The Mongols, under Qhon
gis. Kahn and suCcesoors, sallying forth from' ''
their seat of pbwer in Northern Asia; destroyed
what civilisation there was in Russia, waged war -
with Japan, and- overran Poland and Hungary. ■ '■
The Turks, animated by religious fanaticism
and passion'for glory, becamo in like manner •
the terror of Europe. While this barbarousdes
olation was going on, Russia waß scarcely heard
of. It was an unknown word to Europe. ■ Its
history until the' elevation of tho hooso of Ro
manow, (1613) is little less than tbaf of intes
tine war and anarchy. When this house began •
to reign, Russia began to bo a'power; end it
was when France, in tho renowned reign of Louis
XVti was the prominent aotor in Europe, that
Russia, under successive czars, made herself felt -
in Its destinies. At this time tho once formida
ble Turkish Empire, in tho profligacy of itß
court, the rebellions of its governors, the ener
vation of its people, and the assumption of its; ■-
Jonizariea, evinced passages- of
hence all the contest between Russia and Turkey
have been between a growing, vigorous people
and a decaying and enervated power.
PROS! ion TO TOE PEACE OF CARLO WITZ, ICSSI • •
Prior to 1667, Russia did not border-on Tor- --
key/ Poffendorf/whowrotoabout this time.re- -
marks in bis short notice of “’Muscovy”—"Tho
Turks do not immediately border on Muscovy,
but by tho country of the Crim Tsirtarß, who be
ing the vassals of- the Turks, they make uso of
them like their huntingdoge.” Thegreat poli
tical objeot of Russia, he States, was to prevent -
ths Tarks front conquering Ukraine, and thus
prevent the inroads of the Tartars; and he says
that tho Moscovites had not-appeared st any -
general treaties. At that -period, in which the
great-Bohieski aotedi the Turks tfabeatenedEu- 1
ropb and besieged ‘Vienna. Russia, in 1667, ob- -■
tained from Poland the cession of a portion of
the Ukraine on the Dnieper, which brought Mus
covy into immediate contact with Turkey. This
led to the first regular war betweon Russia and
Tarkey/in 1677,wbich terminated in 1681. No
permanent ohanges arose oht of this war. In
1687 an alliance was formed between Russia and
Poland, and on imtnensO army was sont to con- :.
qner Crimea,'which was not successful; but'
when Peter the Great became solo master of Rus
sia (1689,) the Russians made many conquests,
the most important of which was the capture of -
Azoph' in ,1690: We have before us a Hague,
newspaper of-that period. It was Tn-1696, thnt
Russia began, to make a noise 1 , in Europe. - The-:
‘‘Monthly Mercury " of'September says—"At •
length it is agreed bn all hands tbat the city of
Azopb, which the Turkanhd Tartars had in vain ,
attempted torelieve.bothby sea and land, was =
'surrendered to the Muscovites upon articles, the
'2Bth of July.” It is described as “a town of
great trade; especially in fare, lying not above ;
fifteon mUosfrom-the'mouthof the river, upon '
the confines of Muscovy.’- Bo ttbat which makes
it more considerable is, that; it affords tho Mas- '
bbvites and Cossacks. nfairopportauity to bo- ■ ■
'oome masters of tho Eoxiue or Black Sea, and: <
/gives an entrance to the'victor,-to'penetrate ns'' .
