DAILY MORNING DOST. -RIDAY MORNING: PENNSYLVANIA LEGISLATURE. Hahuisbubg, January IG. Senate.—The Bcnato. met at TO b’olbek.i ; The Speaker announced ■' the appointment-' of - Messrs. Evans/ Jamison, -Slifer, '•Qnigglo and Fonikrod, as the special committee on that part of the Governor’s Message relative to S'sale of the public improvements of the State. ■Mr. Foulkrod presented three remonstrances from the citizens of the county of Philadelphia, against the consolidation, of the munioipal gov ernments of the city and districtsof Philadelphia. Mesßrs. Price and Goodwin presented each n number of memorials in-favor of a consolidated government. . •: Mr. Iließter presented a petition- from the Judges of tho Supreme Court, aehing for the pas sage of a law permanently fixing the sessions of the Court in bane at Harrisburg, It was order ed to be printed. Mr. Sager presented a petition in.favor of a railroad from Passyunk to some point on the Delaware river. Mr. Hiester presented a petition to annul the •charter of tho Franklin Canal Company. Quite a number of other petitions, &0., were presented, and several unimportant.looal hillß introduced. Mr. Goodwin, from, tho Select Committee to whom was-referred the joint resolutions-from the House, against the removal'of tho U. S. Mint from, the city of Philadelphia, reported the eamo with some slight'amendments. Tho resolutions having heen, takon up, were briefly debated by Messrs. . Goodwin, Crabb/ Fonlkrod, Price, Quigglc, and others, and were then agreed to—yeas 30, nays 1, [Mr. Darling tomj 4 The Senate then, on motion of-Mr. Price, re sumed, on second reading, the consideration bf tho bill amending the charter of tho city of Philadelphia and providing for tho consolida tion of the municipal governments of the city and several districts. Mr. Price took tho floor, and in an able argu meatative speech, advocated for an hour the immediate passage of the.bill. Ho spoke of the general interest felt throughout the city and county in its success, and contended that the opposition to it was so Blight, as to demand of the Legislature, not only its immediate passage, but a unanimous vote m its favor. Tho several sections of the bill to the eighth section were then passed, with only some Blight verbal amendments. The Senate then, at 12 o’clock, proceeded to the llsll of the'House, for the purpose of taking part in tho election of a Stato Treasurer. Upon the return of the members to the Cham ber, the reanlt of tlie cleetion was announced. Joseph Batloy, of Perry hod received 80 votes, and was elected. ; The Senate soon after adjourned. House.— Namcrou3 petitions, memorials, &c., were presented and referred. . *“ Mr. Hart presented a memorial, asking for tho establishment of a Honeo of Correction in Phil adelphia. Mr. Baldwin presented several remonstrances Trom tho citizens of Philadelphia, against ■ tho ■enactment of a prohibitory law. ' Mr. Poulson submitted a resolntioa for tho appointment of a special committee to visit and travel through the State of Maine, to ezamino the workings of the Maine Law in. that State, and report to the Honso. The resolution, after some little debate, was negatived. . - Mr. Bingham submitted a joint resolution in creasing the salary of the Executive of tho State $lOOO per annum, and the Chief Justice of the Supreme Court $5OO per annum. The resolution, after some little dehato, waa \pid on the table. The Honsa Ahen, on motion of. Mr. Hart,- again took up the joint resolutions of the House with Tefcrenco to the Mint at Philadelphia, I which had been returned from tho Senate slightly amended. Tho amendments were, on motion, concurred in, and tba resolutions sent to the Excative. I Wednesday next, the 18th inst., was then, on i motion, agreed upon for opening the returns of the election for Auditor General and Surveyor] General. . 1 The members of the Senate were here intro duced and provided with scats, and the conven tion of tho two Houses being organized, pro ceeded to tho election of a Stato Treasurer for < the ensuing yenr. Tho vote having been taken, was summed up by tho tellers, and announced ne follows : For Joseph Bailey, Dem....: 80 ,votes. N. P. nobart, W .. 8 “ Gettinger, ....12 “ “ John Strohm, W........ G “ “ Lewis Burke, W 4 “ The balance scattering. Thera were 121 votes cast. ■ ’ The House then adjourned. The City of £&n Francisco* Few, if any cities in tho world, have risen witli such rapidity- and splendor. The dreams and fables of other days are more than realized. And yet its future will bo even greater, perbnpß, than is now dreamed of. Sneh is tho result of enterprise and daring, when beckoned and urged on by gold. A correspondent at San Francisco writes as follows of tho city: The greatest wonder of all is, how such aplacc ns San Francisco, built comparatively, as it has been,ln a day, possesses so many institutions that are calculated to render it one of the most substantial cities in the Union. -Its rise was heralded by the flourish of the bowie-knife nud revolver; and life, ns well as property, was at the mercy of the convict and the, assassin. This, you remember, bid fair to lay waste, not only the city, but tho country as well. But strong-minded men were here, and though few in number, comparatively; they at last rose in their might and declared, few though they were, i such things should not be. The man is here, who. from the tap of a flour barrel, in the midst of the congregated masses, called upon the good men and true, from the Atlantia States os well as from foreign lands, to Btay the tide of infamy, That man offered himsolf a victim for tho general good, nud amid weapons of death denounced the convicts and assassins who then ran riot. The stillness of death followed his appeal, but only for a moment, :when from the erriwd emerged that band to whom is duo the stability and pre sent prosperity of San Franoisco. That man will ever bo remembered hero, and his memory, too, will be identified by the city of his adoption. A short distance from where I write is asmall engine house, which, too, wiil be long remem bered in this connection. ; Backed by the strong] arm of the firemen of that day,- the Vigilance Committee, (formed nt tho meeting alluded to -above) at the toll of the bell of this house, as sembled to pnt thoir votes in behalf of their fel low-citizens, on the crime , and the criminal. From the upper story a beam projected, from which dangled a rope, and on this they hung again and again the robber and the assassin, till crime and criminal were cowed; and then, and only then, did this band ceaso active opera tions; and tho law, backed by their strong arm, resumed its sway, never to need again a like in terference. Thus was solved the problem, on a fearful soale, of the capability of man for self government; and though.the expediency ns well as the rightfulness of tho act, has been repro bate! by the Press, yet here stands a city, tho wonder of our day, progressing in order, moral ity, enterprise and prosperity, that, but for it, would havo been, in all human probability, at this day, a “ by-word.” “No One’s Enemy, but llib Own.”— **No ] one’s eucmy but his own” happens, generally, to i be the enemy of every body with whom he is in relation. “No one’s enemy but his own” runs rapidly through his means ; calls in a friendly way on hie friendß for bonds,/bail; and acouri ties { involves his nearest km ; leaves his wife a beggar; quarters bis orphans on the public; and, after having enjoyed himself to-his last guinea, entails a life of <Jependenoe.on his progeny, and dies in the odor of that ill under stood harmless folly; which.. is more injurious to society than some -positive crimes. The colored young men of Cincinnati have formed a library associutiotf, anti chosen Peter A. Clark, a man holding, a .pronunent position: among the-blacks, their librarian.
