- Feidat,' January IS, 1854.:
The Senate met at 11 o’olock.
. ■ Tho Speaker laid before the Senate the annual
report of the State Treasurer; on the finances of
the State. ■;
Petitions.— Mr. McClintook, one from Alle
gheny county for a law making it the* duty of
the Supreme Court to review: errors in criminal
cases.

bill supplementary to the act incorporating the
Pittsburgh mutual live stookinsurance dompanj;
olßo,_a bill supplementary to the act incorporate
lngtbo Pittsburgh life insurance company.
Mr. Darsie, a bill relating to the establishment
ana change in-the place: of holding general
emotions throughont tho Commonwealth.
Mr. Crabb, a hill providing for the payment of
Peter A. Brown, for his work on ./sheep, and a
bill vacating a certain alley in Philadelphia.
Resolutions.— Mr. Dareie offered aresolotion
that on nnd after Monday next,, tho standing
hour of meeting shall bo 10 o’clook. - ' f
The resolution wob adopted.
Mr, E, W. Hamlin offered a resolution that if
the Housc oonenr, the joint committeo on tho
subjeot of.n Legislative Record, bo authorized to
oontraot with Omit, Emerson & Co., or any oth
er parlies who may propose to do the Work
.cheaper and better. : '
Mr. Knnkel moved to amend by striking out
tho words •• chenpcr and better,” nnd inserting,
provided the: ooet thereof shall not exoecd $2,-
000, and that it Bhall contain nothing but legis
lative proceedings. ' °
Tho amendment was adopted and tho resolu
tion as amended, agreed to.
The bill relative to the State Librarian was tak
en up iu order, on Second reading. It provides
that tho Governor shall appoint the Librarian for
tho term of five years, to bo confirmed by the
Senate. 1 ■
The bill passed second reading. The rule
which prohibits bills to bo read twioe on tho
same day, was suspended, and the question be
ing on its final passage, .
Mr. Darsie moved that tho Senate resolve it
eolf into committee of the-whole, for the pur
pose of striking out five years and substituting
threo, ob tho term of the Librarian. -
The motion was dobated, and agreed to.
Tho Benato then resolved itself into committeo
of tho whole, and made tho amendment as indi
cated. .
The report of the committee was adopted and
tho bill passed finally.

Mr. Byerly, a. petition for the creation of a
Bavinga bank in lVcstmoreland county.
Mr. Cook read a.bill to incorporate the Mount
Pleasant Savings Bank.
Ocean Penny Postage Meeting?*
A large and intelligent meeting of the friends
of a uoivejsal system of ocean, penny.postage
was held last evening, at the Musical Fund Hall,
A number of ladies contributed to the brilliant
appearanceof the assemblage. Mayor Gilpin
presided, and a number of; well-known citizens
acted as Vice Presidents and Secretaries. . After
the President had briefly stated the object of the
meeting, he introduced Elihu Burritt, “ the
learned blacksmith," and the eloquent advocate
of reform. It is well known that Mr. Burri tt
has been agitating the question of cheap ocean
postage throughout'Groat Britain. Ilia .ration
on this occasion was a most m astcrly effort—the
finest argument upon thequestion, to.which we
have ever listened. He sought to establish' two
grand pointsEiret, that a nniversal system of
cheap ocean postage was practicable without in-,
flicting any loss of revenue upon the govern
ments .agreeing to supportit; and seoondly, that
it would be an Immense blessing to mankind..
The first portion of his speech was severely lo
gical, laying a solid foundation of argument;
and the latter part of it, in which he enlarged
upon the Utility of cheap ocean postage in dif
fusing civil and religious freedom, was stirring
and vivid. ' In the course of his effort,. Mr; llur
ritt gave an. account of the prospects of the
cause in England, showing that the present posi
tion of affairs was favorable to the desired re
form. ~
At tho conclusion of the learned blacksmith’s
oration, a memorial was read, and adopted by
the meetlogi addressed to the Senate and House
of Representatives of the United States, setting
forth . tho practicability and benefit of cheap
ocean poßtage, and nskiog an early .consideration
of the subject. .These wero.tho only proceedings
of 1 niportance. Mr.:Bnrritt’s rdratiou was the
event of the evening. ; Tho nndience was of a
very different character from those which usaal-
Jy attend our public meetings. The attention
paid throughout, demonstrated 'tiie intelligence

Tire Sasdwich IsMKns.—The latest intelli
gence from these Islands tells tho same tale of a
mired feeling respeoting annexation which oth
er arrivals have bronght before.
The whaling fleet have all assembled iat their
winter quarters in Honolulu. They have had a
bad season; their oatohlngs ainonßting to a little
more than one balf only of list season. There
ore about one hundred whalers in tho port, with
on average of not, more than seven hundred bar
rels each. .
Much improvement is manifested in theisinnds,,
especially in/those ports that foreigners visit.
Agriculture is muoh attended to. Indigo will
soon be a profitable crop. Wheat is being raised
in considerable quantities. One district in the
island of Maul has raised, twenty thousand
bushels this year. ’Coffee,' Sugar, and tobaoco
are yielding abundantly. The production; of uu
gar this year, in the islands,‘'will amount to three
thousand tons, and that of coffee to : one hundred
and .fifty. An energetic, industrious, and enter
pnsing'population .would. sdon-Tincfease 'these
crops. A number of fmo stores, and a steam
flouring mill, are in processUf emotion, built of:
the ooral rook. This is some progreßS for a na
tion that killed its European discoverer less than
