The Washington Union, of the 26th instant, has received evidence from t Eavana, which places the matter beyond a doubt, that the Ap prentice system is to be established in the Island of Cuba, under the protection and sanction of Spain, Prance and England ; and the slave trade revived to supply an increased number of slaves for tea years servitade each. The result, and evident design of the scheme is to .Africornize the Island of Cuba ; and in the end to produce a nation of negroes, almost within sight of oar Southern States. It is a blow aimed at the Uni ted States by some of the monarchies of Europe, , - as mea n and creel towards the African race, as it is insolent and hostile towards our country. The Masi* Gulf is nearly half surrounded by ' our-territory, and its islands are to be covered by a negro population, to prevent our acquiring them; to incite and favor slave insurrections In one Sotithiri States; and to transfer to this continent a large portion of the African race, to be the troublesome neighbors of the Great Re public. It is casting defiance at the re-announce ment of the Monroe doctrine`by our President; and it is probably designed as the beginning of that straggle between our free government and the despotic governmentsof the old world, which has long been predicted. England shows her appretdatiOa of ourstrength for that struggle, by calling to-her aid Prance as well as Spain, be fore filtaittriltatt the feet blow. &add ittla scheme be allowed to succeed, the next step will - be tn .- African's* Mexico,. through the same slave trade agency. OCTOBER 27 While a tiller of the aoil, we always appre hended "snakes in the gram," and during our editorial career we have a particular aversion to the papers edited by won who do not belong to any party. Under our form of Government, the thing is an anomaly,—it cannot exist. The right is guarantied to every man to entertain his own opinion on political matters, sad the maa who will proclaim that he has no opinion on such matters, is either a fool or a knave, and should not be entitled to the rights of a citizen. We do not wish to debar the right of any man to object to the course of the democratic party. If the lights of the last half century have not boon sufficient to make jt clear to him, we will have to leave him in his darkness. Ascrrant TRION OP vita Vtmauts.—The num ber of ways in which sharpers manage to do fraud the unwary is legion. Yesterday a smart young gent got handsomely caught In one of his tricks, and was lodged in limbo to answer. A young gentleman from lowa, waseonversing with a very pleasant, agreeable young man, near the Galena depot, on the north side. While thusen gaged, another young man came up and offered to sell them a very fine gold watch for sixty-two dollars. The young man from lowa said ho did not want tho watch ; but after some conversa tion his friend said he would like to purchase it, but as it happened ho did not have the money with him—if the lowa gentleman would lend him the money and go with him to the City Rotel, be would band it to him. Without the least suspicion of anything wrong, .the money was handed to the watch vender, and the two started for the City Rote!. Arriving on this side of Cloth street bridge, the sharper die appeared in the crowd, and was nowhere to be found. The young gentleman called at onto at the lileyor's office, and officers were Immediate ly etarted in pursuit. In the mean time, his Honor, Mayor Gray, and the young gentleman took a walk of observation, when with great good fortune they discovered one of the precious youths, and at onto sought en interview, The money was found in his possession, and also some soporific powder which would stupefy n man in five minutes. This is one of the tools with which thcso villains csrry on their work of robbery and plunder. The young man gave his name as• Kirby, and said be was from Buffalo. It is not my'purpose to respend to the (play positions of that - letter,' ,hecause most of them bear their• contradiction.upon its and others are tocitininiportant to.require refutation ; and also accoutre, while, in severer phrases of it, ad- Mitting your implied obligation,,_ as a man of tienor, to act in accordance with the known poli ey of the 'administration, and, moreover, recog nizing the propriety and justice of that policy by declaring that , you yourself deprecated and endeavored to prevent the divisions now existing in the Democratic party in your State,, you nev ertheless Indulged in a tenor of remark, as to various relations.= the subject, which nut only. impugns my motives, but indicate an attitude on your.part wholly incompatible with harmoni ous co-operation between us, and the, proper bonduct of the business of the government. One suggestion appears In your letter which demands animadversion. Yon allege, by impli cation, that I have desired you to appoint free- Boilers to office, and, in doing so, you strangely misunderstand oinrisinterpret my letter of the Ed instant. I neither entertained nor expressed any snob desire. It has been my pleasure and my duty, not to inquire into the opinions which may have been held by yourself and others tut far back as the - year 1848, but to regard the claims to consideration of all who have acted with fidelity to the principles and organization of the Democratia - party since the Convention et Baltimore in 1852, and those only.. And with these views, I must condemn your course when in this letter you inform me that you haie se looted froe.soilers for office, withcruthaving given me the notice of the feat, which would have ena bled me to withhold my approbation from any such appointments. I will add, that the impu tation that I have required you to actwith refer ence to controversies of a local or State char acter, is wholly gratuitous. My letter was in tended to guard you against distinctions between Democrats, founded upon local politica and local divisions. The concluding portion of your letter has left me no alternative,' but to lay •tbe whole matter before the 'President, and take his direction con cerning It. You assume that in relation to certain things you are to receive instructions from this depart ment, and in others that yon are toproceed with out, or contrary to, such instructions. This can not be admitted' in any branch of the public ser vice ; for where the department is not expressly empowered to give instructions to snbordbuttes, it has the authority to do EN as inherent to the power to remove a refractory officer. You also assume that you are to appoint the various persons la the Custom-house—some, as you admit, subject to my approval, and others, as you seem to conceive on yew' sole authority. cannot but regard it as singular that s gentle man of your legal requirements and experience should have fallen Into such error. The Consti tution of the United States has empoweredCon gross to confer the appointment of Inferior °S oon "in the President alone, in the courts of law, or in the hands'of departments." Congress has not attempted, nor, if It had, could it have effected, any modification of this provision of tits Cnixstitntion. Those who are employed under yon in the =S. tom-home do, both by the Constitution and laws, derive their appointment and their authority as public officers, from the Secretary of the Tres sorry alone.
