It has been unfortunate this time in its selection
of a point of attack on tho administration. It
has taken the Austrian side of the question in

The Herald oleo hart been unfortunate in the

bright business thoughts. Speaking of the Ilea

Speaking of the river it says, it " has been

Tin CLEARING 1101/3E.—The Banks of New
York have instituted, for the purpose of making
their daily exchanges, what they term a clear
ing house:" which Is opened at No. 14 Wall
street. The Courier and Enquirer asps that the
system greatly facilitates exchange, and will
have the effect to economies time and labor on
the part of the Banks that come into the measure.
It will have another effect which was cot fully
anticipated. viz : It will be the moans of cur
tailing further the Loans of the Banks. The
curtailment already made since August 6th, is
about eight millions seven hundred thousand
dollars; but this reduction will probably go still
further. Notwithstanding the publication of
the Weekly Reports, and the necessity felt by
nearly all the Banks in showing themselves as
strong as possible, the plan of daily payments
of balances between the Banks has not been
strictly adhered to. Many have deferred until
Friday the Statements, in order to avoid much
unnecessary transportation of coin. Now the
ease is different. No indulgence is granted.'
Bank A does not indulge Bank B or C for three
or four days in discharge of balance due. All
balances must be settled each day, at a fixed
hour.
It Is understood that for some weeks past, as
previously, the Banks were in the practice of
discounting to the amount of their receipts for
the coming three days. A Bank would on
Tuesday, as a discount day, sum up its receiva
bles, due on Tuesday, Wednesday and Thurs
day, and feel authorized to discount that sum or
near it.
The discounts of Tuesday will ho considered
as cash on that day, and cannot be immediately
compensated by the payments of Wednesday and
Thursday.
The result will therefore be, probably a fur
trier redaction to the extent of three or four
million), of dollars in the line of loans and die
counts.

national doctrines. He is preparing himself for Eldd k

says, will be a tuuniltoes one,) readpto stand by
Democratic measures from whomsoever theymay
proceed, and willing to lend'an honest rapport
to all the Democratic; measures of the national
administration. As a national man, hewM stand
by the President in all national measures, and
support the principles laid down in the Presi
dent's inaugural. This is what he wrote to Gen.
Pierce, and this is, probably, all he meant. As
to pledging himself to vote for all the nominees
to office, the thought never entered his mind,
and the Detroit free Press of yesterday said so
in as many words. There are some appoint
ments to office which, I feel sure, Gett. Cue will
vote to have rejectsd.
It is a great mietake to believe that the Me
rlon of France was over offered to Oen. Cass, or
that be ever wrote to Gen. 'Pierce that he could
not accept office under him. Until very recent
ly, there has been no communication between the
President and Gen. Cass whatever, and conse
quently neither offer or declination of office.
Certain it is. however, that after all said and
done, the offering Of the mission to France to
Gen. Cass would have been considered an insult
to Gen. Case and his friends. Not having been
coneulted in the formation of the Cabinet, Clan
Cass is not the man to have accepted the com
mission.
A rumor has reached here, from Dibisissippl,
that it is currently reported there, that General
Case does not wish Gan. Foote to hereturned to
the Senate of the United States. I can give this
rumor a fiat and unequivocal denial. General
Cass does wish Gen. 'Foote to come back to the
Senate, and while .I write, Gee. Foote is proba
bly in possession of the evidence of that desire.

of fighting men and rowdies who attended the

mitted a gross outrage at Doeton Corners. It
appears the express train does not stop there,
and because the conductor refused to land them,
a number attacked a brakeman, threw him down
and held him, while the others detached the lo

was under great headway at the time, and the
engineer did not discover theloS3 until away from

among the traveling passengers. who were fear

went to the spot selected for the sickening exhi

make the necessary connections, and were de.
