Mr. Warner, Chief Engineer of this railroad,
his published his report of the completed sur
veys; by which it appears that the whole road,
when completed and in running order, will cost
not less than $2,750,000. The whole amount of

road is $160,200. Butler county has subscribed
$250,000; and Lawrence county $300,000; ma•

think, and firmly believe that if that simple ques
lion were firmly proposed to the people Of this
Commonwealth, they would promptly and with
out hesitation decide in favor of a prohibition of
the liquor traffic. But, the question is one that
must bo proposed in the abstract. It must come
before the people pure, and from clearer bands.
It must not be made a question of political strife
It must not be proposed in one place by the
Whig party, in another by the Democratic party,
in another by the Free Sellers, and in another
place by. the Natives. If so, ittwill have its
opponenta in them all. Political' parties cannot
be arrayed on a pure question of morals. We ;
have good moral men 'of all political opinions ; .

tbo best , Maine Law men were defeated, while
others of doubtful reputation wore elected—not
on account the cause, but on account of the

This paper, purporting to be *resentment of
the Grand Jury of Allegheny County, and no
doubt intended to influence persons voting at the
election. was signed by John Alexander, Fore•
man, who is an active whig politician, and was
oho signed by others of different political faith.
By whom it was gotten up I cannot say ; nor is
it necessary to Inquire. Bata more unblushing
and infamous piece of falsehood never was pub-
Balled in any political campaign. I cannot be
lieve that nil of the Grand Jurors who signed it
did so of theirown knowledge. They must bare
been misinformed by the man or men who got It
up, and signed It as many men sign petitions for
pardons, &c., on the representation of others.
They say in that paper that "for the last flee
days we have been engaged in the capacity of
the Grand Inquest, sitting In and for the County
of Allegheny ;—that daring that time we have I
found upward' of 160 true bills of Indictment ;
and, at the very lowest calculation, four-fifths
of this number are tho result, either directly
or indirectly, of use of intoxicating li
quors."
Now, Messrs. Editors, I have nothing to say
against the proportion as assigned by them. I
believe that the abuse of liquor is the source of
the vast majority of crime. Bat upon an exam
ination of the record I find the statement so
brazenly put forth, so terribly false, that I mast
even doubt their conclusion. I leave with.you
a statement showing the kind and number of
offence!), on the criminal docket, up to the Mon-
day after this publication was made; and 1 re
fer to the docket, to which all may have access:
and it will show that on Monday the 10th inst.,
there was only 127 cases on it. And of thial27

The accounts from Constantinople of the 16th
September, holeever, statedthat the proeasion
of the Bairam, which it was thought would give
occasion to a popular demonstration, went off in
perfect traqquillity : Extensive precautions were
taken, and the garrison and police reinforeid by
strong detachments of troops and peace-officers.
The crews of the ships in harbor were confined
on board their vessels. Farther accounts stated
that the Mamas (who bad waited on the Sultan,
clamoring for Instant war with' Russia) had. re
voked their declarations to the people, in conse
quence of arguments of the Schalk-it-Warn.
The greatest consternation prevailed among the
Christian population, and it appears that it was
the French minister who first proposed to call to
their assistance a portion of the allied fleets.
Another unfavorable feature was the demands
being pressed,upon the Turkish, government by
the Austriatienibassy forindemnitiesfar lessee of
property sustained by Austrian subjects on
Turkieh soil; These demands amounted to
large sums,' and would - much. complicate Politi
cal affairs
The preparations for war were, in the mean
time, no ways detayed. The Egyptian contin
gent-of 16,000 'fun had marched for Varna.
The Parte was also concentrating an army-of
100,000 men on the frontiers of Persia. The
Persian and Ottoman soldiers fraternize, and
large numbers of refugees, Hungarian and Ital
ian, had joined the army.
The Russians also were pouring frost' troops
into Southern Russia, and evidently preparing
for a protracted campaign.
The Emperor of Russia has arrived at Olmutz,
-accompanied by Count Nesselrode and the Grand
Duke Alexander. Nothing bad yet transpired
regarding the conferences to be held with the
Emperor - of Austria.
The news of the rejection on the part of the
Czar of the modifications of the Vienna note be
came publicly known on the 16th among the po
pulation of Constantinople. It produced a pro
found impression, but there Was no far of a
popular rising. A special Cabinet Council was
Immediately convened, under the presidency of
the Sultan.
The most recent accounts from Constantinople
and Vienna were thought to be more favoralale.
The war and peace parties in the Divan were
said to have come to a temporary understanding.
In London an impression seemed to prevail
that peace might yet be preserved. The union
is getting too advanced into winter fur hostilities
of any extent to ho commenced, and before the
opening of a spring campaign, many months will
necessarily elapse, which may ba turned to ac
count by the diplomatists.
Accounts from Alexandria to the 19th of Sep
tember, state that Abbas Puha, had issued an
order prohibiting the export of grain from Eupt
from and after the '2Bth September, but en the
representation of the European consuls the pro
hibitions may be delayed until the 30th Novem
ber.
The ex-Queen of the French, the Prince and
Princess do Joinville, who embarked from South
ampton on the 25th silt. for Lisbon, had landed
again on the 26th at Plymouth, in consequence
of the illness of the Queen, Maria Amelia.
The Hungarian deputation presented the
crown of St. Stephen, with the other regalia, to
the Emperor of Austria, of Vienna, on the 20th
September. The deputation was beaded by the
Archduke Albrecht. It was noticed that in
mentioning Hungary the Emperor spoke of it
In the old ante-Schwartzenber style, as a king
dom.
Accounts from Madrid speak unfavorably of
the probable duration of the uew cabinet. One
of its first measures was expected to be the re
call of Marshall Nereus.

Mr. John Lea, of Cincinnati, in a long com
muoleation to the Gazette, states, as a fact, that
"cholera never becomes epidemic-in any district
or city whero rain or pure softutater is used."

past, not one *ell' authenticated fatal case of
cholera has occurred where rain water was ox-
exclusively used.
From the let of August to the 711 lost , a pe
riod of nine weeks, there were 1,130 deaths in
Mobile, of which number 814 Vero from 'Allier
fever; 785 occurred in the four weeks of Sep•
tember, and 11 on the 7th last., of all diseases.
For the first week of the present month there
were GO deaths, Including 3_ from fever.

There was a mere hall storm at Lexington,
Ky., and vicinity on Sunday trot. which did con
