Am To SUFFWILEILS. —Six hundred dollars has
been contributed in Reading, in aid of the sat
lerera by Yellow Fever, in New Orleans.
ZSLIENOPLE PLANK ROAD.
On Tuesday, a large number of the citizens of
Yitteburg,h, in company with the President and
Secretary of Oi s e Zelienople Plank Road, took a
trip over it as tar as Zelienople. The road com
mences at Perrysville, and is built and graded as
far as Harmony. The grado of the whole road
is three degrees, and the curretures and build
ing are Superior to any other road in the coun
try.
The -great perfection of the work is mainly
owing to the enterprise of the President, Secre
tary andiEngineer, Messrs. ZEIGLER, Lewis and
Ihtaans, who have spared neither time or • mo
ney in bringing it to its present complete state.
To them it is an enduring honor, and will last as
a monument to their enterprise long after the
present generation have passed away.
On Tuesday evening a large:meeting was held
at the town hall. It was organized by calling
Mr. - Ktturrsratcs to the Chair, and appointing
several Secretaries. After the meeting was or
ganized, J. B. Borten, Esq., of our city, made
atteloquent speech, descriptive of the geography
- of Butler county, and the immense advantage of
the road. He was followed by Dr. BROWER, of
Prospect, who made a most eloquent appeal in
favor of the road. After the Doctor had con
cluded, Hon. Taos. M. Hows was called up, and,
although laboring under severe indisposition, be
delivered a short speech, which was hailed with
theivarmest applause by the audience. He was
followed by our fellow-citizen TAIIS3 CALLAN,
Esq., orbiii, notvrithstandingdlis natural and na
tiottsOlffidenee, made a most excellent speech.
Ifitighost story,iilustrating the necessity of every
person along the line subscribing for the stook,
will long be remembered by the citizens of Zelle
inple. At a :tal of the meeting Mr. Ftsmtntx,
and Mr. Ftesrmso, ofour count*, spoke in warm
praise of the enterprise. The mooting was
clamed with a speech from ARRAN Zeratzn, Esq.,
President of the road, which brought the audi
ence down with most rapturous applause. It
was the most exciting speech of the evening,
and proved conclusively that the heart, soul and
means of the good old man are directed to the
completion of the road.

the:More eertnin education of the colored chil
dren" of - tiur city. .'lhotichool law requires that
provisions 'shall be made for the education of all
children. Hitherto the colored children have
not been provided for as fully as should be done.
Most of them residing in the 6th and 7th Wards,
it is urged that the deity falls heavily on those
wards;,Whilst •the other•-wealthier--wards,- that
have the benefit of most of the colored labor,
are exempt from the burden ; except as far as
the school boards - choose to contribute to sup
port colored schools., _
At a meeting of members of the school boards
of the several wardayesterday, L. R. Livingston,
Esq-, from a committee previously appointed,
reported a plan for the more equal distribution
of the burden, and more full provision. The
plan proposes that an act of Assembly be pro
cured, authorizing the School Boards of the
several wards to elect one of their number, who
together shall constitute a general hoard for the
city, to make such provision as the law requires,
for the support of colored schools, and to assess
such additional tax as may;bo required.
As the present law requires that provision be
mado for the schooling of these children, it is
now merely a question as to the best mode of
doing it, and equalizing the burden. Unless
separate sehoole are provided, they will claim the
right to enter the public schools with the other
children of the several wards ; and oven at this
time a question of that- right is pending before
one of our courts. A colored parent claims that
his children shell be admitted to the First Ward
School. Tho Directors refuse them admission ;
and the parent appeals to the Court. A decision
is soon expected.
This fact shows that some plan must be adop
ted for the education of colored children by them
selves, or they must bo received into the public
schools with the white children.

We regret to have to announce that the above
named gentleman has withdrawn his name from
the county ticket, as canjidate for Surveyor.
His letter, which we publish below, explains his
reason. We know that the Colonel's business
-Engagements are such that ho cannot hold the
office. The Conuty Committee have substituted
the name of Nathaniel Patterson, Esq. A first
rate name.
IVe would have been pleased to see the Colonel
walk over the track for some office. Ilia race
for Congiess last year shows what the people
think of him. Mr. Patterson is a good man, and
the Democrats will do all their duty for him.
Col. Gibsou's letter, addressed to the Chair
man of the Committee, is as follows:

ter repeated declarations that I would under no
circumstance be a candidate for any office what
ever, I find that I am placed in nomination for
the office of Surveyor. If elected, my other
engagements would preclude the possibility of

day, referring to the commnuleation of "A Citi
zen," who urged the necessity and advantage of
a better attention to the streets and sidewalk!,
must meet with the approbation of sensible pro
perty-holders and citizens generally. But you
do not, I think, make the most important sug
gestions of your correspondent sufficiently pro
minent. Ile, with reason, insists more particu
larly on the permanent improvement of the side
walks; and he justly attributes a large share of
the bad reputation of our city for comfort to the
unsightly and twisting cobble stones that are so
freely used in sidewalks. lie calls attention to
the numerous cobble stone pavements in front of
Idiery Stables, and at the end of private alleys;
and these not in by-streets, but upon our lead
ing thoroughfares. Take Smithfield street, for
instance, where the sound of the church-going
belLs call thousands forth on the Sabbath, and you
find long stretches of pavement, only fit for hor
ses and swine to pass over. Take Third and
Fourth streets, both considered busy streets,
and you find a great portion of the sidewalks
covered by the miserably uncomfortable pebbles,
which ought to be used only where the constant
passage of heavy drays and carts require gre a t
atrength•and durability.
I object, however, to the special mention made
by "A Citizen" of the mud puddle which for
many years has remained opposite to the door of
the Journal office. The able articles in favor of
city improvement which the Mayor of the city
has written and published in that office, ought
to have exempted him from any reflections or
criticisms.
As your correspondent does not, however, re
commend any efficient measure for removing
these grievances, I would respectfully ask if in
your opinion such a remedy may not be found by
a modification of on existing ordinance respect
ing oartways and footways.
The 4th section of this ordinance, passed the
14th of December, 1816, is in the following
words, viz:—" That where any private cartway
leading from the street to any yard, storehouse,
stable, or other- building, shall cross the foot
way, said footway, where it shall be crossed,
shall;bepaved at the expense of the owners, either
with round stone or with hard bricks, placed on
their edge," &c., &c.
As hard bricks placed on edge will make a
very durable pavement, would ii not be well to
have the above ordinance amended by striking
out the words " with round stone," and also by
inserting a limitation on the amount of pave
ment—that may used as a cart or carriage way
across a footway, &e.
Ten or twelve feet in width, will surely be
sufficient for the accommodation of any livery
stable or private alley. But look at the cobble
stone sidewalks of Third and Smithfield streets,
andjon find twenty, thirty, and forty feet in va
rious places, have been seized upon and appropri
ated to the use of horses. &c.

There is considerable tightness fu the money
market of Pittsburgh. We _believe, howeyer,
it will soon be relieved to sortie extent, as - the
fall trade is opening pretty bilskly;,and ye may
expect before log a rise - el the river sufficient
for a coal boat run: A Terge amoint of capital
is looked up in that trade. A successful run,
and its large returns, would make money more
abundant.
Our merchants have large stooks of eastern
goods, and Pittsburgh manufactured articles on
hand, and are • prepared to do a large business
this fall. Probably their stocks were never lar
ger. But a higher river, with consequent re
duction of freights, is waited for to encourage
large shipments westward. There is considerable
activity on the wharf already; but three feet
more water in the channel would soon line the
wharf with large steamers, and cover it with
merchandise for shipment. And the returns will
•
make money more plenty.
The financial condition of our city still depends
very much on the state of the river; though
considerable quantities of goods are forwarded
by railroad. When all our western railroads are
completed, we may look for more activity in
business all the year round.
Considerable quantities of flour and other pro
duce are arriving now ; and our dealers are evi
dently watching the eastern movements, with
great anxiety, fur indications of the probable de
mand for breadstnffs.
The last news by the Arctic brought down pri
ces considerably. We heard of transactions in
flour here, on Wednesday, at prices from thirty
five to forty cents per barrel lower than the
day before.
We would advise caution for the present in the
grain trade. The extent of the European de
mand is about as uncertain as the result of Eu
ropean diplomacy on the Eastern question. Wa r
and famine together in Europe would maker a de
mand for all the food we could spare. But both
are doubtful.
There is another reason for the uncertainly
The French government, through its journnle,
denies the shortness of crops in France; yet,
at the same time, is buying largely from all
quarters, and reducing the grain tariff'.
A few weeks more will reTeal the extent of the
demand , and if great, then look out for a pinch
in the money market for a time ; ae all capital
will be absorbed in the grain and forwarding
business.

It is said that the general business of New
York city was never more flourishing than at the
present time. The World's Fair is attracting
vast crowds from all parts of the country, and
money, drained from all quarters, is pouring in
to the ample pockets of the Gothamites. It is
supposod that oue million and a half of strangers
will visit the Crystal Palace In two years. If
each spends ten dollars in the city, (1 moderate
estimate) it will amount to fifteen million
dollars.

The cheap, quick and safe transportation of
cattle and hogs by railroads, is a great advan
tage to the farmers of the West. It greatly in
creases the returns for their stooks sent east
ward. The exteUf the eastern demand may
be judged in tome measure from the fact that
ode hotel in New York city consumes a thousand
beer cattle, besides other meats, In a year.
There is no news of special interest relating
to money matters in Philadelphia. The stock
market on the 20th inst., was well sustained,
add some fancies slightly advanced. The pro
vision markets both in Philadelphia and Balti
more were unsteady, and the tendency slightly
dgweiward, since the arrival of the Arctic. A
dcicline of 25 cents per bbl. on flour in Bahl
mere on the 19th. Sales at $5,87i, as per tele
graph news.
At Daltimore on the 20th the stock market
was Teti' active. The Baltimore and Ohio R. It.

The London Times has a summary of the causes of the
tightness in the London Money market, based upon the fact
that a constant drain has been going on in the specie of the
Itank amounting to over $22,000,000 in 12 months. 1. The
A nstralian trade. 2. The rise in wages. 3. The increased
el uulation to meet therise in the prices of labor sad com
ittoditlea. .1. The Chinese rebellion, and consequent hoard
ing of specie by the Chinese. 6. The Turkish trouble, and
movements of artnius on the continent. C. Tho foreign un
dertakings dependent on British capital : and 7, and lastly
the deficient harvest at home, and in France and Italy. All,
or nearly all„ those are regarded as temporary. Of the har
vest question and grain speculation, at Ix remarked that
, owing to the want of comprehensive statistics, no reliable
opinion ran be formed whether they have yet been carried
beyond proper bound," but the writer thinks there are al
ready signs of latismding losses.

might drop you a few lines from lowa.
I had a very pleasant journey from Pittsburgh
here, via Chicago. The weather, Rail acid other
roads were all floe.
The time from Pittsburgh here uly three days,
and in a few month, will only be from 3G to 38
lours, on excellent and well conducted Railroads
all the way, with very comfortable cars. Daven
port and Rock Island seems to Le increasing in
improvement nod population, and the country
round on both sides of the river is improving in
the various branches of agriculture, and in popu
lation—more rapidly than 'the towns (I should
say cities.) I took a ride up . to the town of La
claire and Fort Byron„aad find very consider
able improvement in these places and their
neighborhood I got an excellent dinner at the
house of a friend, who is one of the best physi
cians in the country, and learned from him that
the towns of Laclaire and Fort Byron had been,
for the several years he had been practising,
the most healthy places in the United States.
lie told me the principle resource of the
Faculty Ira; the Accoucher Practice , Indeed,
be remarted he would not remain in Laclaire as
a medical mall a month, if it were not for the
eupport and prospect he has in that branch of
his profession. The people of lows and Illinois
seem almost wad with the Railroad mania, and
it does seem to he highly proLatile that a Rail
road will be mile from Dsvrttport to Council
Bluffs, with branches from Itluscatioe, Laclaire,
Lyons and other points. I met the very t flleient
and clever, intelligent gentlemen composing a
Committee from Warsaw, who seem to be very
sanguine that they will in a few months effect
arrangements to construct n Railroad from
Warsaw to Port Byron, Illinots, which will open
an avenue for commerce and trivet from St.
Louis, or rather from Cairo to Chicago, New
York and thousands of other business points.
This Railroad runs immediately along the two
Rapids, and will largely increase the business of
St. Louis, as well as the cities nod country at all
points of the compass. It will pass through a
country as productive as any in the world, will
command immense mineral resources as well as
a large portion of the trade and travel to and
from the valley of the Mississippi and Northern
Lakes, and will also ere long command a por
tion of the trade that will come through this city
from the Pacific.

lowa seems to be one of the most flourishing
States in the Union, and is milling rapid strides
towards greatness. Indeed, to me it seems more
like magic than reality; looking hack a few years
whets there W . 1.9 not a white man, woman or
child In the whole territory, and now we see
thousands of large, well cultivated farms, richly
rewarding the industrious lords of the soil, and
their families with health, wealth and prosperis
t y.
Hundreds of flourishing towns and villages
springing into existence, and rapidly extending
in alt directions, and severs, beautiful grown and
growing cities,that have in them the men, means
and resources that have made them and will
make them attract elements of prosperity. In
deed, several of those points have such immense
resources and elements of prosperity, that men
of the most moderate capacity may foresee the
advantages of the locations.
The extreme southern point of the State has
a location very favorably situated, on which is
built and building several towns and a city (called
Keokuk). There is in this point about one hun
dred and nineteen thousand acres of land, called
the half breed tract," which, unfortunately,
has a withering curse entailed on it by a set of
unscrupulous designing land sharks, who, by
money, agents, scheming, misrepresentation,
fraud, &o. procured a decree of Court to make
ONE HUNDRED AND ONE SHARES, when it
was well known and certain to every intelligent
man acquainted with the facts of the case. that
there was not THIRTY honest legal or equitable
claimants to the " half-breed tract," and what is
strange, the schemers did not recognise in their
bungled decree the whole number of honest
claimants. They did not, it would seem, regard
the, County Records, and failed to name, notify
or recognise some of the most widely known and
clearly legitimate claimants in the tract, and
have continued to persist in the fraud from 1841
to the present day. Therefore, no man eau, by
any legal process yet attainable, have a clear
title to one foot of that whole tract, nor to a lot
in either city or town, on it.

The Boston Medical and Surgical Journal
says that there is a man in Fairhaven, Mr. Jas.
Webb, aged LS, who, from infancy, has lived In
a state of perpetual thirst. Under ordinary dr
cumetauces, three gallons of water is rather a
abort daily allowance for him, and It would be
impossible it seetiis for him to live through the
night with leas than a pailful. With this
amount of oold water daily poured into the
stomach, Mr. Webb has been In good health and
spirits.
It is stated that a large number of Southerners,
who have been sojourning at the North, have set
out for New Orleans, within a few days. Many
families, from the various hotels in New York,
started on Monda, As the Now Orleans pa
pers have warned them not to return yet, they
will have only theme/yes to blame should they

majority of the southern democracy, under the
name of the 'Southern Rights' party, took a bold,
stand against acquiescence in those measures.
They denounced the compromise-as a fraud and
insult to the south; the very name of compro
raise was rejected with scorn and loathing ac
quiescence was called baseand ottwardly.submis
eion to intolerable oppression. They were for
disunion and a southern confederacy. Upon
this issue the southern rights.party went before
the people of the cotton states, and even after
it became apparent that their cause was lost,
they fought the battle out with a resolution
worthy of a better cause: but after a fiercely
contested struggle, they were utterly routed and
beaten into the very dim. la the four States
of Georgia, South Carolina, Alabama and Mis
sissippi, out of an aggregate vote of 250,000,
only about 110,000 were cast for the so-called
disunionist or anti-compromise candidates. •
The secessionists arose from their fall sadder
but wiser men, and, honestly admitting that the
edict of the people was against them, they re
canted their treasonable creed and went into the
democratic convention at Baltimore, professedly
prepared to receive and support whoever should
be the nominee of the convention, provided he
was nominated as the exponent of national and
constitutional principles. The antecedents of
the secessionists caused their professions to be
regarded with suspicion by the union democrats
of the country, but recent developments show
that a portion at least of the southern disunion-'
fists intend honestly to fulfil their own pledge of
nationality. The speeches of many of thelead
ing disunion champions of 1850 and 1851 are
now national and patriotic both in letter and in
spirit. The disunion press at the south, with
perhaps a very few exceptions, has repudiated
all disloyalty to the Union, and conventions of
the democracy in the -southern States endorse
the compromise as a permanent settlement of
the slavery question. There is a strong array
of evidence towards proving that the former
disunion democracy of the south now in part
stands fairly and honestly upon the Union, the
constitution and the compromise."
Now, wo fear not to put it to any candid man
to say, if any national democrat could do any
better service to strengthen and maintain his
principles, his party, and to promote the best
interests of his country, than to pursue a course
which the Courier admits has induced a great,
intelligent and influential body of citizens to
abandon all sectional prejudice, jealousy , and
contention,- and to "take their stand falrly.and
honestly upon the Uaion, the Constitution, and
