act of August, 1840, conferring the authority on
him, bat wo suppose it to result from a variety
of provisions; first, from that provision which
forbids disbursing officers from depositing the
pubilo moneys confined to them "in any banir."

the Secretary of the Treasury to transfer moneys
in the bands of any depositor to any other, «at
bin distretion. and as the safety of the public
moneys and the convenience of the public see

the assistant treasurers, as fiscal agents, to per
