THE RIVER aAILKOAD.
' jt jj-jl bo interesting to our citizens tb learn |

*The gap between tho month of the Beaver
river and Weilsville is still to bo provided for.
It la estimated, that it will require about $550,000
to grade, purchase and lay tho iron, bndd two
bridges, and provide tho necessary equipments
fortius section of the road, which will bo twenty*
oao miles ia length. Towards theconstmetian
of this portion of the road, It is confidently
believed that the Commissioners of Allegheny

the Ctommlssionera of Beaver their bonds for
sl<K>,m .These amounts will insure the work

havo it entlrely completed within ono year.
admirable manner inwhioh the Cleveland
and Pittsburgh Railroad baa been managed, is a
sure guaranty that tho river branches will ha
equally well conducted. It is the rulo of this
■■ company to pay dividends '.while their work is.
progressing, which has had the effect of keeping
their stock always above par. To the corpora
tion stockholders they olso pay dividends, the

tire sum of $6OOO was paid over to the authori

her stock or loan of credit to the company, Wo ]
„ ars'nutiiQifeed to say that tire same liberal course
will bo pursued towards the calmly of Allegheny,
If the subscription or loan of credit alluded to la
made.
:Ou their work already finished, the Cleveland
and Pittsburgh Railroad Company declare divi
dends of 12 percent. This year they will .pro
bably declare only 10- per cent, as they have
resolved to reserve a fund for tho purchase of
additional new ; machinery.lf, < therefore, the
grand jurors of Allegheny county authorise the
' Commissioners to" issue their bands for the sum
of $20(1,000, the people will be gainers in every
respect. Iq fact, tho dividends on tho clock,
and the interest on tho bonds, will in a few y care,
amount to $200,000, which will go into the

THIRD WARD.
The-Explanation of the grievances of Third
Ward is an easy one. Be and other members
of the party who have that fine sensitive feeling,
Which will not permit them to attend the primary
meetings, are the persons on Whom the blame
must rest. Tho destiny of the nominations in
• every county iB settied in the primary mootings. ]
• There is, no doubt, log rolling has been resorted,
to before the nominations,. and-this rolling is
done by persons utterly unworthy to direct tho
course of-the democratic party. They have, in
many oases succeeded, hut who is to blame' for
their sucoess if it was wrong? Why, such men
os our friend of the Third Ward, who will sit at
home nnd growl on the night of a delegate meet
ing and ref use to go, beonose John Brown, or |
John Smith, oreome other person he does not |
liho, wpuld probably bo present “Third Ward’* |
those who think with him, have : no: right to i
complain, so longas they absent themselves from
tho primary meetings. There is the place where
nominations ore mode, and a county convention
is s more ratification of a forgone conclusion.
' Qur delegate meetings need reform. At pre
sent they ore held in a very base manner, and
any person who con moke a black mark upon a
• piece of poper is permitted to vote, without any
enquiry cs to Whether he is a democrat or a citi
zen. -This is wrong and eboald be reformed.
Pittsburgh and Allegheny county have suffer
ed too long- under the blighting weight of the
Jmngors on of the party, and this class have re
ceived "bid and comfort” from those who felt
loath to go into o struggle with them. But, if
onr friend of the Third Ward, and other respect
able democrats; will go in manfully at the open
ing of tbs campaign, he will have no causal of
complaint as to the character of oar ticket
