OF EXPLANATION. '
There/an paper - id this bity called the Chronick,
Which has for many years devoted its powers to
a perseeution of the.senior :editor of the Atorning
Popt. The motives for this malignity are a mpg
•_tety •to every!reltder. The • Post has never pia-
Ced . a straw in Its way; it has never treated ite
blickgrutrd attacks in the manner such things are
usually noticed, but penniiteit itio go on regaling
itself on* odor of its oikinlgari' ty. •
The .lest assault it luis '
.made upOn one of the
:editors Of the Post appeared in its columns of
yesterday. The senior editor of this paper is an
applicant for the office of Postmaster. He had
petitions prepared to present to his friends
for their' 'signatures. He made no extraor
dinary efforts to obtain signers, but through
the unsolicited kindness of his friends he will
present one. of the most powerful recommends
lions ever offered to an Administration.
But for this voluntary expression of friendship
on the part of his fellow;eitizens, bola now abu
sed by an unscrupulous sheet.
The whole article to vrhich we refer is a false
hood from the higinning to the close, and writ
ten In a spirit of wanton malice. We regret that
it is necessary on our part to refer to the mat
ter, but the grossness of the falsehoods contained
in the sheet we refer to of yesterday, would be
improper on our part to let pass without notice.
Wo respect Mr: -Anderson as an excellent citi
zen, and esteem him as a friend, but wo can as
sure him that it will do his cause no good for
him to permit his imprudent advocates to belch
forth suoh tow flung vituperation against those
who have never treated him otherwise then
courteously. . •
• The assertion that tbe-terdettg
: this paper
,
took an improper pact in the latettranty pon:
voodoo, is grossly false. If .he said anything*,
alion the subject, wo presume he spoke with the
belief that be had the same rights as any other
<Athen s and the writer of this ,knows that he
avoided taking any active part in this contest or
any other that has Como before the people Since
bolas been recommended for an appointment.—
He has taken no part in any political movement
that might affect his competitors, and he will not
interfere to do anything against them. Whatev
er opposition he may offerivill be fair and open,
and in anything ho may do, the emenitics of so..
del life will never be &ink to the grade of black
gnardism.
THE CO
We are mach astonished that our County Com
missioners have not before this time come up and
piciniiitly subscribed to the stock of the Connells
villa Railroad. The projeet is one of much im
portance to our community and it should not be
permitted to leg behind from °unheard Idea that
the people are not in favor of it.. We have yet
to find the man of any public spirit, who does
not desire the Bond to be built, end ere are con
fident that nine-tenths of the citizens will justify
the Commissions in subscribing the required
amount Immediately. ; It is desired by the peo
ple that they . ,thould act upon this matter at
once, and let the enmities Of the Road know that
the citizens of the West will protect their own in
terests.
The city hail acted a manly part and proffered
half a million to . the improvement. Then, why
shOuld the county hesitate? It cannot be the
reason that they do not know the desires of be
citizens, for almost every man they meet upon
the street will implore them to subscribe.
Thoy should not hold back in this matter or
bo fearful of reproach for performing a duty
which will be of inestimable benefit to their con
stituents. Efforts are being made to turn the
nude from Pittsburgh by various other routes,
and the Connelbsvill Road is the first grand pro
ject contemplated to defeat the schemes of the
enemies of the welfare of our city. Give us that,
and our, irogiits will' be onward—notbing can
stop R. • •
• We, therefore, say again, that wo hope the
COMMiBBl.ot3e29 Will not hesitate to subscribe the
reqpired amount to this Road, and to use oil
their official and potions' Rah:mono to have it in
progress as sontinelpasible.

MES 9. HAILPER S Pnimars : Gentlemen—l
have kin observed in your paper a notice rela

Italy.
Something of the tame kind was brought by
myself to tho notice of Mr. Rowan, of Kentucky,
our Charge,d'Affaires at Napies, in 1848-49.
Ile was very' much delighted with the idea as
then presented; but owing to the revolutionary,
convulsions of the time, the invention lay dor
mant, and I retained the papers relating to it in
my own foesession until my return to Pittsburgh.
In the year 18.50, I sent a brier eketch of pro;
posals, tee., to Prof. Bache, of the Coast Survey,
desiring that the same should, if possible, be
specially laid before the 11. S. Government. ,
For various reasons, which need riot, .now be
communicated to the public, the matter has re
posed until this, moment. But it is, now time
that the claims of the "tulmihator" should be
brought forward among the many startling In
t-endows which are about to change the face of
commercial and International Wen:Curse, and
accumulate their benefits upon the soil of our

TOE CAPITOL FRAUDS.
,The mismanagement of the Capitol extension,
and the alleged misapplication and embezzlement
of the appropriations for the work, gave rise to
a sharp debate in the Solute yesterday. This
matter cannot fail to attract, sooner or later, a
large share of the public, attention. If any de
pendenCe can be placed - in the concurring testi
mony of the numerous witnesses who have been
examined before the Senate's committee of in
vestigation, the country*will be startled by the
exhibition not of a fraud only, but of a system
of frauds by which the treasury has been robbed
of nearly three hundred thousand dollars. We
trust that there is time enough to go through
Sidi the investigation and to sift the matter
'thoroughly before the adjournment of Congress.
' In the remarks we lilac made on this subject,
it has not been onr purpose to cast unmerited
censure on any one. We hope that the testimo
ny sill fasten on each individual his duerespon
eibility, and acquit each of everything of which
ho may be Innocent. Ono witness, we under
stand, teatifies to improper conduct in giving
out, the .contracith., yid subsequent improper
measuremenkby which vast= same were wrong
11111y taken from the treasury and applied to
private uses. But we think it right to state that
the superintendent; who stands charged with in
numerable instances of embezzlement, was not
apPointed by the tur, bitect. Wa have been in
formed that the architectotdeoted to his appoint
ment, but without exalt sad that be was ap
pointed through the partiality of Mr. Fillmore,
with whom ho was a great favorite. According
to the witnesses who have appeared before the
committee of investigation, the superintendent
permitted tho use of the labor and materials of
the government for private purposes; that ho em
ployed laborers at high wages, requiring them
to par over to him a large portion, and permit
ted such laborers to charge for daye and weeks
when'they were not at work, he receiving hie
share of the improper allowance. According to
the witnesses—and they make no secret of the
testimony they have given—Mr. Fillmore'. fa
vorite superintendent need the power of his po•
altion to meddle actively in elections, and to in
terfere tyrannically with the political rights of
the government employers under Dim; and actu
ally went so far as to attempt to raise a mob to
ltuniltSenatora and Representatives because they
condeinied the work which had been executed,
and opposed the appropriation of half a million
for its continuance. In ordinary times such de
velopments would electrify the nation; but under
the role pf Whig patriotism and purity, the pub
lic mind hairbecome so accustomed to reckless
ness, iinefticiency, corruption and fraud, that
nothing but some great out rage can produce
feeling of surprise. No partycver exceeded the
'Whig party in pharisaical professions of virtue;
but the experience of the last threo years has
taught the people to estimate those loud profes
sions it their true value, and within a' ew days
the Whig party will go hence covered with mer
ited disgrace. • •
