There bills, if presented at the counter of the
Eastern banks, from which they are issued,

The interest of the whole country is in danger
by this new Sandy Hill system of banking and
ballooning. In this way banki always over is
sue. They have every inducement to do so,
when not restricted by stringent legislation.
The only plain course to be adopted is, to re
fuse to twit* them in New York, and thus to
compel the parties who bring them to get them
exchanged at the brokers This would prevent
any issue being made hero.
The London Economist, just received, reveal,
to us an extraordinary speculation in floor and
wheat entered into by Louie Napoleon and his
finance minister, M. Fould. For the last three
years, France has been the principal market
from which Great Britain drew her supplies of
foreign wheat and flour. Peering the effects of
a dearth of food on the minds of the French pop•
illation, the government of France have contrived
to prevent the exportatl . on of her produce, not
directly, but by means of operating on the am
tete of : Ragland. Her efforts have been to.de.

land, to keep prices down there, so as to prevent
any foreign demand happening to France.
To have imported directly into Franr.e was too
expensive on account of the high duty, but no

less rise all the higher, if the deficiency in the
year's harvests on the continent of Europe, be es
great as Is reported.
That gradual restriction in the consumption
which obtains by a gradual use In price, is pre
vented by such en interference, which, when it
ceases, cannot fail to reset powerfully in en op
posite direction.
The loss hitherto, by this extraordinary mea
sure, is calculated at £lOO,OOO sterling, which
ka small amount for any political object; and

of the government in the railroad shares, and
public stooks, by which so many private specn-
latore hate' been =iced. lur the: government
played with loaded dice, they were sure to win.
The real state of the European-markets„re
veiled by the discovery of this proceeding; ap
pears therefore more favorable to our own mar
kets. If there is • real dearth in Europe, prices
cannot be much longer depressed, and a large

for.
