The Senate is not so fortunate. Some of the
Senators of both - parties are yet absent, arid'
though each party c u lled a caucus , this evening,
they have been postponed, and willprebably be
held to-morrow morning . What th e result will
be it is hard to tell, though appearin : cies seem
to favor the supposition that Gen. Wm. P. Pack
er, of Lycomirtg, will be the DemOoratie candi
date for Speaker; indlehri H. Walker, of Erie,
the Whig candidate.. The election. of coarse
depends upon the vote of Mr Hamilton, of
Philadelphia county, .
great doubts are now anniii' mined by both par
ties as to the course he' will pursue. He has
heretofore promieed, or openly declared, that
he would vote for Gen. Packer for Speaker, but
I am now informed that he stubbornly refuses
to answer any one of our party, when interro
gated into hie vote. The whole matter, se far
sa the organization of the Senate is concerned,
is now enveloped in a sublime mystery, or glo
rious uncertainty. . The most probable presump
don 118 that the " Native " is now in the mar
ket, and voting for the highest bidder. Who
ever heard or knew of one that was not, or the
Native party that was not, when circumstances
would give the opportunity P The sixteen
Democrats and sixteen whip of the Senate
should, in view of this state of things, make some
reasonable division of the offices, and go on to
organize and commence the business of the
session
J. M. Sullivan of Butler, will probably be the
Whig candidate for chief clerk, and Dr. Patrick
of Fayette tbe Deniocratie candidate. Who will
be elected Is another matter.
CoL Win. Tack will be the Clerk of the House,
though Mr. Eliot, of your city, is making Dome
show for support in caucus. It is hard to beat
an old officer so well liked as Col. Jack; as long
as his party is in power. The old members al-
ways make the nomination, and it is but natu
ral that they should have attachment for an old
clerk, which will always secure Ids success as
long as he behaves himself as well as Col. Jack
always does. W. 8. Picking will be the assis
tant clerk, but the transcribing clerks will be all
changed, with perhaps one exception. The other
officers of the HO/1110 will also be much changed.

met this morning, and elected Mr. Riley, of
Armstrong, Speaker. He was conducted to the
Chair by Mr. Bonham of Cumberland and Mr.
Acker of Chester, and made the following
very beautiful and appropriate Little speech:
Gentlemen of the Douse of Representative, :
I feel deeply impressed with the honor you
I have just conferred upon me, in selecting me to
' preside over the deliberations of this branch of
the Legislature. I fully appreciate, gentlemen,
the importance of the trust reposed in me, and
entertain a profound sense of the - responsibilities
attached to it. If in the discharge of 'the func
tions of the office with which you havientrust
ed me, I shall fall Into error, as I doubtless will
invoke your kindness to attribute it to an error
of the head rather than of the heart. I can at
least assure you, gentlemen, that I will discharge
my duty and my whole duty to every member of
the. Rouse with strict impartiality.
We have assembled in this Hall, gentlemen,
as the chosen Representatives of the people of a
great and powerful Commonwealth, the second
State in the Republic—a State vast in her mine
ral resources and her agricultural wealth—a
State proverbial among her sisters for the indus
try virtue and enterprise of her citizens, distin
guished. as well, for her love and attachment to
her own organic law, as for her ardent devotion
to the Constitution of the National Union. We
have, gentlemen, delicate and important duties
imposed upon us here. We are the politieal
guardians of her highest and dearestintereste,
and we must cherish and protect them. Upon
our Legislative action here, much of her future .
prosperity and happiness may depend.. May
-we discharge those duties in such a manner as
will meet with the cordial approbation of our
constituents, and at the same time, promote the
general prosperity and welfare of the. Common
wealth.
After pronouncing this speech, Mr. Rhey re
ceived the oath of office from Mr. Acker, of
Chester, who received most of the Whig votes
for Speaker The new members were then sworn
into office, and the House adjourned.
The Senate convened at three o'clock, and the
Secretary of the Commonwealth being introduc
ed, presented the returns of elections for Sena
tors at the election of the second Tuesday of
October last. These returns were opened, and
on motion of Gen. Packer, were read by the
Clerks.
On motion of Mr. Forsyth, the Senate then
proceeded to the eleetion of Speaker, and the
first ballot resulted ea follows, viz—Henry A.
Mnhlenberg received . 10 votes; John H. Walker
16 votes; Gen. Wm. F. Packer 1 vote, and
Thomas Carson 1 vote. Mr. Hamilton, the Na
tive Americlui Senator, TOted-on the first ballot
for John H. Walker. Mr. Wall4ivelted for
Thomas Carson, and Mr. Muhelenberg for Oen.
Wm. F. Packer. Of course no one having a ma
jority of &lithe votes, there was no election.
The second ballot was ordered and resulted as
follows, viz—Mahlentierg 15; Walker 15; Pack
er 1, and Carson 1. The Native Americaa Sen

A third ballot being ordered, resulted in the
same state of chaos and confusion, 'by reason of
the etilence of Mr. Hamilton, and the Senate, on

The Relations of Austria and Engle:ads
'The best news in England from Vienna, be
dente it is considered decidedly pacific, is that
Lord Westmoreland has been officially received
as Ambassador from England, by the Emperor.
Yet the Atlantic's advices, which are the latest,
give understanding of official complaints against
England, from Austria and other despotic powers,
of the protection given to political refugees in
England. with intimations that citizens of. Great
Britain may find It somewhat dangerous to travel
in those countries until these complaints are
duly regarded. The following gives some, idea
of the atate of things between Austria and Eng
land, previous to Lord Westmoreland having an
interview with the Emperor of Austria, on the
13th, to present his credentials :
Vienna, December 10.—Since Louis Napoleon
has become dictator, the hostility to England has
become more strongly pronounced than ever, and
the introduction of a continental system (Terre)
is now openly spoken of as a consummation de
voutly to be wished. The Lloyd of yesterday
contains.an artide on the subject, which deterves
your attention ; the writer is of opinion that 4. all
European powers, and particularly all German
powers, must feel it a duty to combine in taking
defensive.measures against the English system
of plunder." As the last half of the article is
directed against Prussia, I must suppose that
the reported refusal of that power to share in
the Austrian customs-conference of the 2cl of
January, is correct. The ancient jealousy be
tween the rival dynasties is as great as ever, and
Prussia is evidently determined not to be taken
in tow by her powerful rival, if she can avoid it.

culturists, and four practical mechanics.
The-day of-holding the annual meeting of the
sooiety, was altered to the first Wednesday in
January. '
The :eighth and last provision of the consti
tution was amended so as to give tho disburse-.
meat of the funds to the Treasurer, under the
direction of the Board of Managers.
ALTMATIONS IN SUE "BYLAWS.
The second article was amended so as to read
as follows:
" No person shall be entitled to the privileges
of this Society, either to vote or to receive any
appointment, until he has paid the iniatoryfee
but persons - who have been members during the
previous year will be considered members until
the day of the fair, when in default of renewing
their subscriptions, they will cease to be mem-
The provision, requiring ploughs for the
ploughing match to be entered ten days previous
to said matoh, was altered so as to extend the
time to the day previous to it.
The first article in the " rules of the cattle
show," was amended, so as to throw it open for
competition to the inhabitants of any of the sur
rounding counties or States..
A similar provision excluding the manufactu
rers of other counties or States from competing
with our merlmnics, was likewise rescinded.
The time for giving notice of the entry of ar
ticles for exhibition at the annual fair, was ex
tended to the Saturday previous to it.
On motion, the report was unanimously adopt
ed.
It was proposed to apPoint three judges at the
annual ploughing match, in addition to those al
ready appointed, who shall remain on the ground
while the ploughing is going on. Their appoint
ment was finally left to the decision of the next
Board orManagers.
The members present went into an election
for officers, and a Board of Managers, wheia the

Rev. Calvin Fairbank, the slave, abductor,
who is in jail at Louisville, if convicted, will be
sentenced to the penitentiary for life, that being
the penalty for the second offence.
At the dissolution of the National Assembly,
M. Dupin, its President, made the following la
conic address to the Deputies. "My dear col
leagues !'the atowr is for us, but the MIGHT is
against us. Resistance would be folly. I have
the honor to bid you good day !" He said it and
departed.

Philadelphia.
A large meeting in favor of " Kossuth and
Hungary" took place at the Chinese Museum,
Philadelphia, on Saturday evening last. Judge
Kane, of the U. S. District Court, presided, and
delivered an address on taking the chair, during
which he advocated the right of the United
States to interpose in behalf of the cause of
freedom and free institutions in Europe, when
assailed by the powers of despotism, and quoted
from Vette', to show we had the right to inter
fere.
Judge Kelly then read a long and eloquent
letter from Gov. Kossuth, expressing his confi
dence in the hope that Pennsylvania would not
remain indifferent to the cause of Hungary, and
that they would carry out whatever they prom
sed.
James Page followed in a brief speech, and
concluded by offering the Harrisburg resolu
tions, which were unanimously adopted.
Letters from the Hon. Thos. S. 8011, Thos. B.
Florence, Si-Gov. Wm. H. Seward, of N. Y.,
G. A. Gwin and others, were read. Col. Flor
ence remitted some ' , substantial aid" to the
cause, and Gov. Seward enclosed the following
as a "sentiment:"

which Dr. Elder, read an address to the people
of the United States, claiming the interference
of our government In behalf of Hungary.
Raving learned the value of poultry manure,
we suppose now, our readers would like to
know what is the best method to save.it :
First, build you a poultry-house, if it be no
more than a rough scaffold of poles or slabs,
laid upon crotchets, forming& double pitch roof,
with end boards in winter, to keep out the wind
and driving storms. Under this, place paral
leled roosts ; and manure during the night then,
will all drop down in a narrow row beneath.--
Here place light loam about a foot deep, rather
wider and longer than the roost, and give it a
sprinkling of plaster of Paris about an inch
thick with manure, give it a layer of loam four
inches deep, and ;mother sprinkle of an inch of
plaster, and so continue. In the spring, mix
all well together, keep it from the rain, and use
it at the rate of one pint to a hill of corn, or
in a correspondent quantity for cucumbers,
squashes, pumpkins, melons, peas, onions,
strawberries, or any other fruit, vegetable or
grain, requiring rich warm manure, and our
word for it, you will have a large crop of a su
perior quality. Thus you will become one of
the many -who is desirous to benefitiximself, and
assist in saving more - than a million of dollars
annually, to, the country.—Am. Agriculturalists.

and can get through-a song, ror take a part in a
glee or Ant, wry"creditably.. He prides him
self uponbeing awry - gentlemanly (lancer, and
can givi an air of refitted' elegance even to the
polka, conducting Ids' partner through figures
which are commonly &mild meretricious in a
