The emigrants were brought west of the Al leghenieson the Railroad, where they were put on a section: canal boat, at a time , when the canal "transportation companies refused to re ceipt' for'goods. They were frozen m above Lockport, and remained for many hours in the boat,'witboutfire, and without sufficient room to admit' of their sitting comfortably. When the boat was frozen in, the passengers took their baggage to the top of- n Mil in .the vioinity near the railroad, there being at the time three inch es snowupoh the-ground, and in the midst of a snow storm. There they remained for nearly twenty-four hours exposed to the inclemency of the weather, - and it - was only one hour before they were taken to the station of the railroad, that afire was kindled for them by the hands of the canal boat. The ears were comfortably warmed, and they were in a short time convoy ed to tho' Btation house, where they wero put in a largo room, heated by only one stove.— All complained or the cold in this room, not withstanding, as it appeared from the evidence, | a good fire was maintained —the number of the emigrants being so greats that the most of them could not get near it The next day, the deceas ed, ini company with a portion of emigrants, was placed ; in a five horse wagon, and driven towards Pittsburgh. When the wagon arrived at thefoot of the, hill .near Tnrtle Creek, Mrs. Pexuignot expired. Doctor McCracken made a post mortem exam ination other remains, and testified that although sho was -Jaboring under, .a disease, of the lungs, which wonidultimately hnve proven fatal, as well as a dropsical -affection; her death was immedi ately caused, by ■ the exposnre to the weather, to which Bhe had. been subjected. The emigrants had been ten days on their way to PitUivrffhi although they had beeb promised that they would reach Cincinnati in six. The jury returned the following verdict:— “That the immediate cause of the death of Ann Pexuignofe -was . exposure to the weather, which exposure was caused by the culpable indifference with - regard to human Ufo manifested by the Pennsylvania Railroad Company, in not provid ing better accommodations for the comfort of passengers, emigmnts.Tiwre especially. If those who conduct the editorial col. umns pith'd:CSromck “are not anxious to dis turb the friendly relations which should exist between” themselves and others, it would be in no wise noproper for them to observe.those cour tesies'which-indicate a disposition to be friendly. Thosecourtesies have never in any manner been observed by one of the partners in that paper towards'a person whose name appeared in its columns on Wednesday, as the author of the articles in the Post, relating to the late ‘‘Con spiracy” case. The courtesies of editorial life have been, violated by parading the name of the assumed writer <>f those articles before the public. The writer, however, has nothing to retract in relation to the articles referred to. He made no attack upon either the Chronicle office nor the editors of that paper;—not having mentioned the nhmc.OT- the office of either. The first account that was given of the examination, in the col umns of the Post, referred to the “ Information” as simply ridiculous; and the Mayor's decision was spoken of in such terms as were and still are thought to be correct. If, in throwing the shafts of jridieule at tiiat «Information of Con spiracy” and the Examination that followed it, the editors and office of the Chronicle were affect ed, the fault lies not at the door of the writer. Cold? Cold! Cold! —Such has been the state of the atmosphere from Thursday last up to this date; and during the whole time the weather has been very severe. TELEGRAPHIC NEWS. BY THE & REILLY LINE. XXXIlnd CONGRESS-FIRST SESSION Wasuisotoh, Dec. 18. Senate —Mr- Underwood presented sundry petitions, praying that Congress would pay the Texan land holders m full for lands, amounting to twelve millions of dollars, there being only five millions in the Treasury for that purpose. Mr Seward gave notice of a bill establishing certain post routes m New \ ork. Various petitions were presented and referred. Mr Foote introduced a bill granting land to Mississippi for a railroad - in that State, which was taicen up, and, after some debate, ordered to be engrossed. Mr. Hamlin, from the committee on commerce, reported a bill authorizing the issue of a register to the brig Avon, formerly the British brig Jose phine, which was considered, and ordered to be engrossed. Mr. Gwinn introduced a bill granting the right of way and fonds to aid in the construction of a line of telegraph from the Mississippi river to the Pacific ocean. Mr. Bright submitted a joint resolution au thorizing a contract with Messrs. Donaldson & Armstrong, for printing the census returns, which was made the special order of the day, for Monday next Messrs. Hale and Douglass made explanations in reference to matters contained in the report of yesterday’s proceedings. Mr. Foote’s resolution, declaring the compro mise measures a definite settlement of the slavery question, was then again taken up. After some unimportant amendments to his resolution. Mr. Foote addressed the Semite in reply to Messrs. Butler and Rhett, up the hour of ad journment. House. —The Senate bill establishing a branch mint in California, was referred to the commit tee on Ways and Means. -The Speaker laid before the House a commu nication from the Secretary of State, stating that nearly $6,000 of the $lO,OOO appropriated by Congress foT the expenses of Amin Bey, re main unexpended. Mr. Marshall, of Ky., introduced a bill for purchasing the outstanding stock in tho Louis ville and Portland Canal, and for enlarging the Canal to snit the wants of commerce. It was referred to the committee on Roads and Canals. Mr. Chandler offered a resolution authorizing the Speaker to canße such alterations and ar rangements to be made in the interior of the hall of the House as may be deemed necessary for the comfort and health of the members. He said that he occupied a seat on the very boun ! dary of civilization, but he would not mind this did not the hyperborean breezes blow upon his head. [Laughter.] We are engaged from day to day in passing laws for the comfort of the people, and putting money into tho people’s pockets —solus populi suprtmus lex, which means the law of tho land is the health and comfort of its legislature. [Renewed laughter.] The resolution was then adopted. Mr. Olds submitted a joint resolution, which, on motion, was taken up and passed, authoriz ing the Post Master General to legalize tho con tract for carrying the mails between Californio and Oregon. Numerous petitions were then presented, when The House amounted. FROM WASHINGTON. Washington, Dec. 18. The Intelligencer of this morning expresses surprise that no toast was drank to the Presi dent at the dinner given by the press to Kos suth in New York, and adds that Mr. Webster’s letter was received with hisses. It says that the first movement made towards the release of Kossuth was by Mr. Webster, and but for the influence produced by his letter to the Ameri can Minister at Constantinople, Kossuth would still be a prisoner in Asia Minor. The Republic Says that Kossnth is in the hands of a few officious individuals in New York who are using him to advance their own interests, and in the fulfilment of that purpose are labor- I ing to place him in a position antagonistical to Congress and the Administration. It also says that Kossuth has been led into entangling alli ances of tho worst description, despite of all his care. The Intelligencer says that Mr. Geo. H. Niles of Baltimore, left here yesterday as bearer of despatches to the American Minister at Madrid. It infers that the despatches relate to the Cnban prisoners, and Mr. Traßher; and expresses the confident belief that the exertions of the govern ment will procure their release. FROM ST. LOUIS. There have been no steamboat arrivals or de partures for two days. The river is very full of heavy ice. The weather is a little more moderate. The thermometer stands, at 7J o’clock p. m., at 8 degrees above zero. The steamers Alex. Scott and lowa, from New Orleans, are ice bound at St. Genevieve.
