Dr. KINKEL met an enthusiastic reception at Wheeling from the Germans and Americans of that place. The Gazette of Tuesday oontains the following description of the meeting on Sat urday night: The meeting in behalf of Germany at the Melodion, on Saturday night, was one of the larg est and most respectable and orderly meetings ever held in this City. It was a - throng in which there was heart and soul; the love of home, the love.of liberty, the love of mankind. The May or was called to preside With 25 Vice Presidents and two secretaries. The object of the meeting was explained by Mr. Rodceker in German, and Dr. Dunham in English, by whom resolutions were offered. Dr. Kinkel then addressed the meeting at length in German, eliciting by his style, dignity, grace and force of oratory, the highest admiration of all and attracting the whole attention of those who understood him. The meeting closed by the enthusiastic adoption of the resolutions, the appointment of the com mittee and the reception of subscriptions to the national loan. Dar I sie had made such remarks. And in as much as , I am Imovin by many to have originated and in troduced that bill into the House of Representa tives, a proper regard for my own reputation determined me at once to reply to these charges , But my private engagenients and the delay inci dent to procuring the evidence, which will ac company this, has prevented me hitherto. My recollection of the history of the passage of the "Efartpfteid RatirOad" is as distinct as if it had occurred but yesterday, and I have no hesitation in saying that that man does not live who can say with truth that any occasion was sought to pass it in the absence of the Senator orSepresentatives from Allegheny, or by any other Unfair means. It was a separate Bill containing some twenty sections with an appropriate.and significant title. (Hempfield, being the name of the Township which surrounds the Borough of Greensburgh,) and was read distinctly and plainly in the House by William S. Picking, the Chief Assistant Clerk, in the presence of Dr. Jones R. McClin tock, Robert Walker, and John Miller, Repre sentatives from the County of Allegheny, who were all present during the whole time that it was under consideration in the House. The Bill having passed the House, was sent to the Senate for concurrence. I passed over to the Senate Chamber, and desired Mr. lingua, the Senator from Westmoreland, and Mr. Law rence, the Senator, from Washington, to have it brought to the consideration of the Senate, ob serving that Mr. Darsie, who was in his scat, would probably oppose it. In a short time the bill was called up, and the Clerk prooeeded to read it without opposition-- I remained in the Sonata Chamber during the greater part of the time the bill was under con sideration, and so long as 1 remained there, Mr. Darsie continued to occupy his scat. For further particulars relative to the regular ity of the passage of this bill, I refer to the fol lowing extracts from the Journals of the Senate and House, and to the accompanying letters of members of the Legislature, to whom I am deep ly indebted for the kind and prompt manner, in which thoy have vindicated the friends of this project from the most unjust charges. "the Rules were dispensed with in case of Bil "No. 880 from the House of Representatives, "entitled an Act to Incorporate the fiempfield " Railroad Company. And the Bill was read a "second and third time, and passed." In bringing forward this project, I was not actuated by any spirit of unkindness towards the citizens of Pittsburgh. The genius, the energy, the enterprise, and the industry and skill, which have built up that great city, and developed such immense industrial and commercial resources, command my highest respect. :lad lam sorry to think that there are some who regard the completion of the Ilemptleld Railroad as a cala mity that will paralyzo the business of that city. In my judgment, Pittsburgh will lose nothing by thin Road that she would not have lost by the Baltimore and Ohio Railroad, while Pennsylva nia will gain much. The motives that guided me, were these—The completion of the Baltimore and Ohio Railroad to its terminus on the Ohio River, would make a shorter route between Baltimore and the Valley of the Mississippi, and the West and Beath, than the route by way of Pittsburgh and the Pennsylvania Railroad to Philadelphia. And of course the commerce and travel of that great country and the wide fields that are expanding beyond it, would be lost to Pennaylvania. To meet the Baltimore and Ohio Railroad at the point of its termination on the Ohio River, and to oppose a shorter and a better route to the sea board cities on the Atlantic over Pennsylvania improvements, would restore to Pennsylvania immense commercial advantages which she was about to lose. That object could be secured by leaving the Pennsylvania Railroad at Greensburg and pasting on directly to Wheeling, where the energy and enterprise and capital of Pennsylva nia could come fairly and directly into competi tion with her great rival, the Baltimore and Ohio Railroad, upon her own "stamping ground."— To secure these advantages, and to make Pennsyl vania improvements forever a part of the Great National highway that will one day unite the commercial cities of the Atlantic, with the rising commercial cities of the Pacific, the Hompfield Railroad Bill was projected and passed. It is with great reluctance that I have been driven to the necessity of correcting the errors which have filled the public mind in reference to the passage of this bill. But to allow the potent voice of Mr. Darale to stand without denial, would be a tame submission to infamy which conscious guilt alone must thole. My recollection of the origin, progress, and passage of the bill is distinct; and I know it to have originated as other bills of similar charac ter, to have been read regularly through, sec tion by section, in the 1101.113 e. Mr. McClintock of Allegheny being very near the Clerk during its reading, and at least two of his colleagues in their seats. It came to the Senate as other bills did, we called up {as the journals show) by my self; was regularly read, and passed without any opposition. Mr. Dallis being in his seat dur ing the, whole time, except one minute he walk ed to Ithe Committee room on the left of the Speaker, which did not, as you are aware, take him beyond the hearing of the Clerk- The charge that be was induced to leave the Cham ber lest he might defeat the bill, is gratuitous and withoutfoundation. And I speak positive ly, for I conversed with him at hisseat during the reading of part of the Bill. It was a just and fair bill; intended to benefit a portion of the State, heretofore deprived of public improve ments, and was as fairly passed as any other bill. If the Allegheny members failed to notice it, certainly we were not expected to take es pecial pains to inform them on this subject, and had they discovered it, I cannot tell what rea sonable argument they could have advanced against it. I trust, after a careful examination of the public interest involved, their opposition will yield ; and that the spirit now manifested by those more directly interested, will continue until the road is completed ; forming, ea it does, the moat direct communication between the East and the Great West. Our neighbors of Pitts burgh will find that their own natural advanta ges, the completion of the Central Road, as well as those leading westward, will always insure to them more than a sufficiency of trade and travel to cause them to grow and prosper. On the llth of May, 1.850, I read in my place ; and. on leave given, pre sented to the chair, Bill No. 1016, entitled, an " Act to incorporate the Philadelphia and San con Railroad Company." And immediately thereafter you read in place ; and on leave given presented to the Chair the Bill No. 1016, en titled, - An Act to incorporate the Ilempfield Railroad Company." Both these bills were read; and as the Session was drawing to a close, were not referred to committees, but " laid on the table." (See page 1282, Journal R. R.) The bills being printed and put on filo on the af ternoon of the 14th May, you called up your bill and lt was read the second time, agreed to and on your motion the rule prohibiting bills from being read twice on one day was dispensed with so far as regarded that Bill and it was read a third time and sent to Senate for concur rence, (See page 1286.) At the time this bill was under consideration in our House, Mr. McClintock, Mr. Miller, and Mr. Wather of Allegheny, were in their seats; and the journal dhows that Mr. McClintock im mediately after your bill had passed, called up another bill whloh he had in charge, (No. 908,) and had it passed in the same manner and sent to Senate. And the names of Messrs. McClin tock, Miller and Wather, will all be found on the yeas and nays on the report of the Commit tee of Conference on the Apportionment Bill in the morning of that day. (Seepage 1259.) And on the Sugar Valley and White Deer Turnpike Bill, on the afternoon of that day, immediatel y after your Bill pamied. (See page 1267.) Therearo two cirtjumatances that recall the pas- sage of your bill to my mind. The first is that . in the Bill I read In place, I had made it very short referring to the general Railroad law.
