We copy an able article from the " the Lead . er," to which we ask the attention of our read ers. This article is fraught with declarations of important truth ; and though we cannot'approve of all the positions taken liy the editor of that valuable jourtuil, we arein no respect diSposed to condemn him, in relation to some matters about which many quite eminent men of England havemade equally egregious mistakes. The man who can for one moment tolerate the assump tion contained in the following extract, must ei ther be ignorant of the tine state of affairs in our country, or have an ulterior object in view, which he wishes to attain by fraudvandniisrepre sentation. That .this is the case - with the edi tor of "The Leader" we cannot for an instant - believe. All his political sympathies would seem to be in favor of the radical doctrines avowed, in Eorope and America ; and which may yet extend themselves over the whole of that oonti neat. The general senti ment of both parties in our country is against any interference on the part of our government with the affairs of European governments. This has been the principle recognised as correct for our government, from the beginning ; bat when it comes to the action of the People them selves, they hold that they possess the right, independent of any government on earth, to exercise their sympathies in favor of whom they please; and to go unquestioned to any part'of the world,—especially when called upon a mis sion in favor of Lunar/ There pay yet be circumstances occurring that will require our government to "dictate from Washington the terms for the . capitaktion of Vienna and St. Petersburg;" but of these we will speak here after. Is it not more than probable that he has in view the check which such an abandoned libeller would meet with in an honest and determined Judge, in the Court of Quarter Sessions. flis living depends on the pursuit of his vile occupation, and be fears that if he should obtain the merited reward of such publications, hie occupation must cease under the terrors of law, which the election of a firm and fearless Judge would place before him. J. C. D. Prom the Phttiolelphirt Public Letiger,Omoher 4 Governor Johnston The official records give the startling fact that Governor Johnston has appointed 4,327 Aids during the last three years. A Clerk is kept constantly in filling up the commissions. The enormous sum of $2,450 has been expended for parchment alone, to say nothing of the cost of printing the commissions. The only duty of these Carpet Knights is to vote for Johnston, and to drum up recruits for the campaign. Will the honest tax-payers submit to this extravagant west of the public money ? Will they tolerate the audacious interference of these aids in their local elections? Are they willing to stand qui etly by and see men of worth and talent ostraci sed by a set of political scavengers, to gratify a traitor to his country ? The eyes of that noble old patriot, Henry Clay, are now fixed on this State. His patriotic heart will be crushed or cheered by the action of our people. He has openly and freely declared that he believes the people of Pennsylvania are true to the Constitu tion and the compromise, and that they will nev er support the demagogue, Johnston. Whigs of the City I will you cheer that old hero's heart or crush it ? A HENRY CLAY WHIG. From the Pennsy/tianian. A few Plain questions for Whigs to an I. If the Tariff of 1846, which yields an an nual revenue of from thirty-five to forty mil lions of dollars, be a Free Trade Tariff, (as the Whigs ridiculously allege,) what must that of 1842 have been—which the Whigs would now restore—whiah yielded but from twenty-five to thirty millions? 2. How can the Democratic party be " oppos ed to American labor," as the North A mvican charges, when the great body of its ranks is comprised of the industrial classes—intelligent and honest men—who know their interests, and the best means to secure them ? 8. Is not a Tariff a tax upon consumption ; and if the revenue arising from imports amounts to thirtymillions of dollars per annum, is not the industry of the country thus annually taxed thirty millions to support the general govern ment ? 4. Can a country import unless it exports ? and if wo could manage by some sort of legis lation, never yet conceived, to furnish a home market and a home consuption for all our productions, would not ,a resort to direct taxa tion—that bugbear of the Whigs—to support our national government, be the inevitable con sequence? b. When this glorious time arrives, viz:— when exports and imports are no more heard of—when - custom houses are abolished and commerce is prostrated—what then will be come of the favorite Whig doctrine of " protec tion r 8. Are not all tariffs, or any tariff, ineffeotu• at to protect American labor from the " ruinous competiton7 of British trade, while our in flated Currency . le British capital ists are enabled to buy labor under the dear currency that prevails at home, and sell their fabrics here under our bloated money system ? 7. And, in fact, would not the reduction of our circulating medium to a nearer approxima tion to the standard abroad, be the best and safest measure of " protection" that could be devised to prevent excessive importations, and the glutting of our markets wrath foreign goods ? The boy , Cudlipp, formerly of Baltimore, who hille&Younglhotatis'at Richmond, 'on Sunday, install at large, though the police pre active in pursuit of him. The horse of Dr. Cunningham, which he seized, was on Monday brought back, having been found turned loose some six miles from the city. The capture of Cudlipp is al most certain, though he is shrewd. Public opinion seems much excited against him. At Willow river, Minnesota, Col. Hughes had Squash whioh weighed 170 pounds, and its average growth was thirteen pounds a day by the steelyards, Indian corn grows near St. Paul from thirterm to fifteen feet bigh:and ears are borne nine'feet from 'the ground.. ' Planted on the . 25th of May, it was ripe on the 25th of 86-ptember. Dear Peg :—Husing beeii ? so fortunate, a short time ago, as to procure..two copiea-o!,,yoltr: invaluable_ paper,— a paper which I , Conshket., second to none in the Union, paper which serves the patronage of, every ..Democrat art Pennsylvania, and .I might say, of every labor ing man andmeohanic in the Union, for the noble, fearless and dignified stand you took in defence of their rights, in opposition to the Iron and Cotton Lords, and moneyed aristocracy of Penn sylvania. They attempted to crush you with their gold ; but in this they signally failed ; you dared to beard the lion in his den; and ob tained a glorious victory. Even the great. Wm. F. Johnston was jealous of your laurels, and at tempted to pluck a wreath from your brow, by scorning at an advocate of that human and just law—the Ten "Hour System. I perused the col umns of the above named papers, with no ordi nary feelings of pleasure and satisfaction, and would do so regularly—(as my brother here sub scribed for your paper last pebruary)—if it was not for that very gentlemanly and obliging Post Master of Sacramento, and some of clerks, who disposes of it along with hundreds of transient papers, if not called for in three or four days after the mail arrives, by which he realizes a considerable sum. Nay, more, I'm inclined to believe that he disposes of your paper the very first, knowing it, as everybody does that has ever perused it, to be the best paper in the Union,—for I called at the Post Office a day or two after the mail had arrived, for the Post, and was told that there was none there. Now I knew the Post had come, and so I determined to have one, if there was one to be had, and I able to purchase it; so I went directly ;to a news-boy, a door or two from the Post Office, who had bundles of papers, from all parts of the Union, as he said, and obtained a copy for three bits. This is the way the Whigs do. busi ness in California. Both the Democrats and Whigs have organ ized, and have nominated their candidates for Governor. Col. John Bigler, formerly editor of the Post, and brother to that sterling Democrat, Col. Wm. Bigler, of Clearfield, is the DemCcrat ic candidate. The Col. is very popular among the Miners ;—his manly and independent conduct whilst Speaker of the Senate, raised him high in the estimation of the Democrats of California, and secured him the respect of all high minded and honorable Whigs. Capt. Reading is the Whig candidate. Of him I know but little ; and.; am not the only one that don't know " the very popular Whig candidate;" for there are hundreds, yes, thou sands, in the same fix ; if I may so express my. self Capt. Reading and his Whig friends would know that if the miners had an opportunity of expressing their sentiments on the day of the election. But if I don't know much about rapt. Readings I know a little about the diggings that go by his name ; and I must say,—not meaning any disparagement to Capt. Reading,—that if he is like those diggings, I'm not anxious to know much about him. On our way from the North to the Southern mines, wo came by Nevad City, and stopped there over night. There was who a Democratic meet ing in the City that night, and of course we at tended it. We number eight in company : of that number, the Whigs number 0. The meeting was very large, composed of the real genuine democracy of the land. The gal lant CoL Weller was among the speakers: he was frequently interrupted by loud bursts of ap plause from the assembled mass. If the Demo crats are true to themselves, Col. tVeller will take his seat in the U. S. Senate the coming session, where Mr. Swing will have an opportu nity of making those charges in Col. 19.9 pres ence which he so boldly made the last erasion. Should Col. W. go to the Senate—and 1 hope he will—we shall see what we shall see. The Whigs are ranking every effort to carry the State. They have raised large sums of money to enable them to perfect their plans. They have stump speakers spouting forth in every mountain and valley; but it won't take, and they will know that on the day of the elec tion, or shortly afterwards, if the miners turn out. • The Democrats have challenged thek-Whigs to meet them, and discuss the principles of each before the people, but they have not the politi cal courage to do IL As for moral courage, they are like the editor of the Gazettrl they don't know of such a thing, it not being found iu their text book. A word about old Pennsylvania, and I hove done. I learn from the papers, that that sterl ing Democrat, Col. Wm. Bigler, was nominated by acclamation. This is just an It should be. Now that the Democrats have a man worthy of their confidence and support, I trust they will rally on the second Tuesday of October, and give him '2O ,000 majority : and they can do this if they will but turn out. Let them not be too confident of success, and any, he will be elected without my vote; but let every man turn out and say, I voted for Col. Bigler. Win. F. Johnston is again the nominee of the Whigs. From a sketch of bia speech which see in the North American, I think he labors under great trepidation of mind, and well he might, for he is a doomed man on the 14th of October, or lam mistaken. lie and his friends claim the honor of devising a scheme for the gradual extinction of the State debt. They have forgotten that portion of scripture which says, " Render unto Ctesar the things that are Cce- Bar's." Will you permit a scion from the old stock, now in the mountains of California, to take a miner's view of the genealogy of Mr. Johnston? He is a son of Old Westmoreland; there Democracy got too orthodox for him, so he removed to Armstrong county, where, by cunning and intrigue, be divided the Democrats, and succeeded in getting himself elected to the Legislature. Here he fell into the hands of the Whigs, who, to make sure of him, elected him speaker of the Senate. On the death of Gover nor Shunk he became Governor, and was nomi nated by the Whigs in 1848 for the same office ; and he traversed the whole State to let the people know that he was the candidate of the Whig party, of the Democratic Whig Antima sonic party, of the Bank party, of the Monopoly party, of the free soil party, of the high tariff party, of the protective tariff party, of the ten hour party, of the anti ten hour party—nay, what party, what faction, what ism was he not the candidate of? But the day of retribution is near at hand when the strong arm of Democracy, the arm of truth and justice, will hurl him from the position he occupies, and send him back to Armstrong, singing— Hark' from the tomb, the doleftil Found; Ye Whigs, attend the cry ; Ye Onlphinites, come view the ground— When I have more leisure I may give you a few lines about the mines. Movramwrs OP JENNY LIND.—The Nightingale is again on the wing Having spent the sum mer days in the shade, as nightingales are wont, she is now pluming her rested pinions preparato ry for another flight—a farewell flight! LATE FROM JAMAICA.—We have received by the steamer Ohio fall files of 4 Jamalca papers to the 28th of September. The following paragraph appears in the Morning Journal of the 27th : "A rumor prevailed in this city for the last two days, founded, it is said, upon a private let ter received from Baradoes, that his Excellency Sir Charles Gray is to be succeeded in the gov ernment of this island by Sir William Colebrooke, and that Lord Harris is to succeed the Earl of Elgin in the government of Canada. The report, however, wants confirmation. There is no news from the interior. The small pox is subsiding, and only a few cases of choleia are reported now and then. ' `WithAnsfrianliria •advatt. With to the the conquest` of Europe , With England acquies cing if not aiding that inhuman conquest, "we have conselled the Peoples of Europe to seek a leader in the natural head of the Democracy of the World—the great Republic of America. It would le quite rikissibbil to place at the head, of revolutionary forega, ,anAmerican Oen!, eral, bearing the star:spangled banner of the Union ; it would be-qiiitepossibie, in duet:course, to engage : evert the Gov enini int of the Atericari Republic ln thasame servicsii•aniltailictate from Washington the terms Or, the capitulation of Vienna 'mid St. Petersburg. Foremost among the political advantages of snob a plan:wonlil be its tendenoy ,to. override the jealousies and reciprocal distrusts which might still be a source of weakness to the Fede ration of Peoples. In almost every , country the national party is divided upon certain internal and ulterior questions although Germilny is becoming almost entirely Democratic, there are still Constitutionalists among its publie men ; in Italy there aro Constitutionalists and Repuli cans, Federalists and Unitarians ; in'France there is no absolute majority, though one might be created' by-the mere fact of proclaiming a Cru sade against Absolutism on, grqunds sufficiently broad. The finitgreat objects'to secure are, the national independence of each nation, and the freedom of each People; leaving internal and ulterior queitions to be - 'settled by each People when it shall be tree to 'act, and relieved from alien control., We have no fear that the Democratic party of Europe will be unable to subdue the jealousies and unite in action against the common enemy; but no one can tie blind to the feet that each sec tion of that party' ight be indisitieed to accept the lead of any other section, lest it should ap pear, ipso facto, to give up its own defeneive principle. Such mistrust weuld not apply to an American leader ; territorially remote, not implicated in the sectional questions of Europe, above all suspicion on the score of sincerity in the vindication of liberty, the Republic would be especially fitted. to take the lead in the strug gle for national independence and popular free dom, without prejudging the external question of any one nation. We belive that the mere hoisting of the star spangled banner on the field of Europe would call forth the vast body of the Peoples of Europe—a rising of the Peoples. from the Rhine to the Danube, from the Baltic to the Mediterranean, against organized tyranny. Even to the United States the political advan tages would ho considerable. The unemployed energies which are beginning to raise trouble some questions at home, would find a glorious and beneficial vent in that more distant field.— Action of that kind might help the Republicans to gain time, and with time power, for the delib erate settlement of that social question which presses upon them most dangerously It would enable them to force back to European ground that doss of disputes which English Abolition ists aided by thatisouverbig English diplomatists, now make them discuss so inconveniently on American ground alone. ` Resides, is not Euro pean intervention—the intervention of European GPorernmemis—between the Americans and the Spaniards, at last becomes Imminent in Cuba The working out of certain political problems on the Continent would be of vast service to the English people: and not less so to the English colonies. One of the first advantages Would be, that England would find its fatuities of speech and action unlocked from the present nightmare of doubt and apathy ; and it would not long imf for its government to abstain from taking its proper place by the side of the Republic with France at the head of the Anti-Despotic move ment. lint the commercial and ceecnomical advanta ges of the great movement would not be leas striking than the political. Upon these, for the present, we must necessarily touch briefly; but we breech the reader to think out the considera tions which we indicate. For the Americans, we need not enlarge upon the pickings which are to be enjoyed in the conquered treasures and the captured palaces of Imperial luxury ; but we mean far more solid and general advantages.— For example, the shipping of the United States, which now seeks an unpleasant and hazardous employment In the slave trade, might rind more congenial and not less profitable employment in the crusade against Despotism. In that respect the United States might perform the functions of Venice during the crusades against the less barbarous Saracens. English capital would find abundant employment in supplying the muni tions of war, and afterwards in supplying the newly freed itidustries of Europe with the means of developing internal resources, Indeed, this emancipation of Europe ionid realize the true complement of Free Trade: at present, Free Trade finds its foremost antagonist in Zolive rein,.whieh Absolutism is to imitateand extend in Austria and Italy ; Hungary, who would join with England, is pinioned by Austria : Turkey, free in disposition, is kept poor by Russian in timidation. The emancipation of Europe would be the first step towards extending the alliances of commerce over the *whole field, Imagine the trade of a Russia set free! The same process would open the trade of Europe to the colonies. Canning talked of "•calling a new world into ex istence," when he recognized the South Ameri can States; but this crusade would call the old world into existence f or th e new. Need we dwell on the social advantages of the movement Every State engaged would feel them. Naples, Rome, Milan and Baden can tell what are the hideous cruelties—the oppressions of fantastical taxation, the inquisitorial tyranny of an official priesthood, the imprisonments, the dogging of men and women, the subjection of women and children to the brutalities of a li centious alien soldiery, and not less licen tious native gendarmerie—cruelties now daily inflicted by the Holy Alliance throughout so much of Europe as it already possesses. And the frontier of the region possessed by that bad power is daily spreading. Of course, Italians, Austrians, Germans, Hungarians, Bohemians, would be glad to escape from the skocking thrall. Western Europe would be well pleased to see the onward march : of that system , checked.— France would be more tranquil if the popular party were endowed, as it would be with a de sided preponderance. A period of political ac tion, of hope, and otoommercial diligence, would be beneficial to us in England, socially as well aS commercially and politically. We foresee two objections to the suggestion of the Alliance of Peoples headed by the United States—the English economises will object on the score that war always entails expense ; the Americans on the score that Washington and Jefferson bequeathed the precept of ' non inter vention. Those two great men lived before the Holy Alliance. They had not read in the nnes a hint that, if Americans avenged American blood in Cuba, there might be a combined demand for' explanations from Hie maratimestates ofEarope. , And Washington was too good a General,'ffeffe son too keen a statesman, not to perceive how powerful a diversion it would be if European governments meddled in the waters of Florida, to raise in Europe the prior. question as to the right of those governments to speak at all on be half of their own states. If they. meddle in Cuba, it might be possible to "annex" to the Federation of Peoples not only Cuba but Spain itself; and not only, Spain. Yet the maratime states look to it ; the star spangled banner in Europe will have turned their position. J M'F. Z Nor need thrifty English economists be alarm ed. No English taxpa will be needed, unless they are asked to fight against the Peoples; and then they can be refused-by the Faithful Com mons. The Federation of Peoples will fight at one great advantage against the Holy Alliance, Austria especially. The , despots fight with mer cenary armies, and Auttria has ,a bankrupt exchequer. The Federation of Peoples will fight with patriotic forcesinnd will know-how to ren der the war self-supporting.
