F. Johnston and Thaddeus Stevens in the Legislature, laid the foundation for all our financial embarrassments, and absolutely increased the State debt more than an; other administra tion ever did. LET THE PEOPLE REMEMBER, That the State resumed the payment of the in terest on the public:debt in Feb., 1845, under - Governor Shunk's administration, that the in terest has been regularly paid ever since. IT IS A FACT, That -the improvement system of the common wealth is ender three Canal Commissioners, who are all democrats, and all the State canals and railroads are governed and controlled by them, wholly independent of the Governor. IT 18 A FACT, That the State Treasurer, who receives and disburses all the income of the State, is a dem ocrat, who is elected by the Legislature, whose duties are prescribed by law, and who is wholly independent of the 'Governor. IT 18 A FACT. That the Auditor General, by whom all ac counts are audited, is a democrat, and whose duties are wholly unconnected with the Gov ernor. The Weak." bourgeois" who has ever stood or fallen with the Constitution of the Rinpire, after he had applauded the legal ex pToits of Gotha, clenches his fist and feels' his in most German heart swelling with fury at the scandalous deeds of his titled masters. The Monarchy has fallen into utter discredit, ev en in regard-to its expense. The deputy for * * * x (a manufacturing of ty)—has de clared to his constituents (a minority of electors, according to the Manteuffel right of voting,) that he is now converted to Republicanism ; since it is impossible for the Republic to cost as much as the Monarchy by grace of God. I believe that the greater part of the Burgher class here now begin to regard "Anarchy" as less expen sive than "Order'and Tranquility." I believe, too t thiesectlonal prejudice has, through a re cognition of the necessity of combining the force of rill against the compact and united enemy, re ceived a mighty blow; and that, in the next onset, itwill give way without any very great resistance. From all these clever people and indifferent mu sicians, nothing, of course, is to be expected be- Ore the decision of the contest; but they will, at least during the struggle, no longer sustain the Government as they did before, morally by an extremely immoral demeanor, and will, after the combat, no longer hung, with their fear of the Republic, like a weight of lead upon the wings of the victorious party. The active and efficient portion of the people gnash their teeth with rage and shame, at the disgraceful, infamous misrule that crushes them, or wrap themselves in the mantle of philosophy and watch the despairing, neck-breaking leaps of these political rope-dan cers, the reigning aristocracy, with humorous eyes. This portion is no small one, and it is no wonder that the pleasure they experience in ob serving the writings of the "Cockingdom" who have been so thoroughly outwitted and so sound ly scourged for their faint-heartedness, should be tinged with a little malice. Nothing surprises men now, unless it be, that no night arrests are made, and folks no longer think it worth while to be vexed at anything; since, otherwise, vexation would never end• After any exciting impulse from without—were it only the election of Cavaignac to the Presi dency—the aspect of thepopulation will be very threatening; and that blustering bully, Monarchy, will quake with terror. After a triumph whole masses of exasperated men, ready and eager for battle, will come rushing to our standard. The Emperor of Austria has declared himself absolute, and made his ministers responsible only to himself—what is to be done with the Consti tution he will most graciously determine at a later day. This is the freshest intelligeuce from the imperial city—in London there was a fall on 'Change. In Prussia, the Reaction begin to despair of their late backward step re garding the Diet, bringing to light only minority elections and withdrawals from the elective con test of influential members of the Reaction, nevertheless still backward must they go—back beyond the Provincial Assemblies—back beyond the Landwehr-law—back beyond 1813—and still farther back, in order to repose in peace—and this they must do, willy, nilly Rear, now, in what manner the well estab lished Monarchy of Baden contrives to obtain money. A dozen of opulent burghers are arrest ed—a pretext is never wanting—they are flung into underground dungeons, and are made to comprehend that there they will remain indetin itely, unless they adopt the only means of de liverance viz: Emigration to America and cov ering a portion of the Revolutionary debt. Am buscade and brigandage complete ! Of the patriarchal good humor not a trace is left in Germany. Here yet another inquiry of our Lords and masters by the grace of God,—l withold all criticism of my'own, for words are insufficient in this case. Durktig the late tremendous flood in the Rhine valley, the Murg suddenly overflowed its banks, the prisoners in the fortress of Rostalt, already in water up to the waist, shouted for assistance, without receiving any other ail swer than that " permission to open the case mates had not yet been obtained;" the Austrian sentries, however, ant / ou. permission, before the increasing inundation ; while the prisoners, most of whom had been confined for the purpose of exacting money,—teen. drorted Such is mod ern monarchy ! Some letters received in this city place the number of victims at 170: the Demo crat du Rhine" of Strasbu.rgh enumerates 126. And in the face of such transactions shall we rest satisfied with agitating, in conjunction with the German Agitation Union from the security of London and that, according to English laws " With the fabrication of "Proclamations to Ger many" at the writing desk 7 Truly our oppo• vents agitate better than we ever could. The object is not to stifle and quench the red hot wrath of the nations by ill concocted seribblings ; but to point out to nations the way to victory ; to Organize the struggle ; to organize it In the midst of dangers, and thus inspire the timid and wavering with courage ; to lead on the van of battle instead of spinning proclamations- finally, to offer deeds instead of words.* Letters to friends of Kossuth state that Amer ica has obtained the liberation of Kossuth, and that an] American War Steamer has been sent for his reception. Honour to the American Re public, should this news be true! "La France" will be, for an instant, red, quite red, with the b/u4A of shame. Cobden will manifest a desire to receive Kossuth in London with half a million, like a conqueror. Kossuth has, it is said, re solved to go to America. Many any many a warm, bold heart that be longed to the people, has broken in exile, and moulders in a foreign soil, without having en joyed the glorious results of its struggles, its sufferings, its devotion. To these, alas: four weeks since, was added Peter Fries from the Palatiniate. Young and energetic, ho served the Revolution of 1849 with great self-sacrifice: was the fieryist and most determined member of the Provisional Government; attacked the foe; and " east his all upon the hazard" Ills was a na ture unable to bear the weariness of exile, and he died at Montpelier under an assumed name. •The Journal which contains this correspondence, states in Its editorial, that the papers of Northern (ler many estimate the number of political prisoners thus atrociously abandoned to a horrible death, at nearly 300. Let the favorers of Monarchy in our own country pon der upon infamy like this, and forswear their error. In the language of the Editor, "May Germane inscribe an. frightful deed in letters of flame upon the Register of their tyrants' Iniquities, and when the next great day of reck oning comes, demand a full account thereof from their princely executioners."—Transiotor. Interesting Incident It is well known to many that a difficulty has prevailed for some years among some geologists and naturalists, originating at first in pro fessional matters, but afterwards becoming personal. A lawsuit took place in the spring, growing out of this difficulty, between Doctor Emmons, of Albany, and Professors Agassiz and Hall. Most of the scientific men in the country sided with one party or the other, and much hard feeling has been manifested. _ . " In the Scientific Convention assembled at Albany, N. Y., after passing resolutions of res pect to the memory of Dr. Morton, the distin guished naturalist of Philadelphia, Dr. Emmons, whom many considered to be deeply aggrieved, arose, and with some complimentary remarks, proposed a resolution of thanks to his hereto fore bitter opponent, the President of the Asso ciation, Professor Agassiz. Such a proceeding, so unexpected, caused the President no little embarrassment. He blushed, hesitated, and then with the whole-souled magnanimity for which he is noted, stepped forward in the as• sembly, and gave to Dr. Emmons, the man to whom he had not spoken for years, a free and cordial embrace and greeting. The enthusiasm and excitement of the Association manifested itself in loud applause, and this set of profes sor Agassiz was immediately followed by others, and, in a moment, the differences of years were settled. Another snit which was also pending, has, in consequence of this, been withdrawn." Springfield Reptiblie. Fosman FATLITHE.—The London Times says advises from the Mediterranean mentions the failure of Messrs. Peter Clarke & Co., a firm having establishments at Corfu, Zante, Cephalo nia, and Patras. Their liabilities are stated at £85,000, and the cause of their stoppage was said to be their connection with Messrs. Castel li Co., upon whom they are creditors for £24,- 000. The precise estimate of assets is not known, but only a moderate dividend is ex pected. GEN Scow.—The Frankfort (Ky.) Common wealth thinks that General Scott is wise in hold ing his peace upon political subject at the pres ent time, and adds, after a carehil review of the state of parties : " Therefore we may consider it almost as cer tain as any thing in the future can be, that the Whigs must yet finally' adopt Gen. Scott as heir only availabk resourn." Ritzier ' was elected, amounted to • $24,162,465 02 Whnn he went out lifelike 34,141,663 80 Two months after Gov. Ritzier went into of fice, the United States Bank Bill :was passed, which put under contract the following fancy improvements, "viz : BRIE EXTENSION—North Branch Canal-- Sinnemahoning Extension--GETTYSBURGltail road—Wisconisco Canal, and Allegheny Feeder, amounting in all to the sum of $11,955,554 741 To meet this large sum I3ov. Ritner bad appro priated the meagre sum of $1,900,000 ; leaving a deficiency of $10,915,554 74! to be provided forimmediaddy, by Gov. Porter, when he went into office in 1888. That I, Wm. F. Johnston, voted for all these fancy works, and thereby helped to increase thepresent heavy State debt nearly SEVENTEEN MILLIONS OF DOLLARS! . . . . , That Goy. filtner received from extraordinary sources of rove nue:—Bank bonuses ... $3,236,977 The surplus revenue from the Uni ted States' Government $6,004,492 45 which being added to debt contract ed for the above mentioned works, makes the actual ,debt contracted by Gov. Ritzier, amount to the enormoms sum of $16,020,047 19 That when Gov. Shunk went into office, the public debt amounted So $40,986,393 22 When he resigned in 1848, it amounted to 40,474,736 93 Actual amount of public debt paid by Gov. Shunk $511,656 29 That when Gov. That the revenue before I came into power was as follows : Taxes on Real and personal es tate, and Income from Railroads and canals, on ly $1,915,535. Shenk, during his, excellent Admin istrative, pia klitt,f.ollaiging„,smount o the publia debt : In 1845, In 1446, In IM7, Making in all the large sum of $511,t356 29 ! That 1, William F. Johnston, hive borrowed the sum of $400,000 at 6 per cent. interest, and have purchased the Bonds of the State to an equal amount which carried interest at the rate of only 5 per cent. That if the next Legislature will aid me, 1 can purchase all the State Bonds, whioh bear 5 per cent., by renewing them at 6 per cent., thus easily will the people be relieved from this onerous debt: That the Sinken Fund was suggested by CoL William Bigler, in the State Senate, in 1846, and the money which goes into it annually, is deriv ed from sources of Taxation, brought into exist ence by the wise policy of Gov. Shunk. That to the lamented FnincisZ. Shank is JUSTLY DUE the HONOR of relieving our embarraased condi tion, and elevating the CREDIT of the State.— And all attempts to pluck the laurel from the HONORED DEAD, to wreath my brow, should be resisted as sacrilege' That the only items which my policy has caused to go into the Sink en Fund, are as follows : Ist. The difference between the $400;000 5 per cent. stocks, purchased by me, andthat amount borrowed by me at 6 per cent $4,000 25. Mileage in going to Harrisburg,.. 30 3d. Commissions issued to 300 aid-de camps, $2 each,.. 600 4th. Pay as Governor before. I was sworn into office, 181 sth. The annual increase of Taxation, 125,000 6th. Annual increase of the expenses of Government, 44,000 7th. The useless expense of 8 new Judicial districts, 10,000 That 1, Wm. F. Johnston, have, during my Administration, approved the following Acts to borrow money, viz: Act passettl6th May, 1860, to borrow, $3,300,000 Act passed in 1849, to borrow, 400,000 • 70,000 " 29th January, 1849, 200,000 ' " " 10th April, " 200,000 That Gov. Shunk, during his Administration, paid interest on the publio debt to the amount of only $5,992,604 97, whilst during my Adminis tration, I have paid interest to the amount of 8;8,032,692 37 ! That the important . services rendered by me as Executive of this Commonwealth, may be summed up as follows, viz :—I have collected more Taxes off of the People than my predecessor—l ha ye borrowed more money than my predecessor--I have purchased more Z. per cent. State Stocks, by giving new 6 per cent. bonds—l have paid more interest—l have spent more money among the office-holders— and have done a bigger Sinker Fund business than my predecessor.' Fie discussed the exportation of Breadstuffs at considerable length: At one time in the history of our country, a general impression prevailed that we should nev er be able to export wheat and flour to Europe. The distance from European markets, the cost of transportation, interest on capital, insurance, all were figured up against us, to show what competition with the wheat growers of Europe was entirely out of the question, and that we must confine our export of breadstuff's to the British North American Colonies, the west Indies, and South America. This error, howev er, has been corrected by experience. • Without including our large exports during the famine year, when we were almost the only sellers in the markets of Europe, our exports show a res pectable increase in ordinary years; our means of transportation have improved; productionhas become cheaper ; distances have been shortened by the saving of time, and in spite of all lugu brious prohpecies of our croakers, we find our farmers competing with the principal wheat growers of Europe in their own markets ! American breadstaffs have gained a permanent foothold in the principal markets of the world, and our wheat flour is quite as great a favorite in Mark Lane as any other species of the same article imported into England. Occasional fluc tuations in price—in particular years of large crops--must of course; be submitted 'to in the trade of all agricultural staples; but these will be met, and their influences gattrded against, by a frugal, industrious people. But while in the trade of wheat and flour we meet with powerful rivals in the Northt,a.d. South of Europe—among the people on the Bal tic and those bordering on the Black Sea—the trade in Indian corn and corn meal, and in pro visions, is to a great extent, left almost without competition, save that which prodeeds from the offer of cheaper and inferior substitutes. We can furnish good provisions at lower rates than any other country on the globe ; and. Indian corn has nolonger any other real competitor Dr British markets than the now uncertain crops of pota toes. With this view of the subject, you will pardon me if I at once proceed to the considera tion of that important American staple. Indian Corn is, no doubt, an indigenous plant of North and South America, having been culti vated by the Indians many centuries before the discovery of this continent. Antiquarian re searches and architectural ruins show that In dian Corn must have been grown .and-held in" high esteem as the chief 'article of food by the Alto:is, and this supposition becomes the more probable, as the principal other grains now cul tivated in America have been since introduced from Europe. It constitutes a chief article of food for man and the animals subject to his do minion on this continent, and an important arti cle of export to Europe, although many parts of Southern Europe have been found adapted to its growth. It recommends itself to the great body of consumers by its nutritious qualities, far ex ceeding those of other substitutes for wheat and rye, now in use among the laboring classes of Europe, and by the great variety of forma in which it May be prepared for good. French chemists assert that two cents' worth of Indian Corn will go further in sustaining animal life, then ten cents' worth of wheat, rye or barley.— There is no doubt that its consumption is in creasing every where, and that its production in this country, on the largest scale, will abundant ly reward the farmer.
