Birmingham is celebrated for its manufacturing
establishments; indeed, nearly the entire popula•

we noticed at length about two years ago, and

The 'question most be decided at* the next
meeting of our Association, whether it is proper
and eipedient to maintain a national organization ;
whether a sufficient number of the active minds
of the profession will be abte, annually,.to meet at
some central point; and to give 'their attention to
the various matters which would interest a
national association. The difficulty which has
heretofore existed, and which must continue to
exist, in detaching a sufficient number from their
professional 'responsibilities and public duties,
excites a serious doubt whether a national mod.
ation, in the present condition of oar country, can
be efficiently maintained. This doubt must be
either confirmed or dispelled, by the results of our
meeting at Pittsburgh. If, on that occasion, our
profession should turn out an imposing and influ
ential array; and their deliberations should be ac
companied by proper harmony, efficiency, and
manifest benefit to the cause—there can be no
doubt of the propriety of giving the Association
an active support, and concentrating our energies
at those meetings. But, if the attendance should
be scanty, and not sufficient to present a bold and
commanding front;or to originate and carry out
measures of national importance, it will be use•
less to continue the attempt to maintain a national
organization."
Banbury and Erie Railroad.
From the notice of the stockholders, published
in to-day's paper, it will be seen that an election
for directors of the above Company will be holden
on the 22d of May, in Philadelphia, in pursuance
of a supplement to the act incorporating the same,
approved 14th March; 1846. We are not con.
versant with the further legislation obtained this
winter respecting the road, but we are informed
that measures are in progress to commence the
work, and that speedily. Pittsburghere should
bear in mind that the "Pittsburgh and Susque.
hannah Railroad" is provided for, and is, in fact,
"part and parcel" of the Sunbury and Erie, con
stituting the Branch to Pittsburgh, which, above
all others, (not even excepting the Central Rail•
road), is most important for the manufactures
and prosperity of the city of Pittsburgh.
We would suggest that some of our influential
CiliZeln attend the meeting and election in Phila
delphia, and inform themselves as to this matter.
Pittsburgh has greater natural advantages than
any other city west of the mountains, and her
citizens should improve them by artificial ones.
Notice to she Ladles.
As there appears to have been some uncertainty
as to the amount of Famiture for the Private
Rooms in the Western Pennaylvania Hospital,
the Managers of the Ladies' Helping Hand Society
have thought it expedient to mention the articles
required :—a bedstead, iron or wood ; a mattrass
or bed, of husks, hair, or feathers; bedding and
towels 2 chairs, table, and washstand ; looking
glass, blind, and strip of carpet.
The Managers take this opportunity to return
their thanks for the liberal spirit showed to their
Society by the public. Supplies of eheeting, &c.
will be very acceptable, and may be left at Mr.

Upon reaching the wharf he was enthusiastically
received by his old friends, irrespective of party,
amidst the firing of cannon and the shouts of the
multitude. The " City Guards" escorted him to
his residence ; and in the evening he partook of a
public supper at the U. S. Hoare. We are pleased
to notice this mark of respect to a very worthyman,
although a political opponent.

NEW ORLEANS RAILROAD CONVERTION.--The
Railroad Convention lately held at New Orleans, to
couriider the beat plan of connecting New Orloam
"(by way ofJackeon, Mielissippid with the groat eye..
loin of railways now under coneiderat ioo, and pro•
jected In the States of Mississippi, Alabama and
Tenneasco, decided to make a road limo N. Orleans
along the banks of the Mississippi river as far es Ba
ton Rouge, and thence diverge toviards the State of
Misaissippi. This will give a coatinuoue line of
railroad between the extreme points, of about two
hundred miles in length, which is estimated to coat
three millions of dollars. A rival proposition woe
submitted, proposing wen the road by way of Medi.
Lionville, and to connect with New Orleans by a
steam ferry, the rejection of which caused its friend°
to withdraw from the Convention. Tho friends of
t he route adopted, composing a largo majority of
the Convention, think that it will bo carried out
speedily and successfully.

But the constitution cannot be maintained, nor
the Union preserved, in opposition.to public feels
ing, by the mere - exertion of the coercive, powers
confided to the , general government. The (buns
dations must be laid in the affections of the
people; -in the security it gives to life, liberty,
character, and property, .in„ every,quarter.of the
country, and the fraternal attachments wbich the,
citizens of the several States hearlo one anothei
as members of one political family, mutually
contributing to 'promote the 'happiness of each
other. Hence the - citizens of every State should
'studiously avoid every thine calculated to wound ,
the sensibility or offend the just pride of the
peolde of the other States; and they should frown
upon any proceedings within -their own borders
likely to disturb the tranquillity of their political
brethren in other portions of the. Union. In a
country so extensive as the United States, and
with pursuits so varied, the internal regulations of
the several States must frequently differ from one
another in important- particulars; and this differ.
ence is 'unavoidably increased by the various
principles upon which the, American colonies I
were originally' planted—principles which had
taken deep root in the social relations before the
revolution, and therefore of necessity influencing
their policy since they became free and independ.
ant Staten. But each State has the unquestion.
able right to regulate its own internal concerns
according to its own pleasure; and while it does
not interfere with the rights. of the Union, every
State must be the sole judge of the measures
proper to secure the safety of its citizens, and
promote their 'happiness; and all efforts on the
part of the people of other States to cast odium
upon their institutions, and all measures calcu
latedlo disturb their rights of property, or to put
in jeopardy their peace and internal tranquillity,
are in direct opposition to the spirit in which.the
Union was formed, and must endanger its safety.
Motives of philanthropy may be assigned for this
unwarrantable interference ; and weak men may
persuade themselves for a moment that they are
laboring in the cause of humanity, and asserting

B One of the most miraculous escapes from an awlul
death that can possibly be conceived of occurred in
Bedford on bat Tuesday forenoon. As Mr. Henry
Miller, a citizen of the Borough, was driving two
horses attached to a plough through the main street,
theybecame frightooed and no off at desperate speed.
Mr. Simon Beard, a young man from Morrison•a
Cove, was ou the road, on borse.back, at the time.
Seeing the runaways coming, he tried to get out of
the way, bat his horse becoming unmanageable, he
jumped from bissaddlo, when he was caught up on the
plough-share and carried about three hundred yards,
without receiving any injury other than a few cuts

ation. The horses continued to dash through the
street, sometimes on the pavement, until they reach.

RAILROAD ACCIDENTS IN 1850.—Tbo annual re•
ports of the Eastern Railroad Corporations for 1850,
show that fortythreo persons were killed and thirty
four severely wounded daring 1850, on the railroads
of Massachusetts, extending to Maine, Vermont,
Connecticut, &c. 01 the killed, two were engineers,
(one by the explosion of a boiler) two merthaodize
conductors,one road agent, eleven brakemen,( mostly
by striking bridges,) and two baggage masters; elev.
en were killed while on ur crossing the track; film in
consequence of tieing intoxicated; two passengers
were killed by accidentally falling from tho platform
of the cars. Only throe pasaongers were killed
while actually occupying their proper places in the
cars, and this was in consequence of tho breaking of
an axle of a car on the western road, at Hinsdale. It
must be taken into account that an immense num
ber of passengers is carried over these roads in the
course or. &year.
