We glean the following from the London Stand ard-of February 20 m regard to the -Ministerial cri sis: The country will be sorry to hear that Lord Stanley has failed to form a Ministry; he has conse quently returned bis commission to the Qaeen. His Lordship had an audience with Herat Buckingham Palace yesterday, when his inability to complete his administration was made known to Her Majesty, and no doubt the whole of the circumstances which Jed to this result. Shortly afterwards the royal des patch was forwarded to Lord John Russo!), at his private residence, and in all probability he haß been again commanded to reconstruct his Cabinet, though wo do not find any intimation in the Court Circular that his Lordship had had any interview with the Queeo. Both houses of Parliament assemble this evening, when it is confidently expected that Lords Stanley aod Russell will be permitted by Her Ma* jesty to give a fall explanatory statement as to the part each haa taken m the duties imposed thorn res pectively by the Qaeen. In the House of Commons last night Lord Russell moved a further adjournment of the House, nq the Queen had sent for tße Dako of Wellington, to take his opinion on tho present position of political par ties. He expressed his desire to maintain Free Trade, to extend the Franchiso, and put down the Papal aggression—but stated that Lord Aberdocn and Sir James Graham deemed any legislative mea sures on the last named subject superfluous. This was the point id which tho negotiation failed. The interregnum continues, and may endure for a week or oven a month, as far a 9 present appearances are concerned. The Papal policy of the government has prevent ed the confusion which might otherwise have taken place between the Pcehtes and Whigs. At present all parties aro amazed and irritated— the Whigs at their defeats, tho Protectionism at thoir administrative weakness, end the Peclitea at the paucity of their nambors. Tho Duke in fact, old as ho is, could bring the present discordant elements into play more success, fully than any other man in the kingdom. New regulations respecting passports havo been issued. Tho committee for the regulation of tho Spanish debt are still actively engaged in the examination Of the question. The nows generally is unimportant. Mr. John O’Connell calls upon the electors of Drogheda to turn Sir Wn. Somerville out of the representation of that town, and demands his resignation. The Turin papers give a rumor that the Northern powers nave addressed a not© to the Piedmontese government demanding an explanation of all the Italian emigrants, tho entire prohibition of the lib erty of the press, and an immediate re conciliation with tho Court of Rome. It also stated that the greatest activity prevails in tho Piedmontese war of fice, and that tho most exioniiVQ preparations were' making for tho defonco of the country. There la very little news from Rome. The Pope his arrested three members of the ex-Roman cons Btitucnt Assembly and others have been obtained to fiQ intermediate period nf pro-' visional liberty. FRANCE. Tho intelligence from Pans is without national interest, Tho Monttour denies that the President intends to hold a review of 60,000 tnon in tho Boulevards. Gen. Aupcck is Gazetted for tho London Ambas* bj—M. Manchalu for Sweden, and M. Lartigccs for the United States. On Sunday a demonstration was made by tbo students of Pans. They deposited crowns at the foot of the column of July. - Monday was the anniversary of tho rev oiution, and tho day and night passed off with the utmost tranquility. By accounts received from tho departments it ap_ pears that tho anniversary ot the revolution ofFob roary has passed off without tho slightest disturb banco. At Orleans, Tunis, and other places, the authori ties refused to allow tho banquets got up by the re publican s, to take place. At Vienna rumors are still prevalent of an Auo. trlan expedition against Switzerland The ministerial papers contradict the late rumor of warlike measures. They state that an under standing has been effected at Dresden, between the agents of Pras3ia and Austria. Tho rotation In tho Presidency has been conceded ■ by tbo late power. All tho Austrian provinces havo been received into the Germanic confederation, and conceded to by Prussia and Bavaria. Austria engages todefend the measure against the suspicions and jealousies of foroign powers. The smaller states continuo thoir opposition to Austrian proposals. Tho above nows is confirmed by the official Dres den Gazetto. The Berlin correspondent of tho 22d ult., con" firms the late news of the termination of tho Dres den crisis. Tho Gazotto publishes an order from the War o£' fice, relating to the command and the extraordina ry contributions and supplies of the army. The German paper states that at the sitting of Congress,at Dresden, on the 23d ult., tbo kingdom of Germany supported the Austrian proposition.— The smaller states opposed it, and tho kingdoms of Bavaria, Wertonbcrg and Saxony have protested against the competency of tbo conferences to pass resolutions tending to restore the old federal diet.— No resolutions of any kind havo been adopted. A fortnight’s term has been fixed for further dec larations. In the Herbegonni, tho officers .of Omer Pasha: crossed the Naventa, near Corrigeo, on the stb. All tho insurgents retreated to Mostin, a battle woafought on tho 9th. The insurgents were defeated, and the Sultan’s troops have entered Mostm. Tho insurgent’s leader, Zarah Pasha, with 200 of hia men, surrendered near Gasken, The chief of tho insurgents have fled. The pacification of Bosnia is ail but accomplished. A telegraphic despatch from Zara to tbo 18tb mst. states that tho insurgent’s chief, Karaaii Pasha, has takon refoge m the Austrian Territory- Conor! haa taken a arm stand, without any fur ther decline oradvanco in price.
