XXXIit CONGRESS—SECOND SESSION Sepate.—A bill wus presented, and ordered to be engrossed, to found a Military Asylum for disa bled soldiers. A bill was taken up, directing tho monies col lected for revenue in Californio, prior to November, 1840, to be paid into the U. S. Treasury: Mr. Gwin offered on amendment, that the same be paid to California. After a long debate, the amendment wqb rejected. Mr. Gwin offered an amendment, appropriating $300,000 to defray the expenses of the State Govs eminent of California, previous to her admission as a State. A long debate ensued, when the amendment was agreed to. The bill was further debated, and or dered to a third reading. ’ The postage bill was postponed until to-morrow, and after executive session, the Senateadjourned. House.—Mr.Stanton, of Ten., from the commit* tee on naval affairs, reported in effect to authorize Dakoo, Gilbert & Co. to proceed to the construction of a floating dock at Bah Francisco. Mr, Toombs opposed the report. Mr. Stanton vindicated it. Without disposing of the question, the House went'into committee of the whole and look up the civil and diplomatic appropriation bill. Mr. Stanton made ah ineffectual attempt to amend the bill by appropriating $lOO,OOO towards a wing to the Patent Office. A large number of amendments were acted on, Mr. Stevens, of Pa., offered an amendment, pro* posing an increase of duties on certain imported ar*: tides, and that after the 13th of April next, duties shall be levied agreeably to tbe averago value which similar articles bore in tbe principal cities on the seaboard on tbe Ist of December, 1846, when the Act of *46 went into effect. It was decided to be out of order. Mr. Grinnell proposed a borne valuation and ap praisement at large, which was decided out of order. Mr. Grinnell subsequently offered on amendment for the modification of the Tariff, and this, too, was decided ont of order. The committee rose, and tbe amendments report ed were concurred in by tho House, and tbe bill passed. Tbe Senate’s amendments to tbe Indian appro* priation bill was concurred io, and at half past three o’clock the House took a recess till six. Yesterday evening, about 5 o’clock, the walla of a bnildingon Concord street, which was destroyed by fire on Thursday last, were blown down by a se vere galo. They fell on a two story building, occu pied as a Soap and Candle Factory, leaving it a mass of ruins. There were four persons—-two men and two boys—in tho building at the time. The men saccecded in getting out before they were over whelmed in the ruins. Tho boys caught by the filling timbers, and after three hours labor one was extricated; his thighs were badly broken, and the bones protruded. Hta body was also much bruised, and bis recovery is doubtful. The other was not extricated till after nine. Hia position was first ascertained by cries, and a hole was knocked through the wall, into which workmen crawled and saccecded in finding him. They gave him water, and every encouragement in their power. He bad been caught by a large rafter falling across his ancle and iracturing it, although otherwise, his body being free, he was greatly exhausted, though not seriously injured. He himsolf for hours in this awful position, with a courage that ex cited the admiration of all. A DUEL-WHEELING BRIDGE. WAUOTKarai?, February 24. The difficulty between o?*N. C., and Inge, of Ala., which occurred in the ffoOee /a few days since, led to a hostile meeting to»day. They, with Mr, Asb,a friend of Stanley, and Gnv. Brown, ft friend of Inge, quietly absented themselveo from the city, and crossed the Maryland line, and fought a duel with pistols. After exchanging shots once, neither party being wounded, the affair was arnica* bly adjusted by the interference of friends, and. all returned quietly this cveniog.
