The weather yesterday .was delightful lor outdoor
business generally, with considerable animation in
the market. We are happy to announce a decided
improvement in business generally. Oar merchants
are now preparing for the spring trade. Rei
ceipts by river, of dry goods, &c.j from tho East,
vU Brownsville gnd-tha Yoaghiogheny, to the
West, are heavy. Tho receipts of Sugar and Mo.
lasses ore increasing, and produce, generally, com
ing in more freely.
ASHES—The sales are confined io the city, arid
principally m a small lots at 3} to'3ft. Pots ; we
quote nominally at 4 to 4}. Sales of 60 boxes of
Salcratus at 6}.
BUTTER—We report sales of 14 bbls at 10c.—
We heard of no transactions in keg.
BACON—Tne market is firm ; sales of 10,000 lbs.
Hams at 8c \ some holders are refusing to sell at
these:figures. Sales of 40 hhds ot. Shoulders at 6,
n, o n lbs. There ib quito a demand far sides j we
bear of 71 offered for a lot out of smoke house, but

quality. Coffee: there is moro disposition by hold

XXXIst CONGRESS—SECOND SESSION.
'Senate.—Mr. Coopor presented a. petition from
the members of the Legislature ot Pennsylvania' in
favor of the establishment of a lino of steamors to
Africa. Also n number of petitions for thomodifi
cation of the Tariff of >46.
Jeff. Davis offered a resolution prohibiting a revi
sion of tho dobateß of Congress; which was laid on
the table. '
Mr. Walker offered d resolution declaring It as
the opinion of the Sonuto that tho expenses of tho
army should be reducod.
Mr. Clay’s resolution of yesterday, calling on tho
President for information respecting the negro mob
in Boston, was taken up. Mr. Clay denounced tho
mob ns a gross outrage and an infamous proceeding.
After debate the resolution was unanimously adopts
ed.
The Scnato then took up tho chief Postago bill
amendment; making a uniform rate of two cents on
all letters pro-paid, which was rejected—yeas, 7;
nays, 41. After further immaterial amendments the
Senate adjourned.
Hsdse.—The House mot at 11 o’clock. Reports
from.committoes were presented.
Tho committee on military affaire was discharged
from theharthor consideration of so much of the re
port of the Board of Army and Navy Officers, assem
bled by the President ot the United States, an relates
to staff commissions and brevet rank, which they re
commended Tor adoption.-
The House then resolved itself into commifteo of
the whole and took op the River and Harbor bill.
During tho debate sn effort was made on one side
to show that tho bill was an infamous system of log
rolling and unconstitutional, and on tho other (ho
reverse.
Mr. Stanley had denied that the measure was
sectional, and said it was the cap sheaf to the com
promise of last session..
Mr. Inge repliod to Sianloy, remarking that the
gentleman was not a friend to the South, and that
tho sssault would be made, and tho spoliation con
summated before the warning would come fromh ira.
Mr. Stanley replied that tho remark justified him
in oaymg that the gentleman had little eonao and
less character.
- Mr. Inge retorted that tbie was unjust and un
gentletnanly, arid camo from a blackguafS.
Mr. Stanley said tho member had shown that he

Tho excitement soon subsided, when a substitute
