REMARKS.—We regret exceedingly that we are
, not able to report an improvement in the trade of
the'city=hturiness in all its branches remains as
stagnant and dead as it did at the time of our last
report. Thomerchanta generally have started for
the watering places to spend the "dog days.” The
vveather continues 'warm. The rivens,ia very low,
being only navigable for the light class boats.
MONEY MATTERS.—Every thing is dull. We
have nothing to chronicle. There is some little ex
citement between the Brokers and Councilmen on
the subject of paying interest on the City Scrip; a
majority of the latter contending that as the Bro
kers bought it at a heavy aisconot and never allow
ed any thing for the nominal interest of one per
cent thereon, of course they should not ask more
than the face of the bills. On the other hand, it is
contended that the Scrip is not all in the hands of
Brokers, and that the good faith of the City will be
tarnished if she repudiates the interest. Our own
opinion is that the interest should bo paid in honor
and equity; but, unfortunately, the persons to whom
it is doe of right will never get it. As is always
the case, the'vrcirking"-men and farmers are the sti&
ferere.—The City of Allegheny has as yet obtained
no loan:—ln the East money continues plenty. We
clip the following paragraph from the last New Nork
Reroirir it alludes to the state of the money market
in England :
Financial affairs have experienced no change.
The Bank of England is literally overflowing with
money, and the market was unusually easy. The
stack of bullion in the bank amounted to about fiP
teen millions sterling. There was every prospect of
an abundant harvest, and the future holds out every

vance In flour since our last report, and lots have
been purchased for shipment west. The arrivals
