MEMORIAL,
TO THE PITTSBURGH BOARD OPTRADE.
’ - At a late - meeting ortho Citizens -of the town of-
Steubenville, the: undesigned were-appointed a
committee to call the attention of your body to the
■ subject ofn rail road connection-between Pius*
burgh and Steubenville, and: thence wealwardjby
the Steubcnvillennd .Indiana Rail road, by way of
or Mount Vernon with Columbus, Cin
cinnati, and St Lotus..
■— A Special Act was,passed by. the licgislature of
Ohro,-at.its last Session; authorizing the formation
iof a company under a general lnwjot the State, to
. construct a rat! roadfrora Steubenville to the Indiana
. State line. This , act confers upon -the company
that may be orgamzed.nnder its provisions, eqnal,
andas great-privilegesnsare- enjoyed by anyoth*
cr-rail road company in .the State. The corpora
tions .named therein, aided by the citizens of Sleu
benville, and those residing along the route,s have
had a survey audeslimale made of so much of said
road ns extends 4S miles from Steubenville to
Urichsvillehy.a competent engiueer.and reconaoi
sance thence to Mount Vernon by. the same engi
neer, clearly estQbhsbingite practicability by east
- er grades than have been ascertained upon any
other-route extending trom the Ohio river 'to the
elevated pTalforra of central Ohio. This has also
been ascertained to bo the most direct, nnd short
est route by/which Pittsburgh can be connected
; with;. Cincinnati, the distance being- but little.- if
any thing, over three hundred miles, one half of
which; extending from Cmcinnati to Newark, is
already either completed or provided tor; pursuing
os it does a nearly straight line from Southwest to
Northeast near the centre of the State, and mid
way lietweeu the great chatn oC Lakes on the
North, am! the Ohio river on the South, it may
with strict propriety be regarded as the only Crw
trai,rail road traversing the Stale oi Ohio in the di
rection aforesaid. -
:It w : also worthy, of remark, that whilst U tra
verses the central wheal growicg regton Slates; it
also passes through the best coal formations ofthe!
State, and. also one of the richest deposits of iron
ore .known in the country, containing; ihfirot'fey
ndvantnge3_wluoJi T --»”--7tgnru'lo T rfte travel from
Cincinnati eastward; in regard also, to the agricul
tural and mineral products of the country n passes
through; nnd also in reference .to its practicability
and shortness; no other road from Piitsbuigh west
ward to Cincinnati can claim to possess. It clearly
commends itself to the.best'interests and most se-
rious consideration ofthe citizens ofPiUsbuigh.
: Tboonly part of this route unexplored, or nbout
which them is any uncertainty, is the connection
between Pittsburgh and Steubenville. • It is sup
posed that the valleys ol CbartierY Creek, Robins
son’s run, and Harmon's creek, present all the ad
vantages' that can be desired lorlhts purpose
This, however, remains to be demonstrated by ac
tual exploration and careful-survey.. ..
.That this a an object worthy the attention of
those who may be so greaily benefnied by the
whole project as the citizens oi Pittsburgh, cannot
welHrt doubted.

citizens of Steubenville, the undersigned do not
deeru it necessary -to adduce a single argument
beyond the simple statement of fuels already made
ill relation to the proposed leaving it to the
intelligence and public spirit of.your body to. sug
gest what- means should bo adopted in relation to
the subject
however, of whnt has already been
done, bythe citizens ol Steubenville, they would

pointed tor that purpose, submitted the following
report, which was accepted. . A
REPORT
The Committee to whom was referred the appli*
cation of. the delegation irom Steubenville, in rein*
tion to the examination ofa rout of a rail road from
the moutli of Ckartier’s Creek to the mouth of Har*
mon’u Creek, have devoted as muck attention to
that subject ns their limited time and other engage*
meat would permit. Without intending any dis
paragement to the general route now under exam
ination by the way of Beaver to. Wooster tied
Mansfield, the committee-have concluded to ex
press their opimon, that such an examination is,
on various accounts* highly desirable. The coun
try along Ohartier’s Creek is well known to be
richly and nbiindanlly supplied with coal of the
very best quality, and it can scarcely be necessary to
dilate .upon the importance of that fact to this city.
.We.lmve, it-js true. an almost inexhaustible de
posit of coal up the Mononga'hela and Youghiuga
ny rivers, and by means of our alack water im
provements; we have strong assurance of an abun
dant and cheap supply at all times, unless some
unforeseen occurrence or casualty should destroy
those improvements or render them .unavailable—
In. November, 1700, our rivers were closed with
ice, and continued so closed until the end of Feb
ruary or beginmngof March following, being mom
. lhan three, months. Now; only suppose the same
thing to occur (he ensuing winter, what would be
(he condition of our inhabitants, or ol those mnnu
,lactones winch are dependent on the river for their
.supply of coaL The example of Cincinnati, a few
years ago, would afford but a feeble illustration of
the injury and suflenng which would be endured
here, . Oar.sterner climate and our more exclusive
dependaoce upon coal as a fuel, would render us
much, more fatally vulnerable by such a depriva
tion.
. : But our slack water improvements are liable to
interruption noL by severe fronts alone-lml arc sub*
ject to.the hazards of Hoods, and it is impossible
to foresee tho etTecls which such a flood as that of
1532 may have-upon our locks and dams.
- Should such a flood occur again—and -surely we ■
- may expect it—and sweep nwny Bam No-1 , what
then would, be the situation of our city and the
manufactories which depend upon the river for
their supply of fuel? < There, is nothing pleasant in
the onticipaUon of any such calamity to a great
and prosperous city like Pittsburgh, so entirely de*
pendcnt.upon coal for health, comfort, and prospe
rity; but prudent foresight requires that we should
think ofit, and, if possible, .provide jigwnst it. If
any such provision or precaution against a great
Oafamity were contemplated, ceitmnly no better
one cmitd.be thought of, lhan.a rad road to.Cbar*
tier’s creek, which could be intersected by branch
es extending up all the tributaries to that creeks

“Years bygone a charter was obtained for a RoiK
roadfrom Washington by the valley of this hne
stream :to this city; nothing, however, was done ;
under it, but the proposed survey for part of the
distance would be.up this same volfey, and n rail ’
road towards Steubenviljo would compose a por«
lion ol a road from tins city to Washington, as well -
os to Wheeling, j

portant ns showing the. high estimate which an

No well informed citizen can doubtlhat the coal
trade ofW-esteru Pennsylvania is destined at no
very distant a day to approach, it not equal, in ex«
tent, that of the eastern portion of . this Common
wealth, and certainly there is uo tributary ol the
Ohio which presents a richer or more accessible de- i
jiosit of lhat valuable virrnieral. thau Chartier’s
creejc and its valuable branches. . From each of •
these* branches a descending grade can no doabi i
be had; to ihtOhio, and at that point, Pittsburgh j
would at all times- find a . valuable resource in i
