from present indications, it gives every promise that

dollars, and each 'of the assistant examiners on an
nual salary or fifteen hundred dollars: Praridedy
That the power to extend patents, now vested in the
board composed of the Secretary of State,Commis
stoner of Patents; and Solicitor of the Treasury, by
the eighteenth, section of the act approved July
fourth„eighteen hundred and thirty-six, respecting
the Patent Office, shall hereafter be vested solely in
the Commissioner of Patents; and.when an applica
tion ii made fur the extension of a patentaccorcling
to said eighteenth section, and sixty days notice giv
en thereof, he shall refer the case to tho.principal
examiner having clia•ge of the class of inventions to
which said case belongs, who shall make a full re
port to said Commissioner of the said case, and par.
titularly whether the invention or improvement, se
cured in the riatent, was new and patentable when
patented; and thereupon the said Commissioner shall
grant or refuse the extension of said patent, upon
the same principles that have governed said board;
but no patent shall bo extended fur a longer term
than seven years.
Sec. 2.' And be it politer enacted, That hereafter
the Commissioner of Patents, shall require a lee of
one
. dollar foi recording any assignment, grant, or
conveyance, of the whole or auy part or the interest
in letters patent, or power ar attorney, or license to
make or use the things patented, when such instru
ment shall not exceed three hundred words; the
sum of two dollars when it shall exceed three bun
drcd and shall nut exceed one thousand words;
and
the sum of three dollars when it shall exceed one
thousand "wofils; which fees shall is all cases be
paid in advance.
f•ce. 3. And be it further enacted, That there shall
be appointed its manner aforesaid two clerks, to be
employed in, copying and recording, and in other
servic• a in the Patent Office, who shall each be paid
a salary of ono thousand two hundred dollars per

mail, free of. postage, the annual reports of the Pa

stearathip, or other vessel, en being duly registered
in pertesoce of tbe laws of the United States, to en
gage in tritild between oaa portin the United States,
and one or more ports within the same, with the
privilege of touching areas or morn foreign ports
doling the voyage, and land and take In thereat
Merchandise, putengers, and their baggage and let
ters and maila: Provided, That all each vesicle ehol I
be famished by the collectors of the ports at which
they shall take in their cargoes in the Wiled States,
with certified manifests getting forth the psalm:dam
of the cargoes, the masks, somber of packages, by
%Shout shipped, to whom commuted, at what putt to
be delivered; designating mach goods as aro entitled
tudtawbsck, or to the privilege of being placed lo
warehouse; sad the misters at all such vessels shall,
on their arrival at any port of the United States from
any foreign port at . which such vessel may have

Sic. 2. And he it further enacted, That all vessels
and their'eargoes, engaged in the trade referred to
in this art, shall become soliect to the provisions
of ousting collection and fe%cooe laws on arrival in
soy port to the United States: Provided, That any
foreign goods, wale., or merchandian, taken to at
one port of the United Slate., to be cnnroyed In
said vessels to any other port within the nine, ei.
theestoder the promaioas of the warehousing act of
sixth August, eighteen hundred and forty-six, or un
der the laws regulating the transportation coastwise
of goods entitled to drawback, as well as soy goods,
wares, merchandise not entitled to drawback, but
on wich the import duties chargeable by law shall
hare been duly paid, shall not become subject to any
impost duty by newton of the vessel in which they
may arrive having touched at a fereign port during
the voyage, to pursuance of the privilege given In
this act.
