Our candi dates are to be pledged to support an anti-Proviso man for President, while they themselves are to be bound to advocate tho principles of the PrOviso I Mr. Thompson Wished to offer an amendment. Ile was opposed to the retrospective clause in the Resolution. Ho contended that it should be enough to satisfy them' that the candidates were now op. posed to slavery-extension. He wished the React lution to read " that this convention will entertain no candidate who will not sustain the Wilmot Pro vista." After some further discussion, Mr. Lloyd proposed to read - .a eatract from a speech of Moses Hampton, in which he avows himself in favor of the Proviso. Mr. Riddle called for the reading of Mr. Hamp ton's Preamble sod Resolutions in relation to the annexation or Mexican territory ; and also a recent letter - published in the Gazette. The Objection to Hampton is, that be is not sound upon the slavery question, and we prefer - reference to his recent opinions. Mr. Boyd said be had no objection, to reading the documents referred to, provided an editoricl in last Thursday's Journal would be read. Things getting wenm about - now, Mr. M'Aolly suggested that some mode should be resorted to, in order to prevent farther discussion. lie was afraid of a row, end thought • row in a Whig Con: vention would not haves good effect. The Resolution wris fioally modified and adopted. It reads as follows: Revoked, That the name of no person shall be entertained by this Convention, who will nut recog nize sad pledge himrclf to support the Wilmot proviso. • The Chairman here suggested that the Convention should proceed to mark for Congreirs. To the Joint Committee of Councils, on the Rail .Road Depot, GENTLEMEN :—The subject upon which you are called upon to deliberate is one of great moment to the trade and prosperity of your city, and !'cheer fully acquiesce in the request of your chairman, Mr. Layng, to lay my views herdic you in relation to it, which will be done as briefly as possible. The Railroad Convention having advised the com missioners to subscribe on behalf of the! County to stock in the Pennsylvania Railroad, oh condition that the terminus should be within the City of Pitts burgh, it is essential Co the acceptance of that con dition That I should be enabled to satisfy, the Diree• tors, that a suitable ecite can be bad furl the estab lishment of the Merchandize or distributing depot, and that facilities to reach it Will be granted--and as the power to grant these facilities rests. with the Select and Common Councils, their action in the premises will be Emit-teary befcre the Directors can nct. Upon the 'adjournment of the Convention, my first object was to seek a location. The principles which will govern tho Directors in relation to this question, are—First, a position on Navigation. Second: Free access to that position by steam. It is the intention of the Directors to establish Three distinct depots : One beyond the built limits of the city. Its objects being for Avork-shiaps, 'dot age of Engines and Can, and the regulation of Trains. One for passenger,, which will probably be located some where on the line belowlthe Canal; and a third for the distribution of merchantlize: It is this last which occupies attention at. this time; on the judicious location of which will depend the usefulness of the road. For in view of competition ' witleOther roads, the trade will depend very much on the cheapness of transportation. The saving of expense to the trade must he a cardinal obj ect, i as a very small addition may have the effect o f, goveid; ing its direction. In viewing the localities of your city, I have been able to find but ono position within its limits which will meet tho requisition of the Directors, and forth- cutely it is the one to which public opinion appears to have been almest universally directed: at the confluence of the two rivers. This locality possesses most admirable qualities fur the purpose, being situated midway between the line of wharves on the two river,. It gives equal facilities for access to both, and no doubt can elfin on the mind of any one who has watched the grow. ing prosperity of Pittsburgh, that in a very few years the wharf room on both menu will be lasufficient its emended trade. On obtaining the most judicious estimates oftho value of private property on the point, it was found that the cost of the quanti y of ground required, would rareteced any amount which would be considered justifiable in the directors to expend for the object; besides which, a sufficient length for the buildings, which will eventually be re quired, shout eight to nine hundred feet could only be obtained by closing Penn street, and by opening cross street in the rear of the Depot. In viewing the difficulties. which were presented, a plan suggested itself, by which, with the consent of the C.ty authorities, the public property might be made available fbr this purpose, and at the same tints increase the revenue or the City flom wharfage:— This plan I now presentfor your consideration, and I do so with more freedom, because the County of Allegheny being largely, interested in the cost of the road, any saving that can be effected in its cost, will be a direct gain to the County) and City. The plan will beat explain itself by an examination of the Diagrams herewith presented. • The road Is laid out to cater the city oa Ferguson strect,which it traverses the whole length b and thence at the old city line crosses into Liberty street, the only street of sullicteot width, which it followsto the point on Water street. Now, I propose to erect the Depot upon that street, or oa tbo slope critic! wharf. The land-side resting on Water street, the riser side resting upon piers started from the low water line, tearing a street of sixty feet to width, between tbo Depot and the buildings facing Water street. Thus, the passage round the city plot wilt remain open from Nair street to Duquesne Way; apd the low er aide and ends of the Depot being built 04 piers, the whole wharf, from the track to the water,vrill be open, and accessible round the point as at present. It is confidently believed that the vast importance of this location of the Depot to the trade of Pittithurgh will induce the Councils to acquiesce in the +Mints ken, especially se the revenues of the city ere nal impaired, but will be largely increased by a wharfage charge apes every boat that comes to or unloads at the Depot. The City ofFitisburgh baying been main ly instrumental in imposing the contition en the Company, whirl I beg to assure you is very accepts. ble ir tt can be.fttifilled, I am led to hope that the constituted authorities will do all ill their power, to enable the Company to accept it. In reference to tee pn allege of laving rails in the Streets, I need only wiper** nay confidence, that it will be promptly granted. Mat the Importance of the privilege of using steam power, I will illustrate 11 by a single fact. The cost to the Baltimore and Ohio railroad company, last year, for the use or horse power in the streets of that city, (about the same distance as will be required here, say two miles) was upwards a thirty fire thousand dollars, while the cost of Steam power over the rest of the' road, War, one hundred and twenty four thousand dollars; , or less than one thousand dollars per mile. ;Thus ! the Iffiese power required for an equivalent trade, will impose a tas on that trade of thirty three thou sand dollars. The saving of such an amauet is an important Item; fed, with entire coofidence that the city authorities will,never enact any regulation to cede:eras the trade, without aufficicut cause, I am quite satisfied, that in granting it, this time, the privilege asked, that they shall not only limit• the speed through the streets to four milts, at which rate the trains will be perfectly manageable 1 - but that they /hap reserve the right to' regulate thee pow et- hereafter, if this mode of conveyance should be found dangerous to life or property. Familiarity with this subjecteatisfies me, that all objections, if any exist, will be removed by short experience; because the facility with which the street Is kept clear by strata, giveeit a decided advantage, in point ofconvea knee, over horse power a !rein of thirty cars will be taken at once to the depot; while if horses are resorted to, the same number of cars, will 'be divided into fifteen sub teethe, each requi ring three hones; which will incumber the street for a long period. Therefore, Be it ordained, 4'c By the Select and Common Councils of the city of Pittsburgh, that the right is hereby granted to the Pennsylvania Rail Road Company to enter and lay down rails through the streets of said city to, wit: along Ferguson street to a convenient point, to curve - into Liberty street, thence down. Liberty street to the river; and thatibe said Company shall have tho privilege to traverse said streets with their care and machinery; provided that, after parsing the curve aforesaid it, shall not be competent for said company to exceed at any time a speed of four miles an hour, under such penalties as may hereafter be ordained and enacted by there Councils. Be it ordained and enacted, ese., by the authority aforesaid, that for the - construction of a 'depot to accommodate the trade of theeity of Pato burgh, upon, and from said railroad, that there. bb granted, and the said authorities do hereby giant to the Pennsylvania railroad company, en long as the said depot may be required by the said Pennsylvania railroad company,.the use of Sufficient ground on the levee, or water front, of tho city, upon which the said Company may construct the necessary build ings, beginning at the point °melte the corner of Liberty street; extending at right angles with Water street, two hundred feet to low - water mark, and thence to the Allegheny river—at a rent of $3,000 per anumni tor 900 feet, or in - the same proportion for anj_icas quantity . that the company may occup• and use: Provided, that the said' company sha ll cause Water street to be laid out at least allay feet in width from the north side of said depot, and that the river side, and ends of said depot shall be found.;', ed on„piers, so that free access to said levee shall at all times he unobstructed by foundation walls, and kept open for public use, and • that the right to have a *sago, at least thirty feet in width, opposite Penn street, through, and by which carriages, wag ons, drays, and other vehicles may have free access between the said Penn street and the river., Provi ded, also, that the occupancy of said ground, by said company, shall not interfere with the right of the officers of said city to collect wharfage on said levee as though such depot had not been erected thereon.
