communication. Throughout the whole of it, and
particularly the concluding part, you manifest the
utmost so teitudeto place ' , ourself in the position of
an injured and persecuted man. With all the aid
you can derive from dextrous strategy, you will be
liLely to fail in your attempt, unless you can have
the full benefit of your high coloring of some facts,
and your forget/I/Mess of others, together with all
' your fanciful conjectures and surmises. Yoiir recall
you assert, the long suspended lblowsof power,
which you had the sagacity clearly to predict. It is
• somewhat remarkable, that your predictions pre
, c e d e d the events which yea imagine provoked that
. blow. As early as the 25th of July, soon alter "the
happy change in mT(your) relations, both , official
and private, with Mr. Tent s " - you looked; you soh
"to. be dismissed-, from the service .of my . (your)
eenntry." If your recall can be regarded as
missal, you are entitled to all the credit of .the
fitment oryour own earl] In '-'
preaeuting - in true ' ite light the President's
compliance with your own request to be recalled,
which you now denotifinnte your dismissal, I may
be obliged -to strip it or the embellishments you
have ingenioualrthrown around it; though; in doing
thls,you may. be deprived of much upon which you
depend to , sustain your claim to be considered a pros
secuted man.
As early its June you begged to be recalled: You
allege that this application was " rebukingly declin
ed." Thia is not saying the exact thing. The reply
to your request was, " that it - would be decided with
exclusive reference to the public good. When that
*hall render it proper in his [the President's] opin
ion; to withdraw you from your present Command,
his. determination to do so will be made known to
you." Thu was ant a denial, but a suspension of
present action; accompanied with an assurance of
fnture action on the subject: your request was still
pending: . a regard ti, the public good then stood iii
the way of the immediate gratification uf your wish
e : hut the President promised hi net definitively on
the question, when that obstacle should he removed.

moved, sad that he ought no longer to require of you
reluctant service as commanding general. This cers
tainly cannot be called persecution or punishment.
I do not deem it proper to comment on the state of
things at the headquarters of the army, to whit!' al
lusion is made in the letter granting your request;
nor to express an opinion as to the share of respon
sibility therefor, which rests upon yourself, or others;
that matter is, to a considerable extent, involved in
the investigations before the court of inquiry, now
sitting in Mexico. Your request-to be recalled, thus
ultimately gran ted,was prefaced with imaginarycorn.

The crowning outrage, as you regard it, is the

are not their rightful judge, although they were your

same level, and all have equal rights. Though you
may have the selasatisfying conviction that you are
innocsmt and they sic guilty, the government tould
act upon no such preiumption. By becoming an
aecuser, , you did not place yourself beyond the
reach of being accused ; and unless you are clothed
with the immunity of dmipotic-power, and can claim
the•masinu" that the King can do no wrong,"
knew' not .why your - conduct, when made the sub:
jictof may. nut be investigated by a coed
of inquiry; nor can I perceive shat other or better
right you have to complain of and arraign tee go
vernment, than the other officers whom you have
accused, and %fosse cases, with yours were referred

not less so. .If you can rightfully complain of per
secution by the government, so can they, with equal
justice, and an equaLeaim to public sympathy.
The charges against you did not emanatefrom
the govvroment, nor did they relate to a matter in
which it could feel any peculiar interest. Not be
hoving it impossible for you to do wrong, or that
you were exempt from all responsibility for what
ever you might have dune, the government deemed
it proper, when charges were preferred against you,
coming from a source entitled to respect, to cause
thens to be investigated. As the anal and mildest
anode of pi oceeding, they were referred to a court
of jemmy. Until you can show that you enkly the
transcendental privi'ege to have your official con
duct ear mpt Irons from all examination in any form
whatever, you have no cause to complain of the
course -taken in regard to the charges against you.

St xert — Mr: Atcheson, from the Committee on
Public Lands, asked and obtained leave to bring in
a Bill granting certain lands in Missouri, for the
construction of a Ftailroad. This has reference to
the Whitney scheme.
The Resolution of Inquiry as to certain officers
now in the military service, appointed by the Presi
dent, and not nominatedby him to the Senate, was
re-considered, on motion of Mr. Allen. Re con
tended that the Senate had no right to make such
inquiries of the President, who, during the recess of
the session, had a constitutional right to make inch
appointments. The subject was laid aside informally.
Hannoganmoved to take up the Bill relating
to YUcatan. Re charged, in his speech, that Eng
land had ieteifeied'in the internal affairs of Yuca
tan', and had stirred up the Indians to insurrection,
and furnished them with ammunition and arms.
Mr. Clayton followed, and urged that the passage
of this Bill would involve the violation of the late
treaty ratified with Mexico, and would' also violate
the armistice, as we had no right to invade Mexican
territory.
Jefferson Davi" suggested, as a substitute, the
transfer of a part of the troops, now in Mexico,
to Yucatan ; whose place could be supplied with
Volunteers.
Mr. Crittenden followed, in opposition to the
Bill, and was succeeded by
Mr. Foote, who warmly defended it. Before a
vote was taken, an adjournment was carried.
House.--Mr. Stewart, of Pa., introduced a Reso
lution declaring that Gen. Taylor contrived an ex
position of the true rule of action, for the Ameri
can government; objections being made, the Rego
luton was laid over.
A communication was received from the relatives,
about the presentation, by this government, of
Portrait of De Kalb. It was offered to the Commit
tee on Foreign Relations.
The balance of the session was devoted to the
discussion of private Bills.

Msznontsx Coxranisam.--The disenesion yesterday
morning was exceedingly interesting; and we could not
avoid admiring the forbearing spirit manifested by the
members, on so exciting a topic. The Slavery question
was incidentally sprung upon the Conference. Dr.
Pierce, who has been appointed a delegate from the
Southern division of the Church, addressed a letter to the
Conference now in session, which was read on Thurs
day, and referred to the Committee on the state of the
Church. Dr. Pierce (as we recollect) requested a seat in
the Convention, and promised that be bad authority ne
gotiatcd for the establishment of fraternal relations be
tween the Churches North and South. The Committee
reported adversely to the report of Dr. P. Upon this Re
port the debate started. Many amendments were offer
ed ; and - many speeches made, remarkable foesciand rea
soning and eloquence. Rey. Collins, of Baltimore, be
came quite warm in opposition to the Report ; he feared
that a wrong construction might be put capon the object of
the Conference, abroad. lie was its favor of receiving
the delegate from the Church South; and advocated the
prosecution of every. measure that might tend to frater
nize the two great bcdies. But we can gave no adequate
idea of his remarks.
Rev. Tomlinson, of Augusta, Ky., participated in the
discussion, and emphatically declared that the Methodist
Episcopal Church of the North was opposed to Slavery,
and the Church South was the advocate of the institu
tion. He was with. the North on this question. lie was
hi favor of the Report of the Committee , and concluded
by offering en amendment in the form of a proviso, de
elating that nothing in the Report should be construed as
a bar to the reception of any proposition for the estab
lishment of fraternal relations between the two divisions
of the Church. This amendment and the Report were
finally adopted unanimously,

June, 1949, for sixteen millions of dollars of Muted States
stock, reimbursable twenty years from and after the
lit day of July, 184.9. bearing six per cent. interest pit
?anima, pnyable semi-nnnually,on the first days of Janu
ary and July of each year. No bid will be received be
low par; nor will any bid be considered unless one per
cent.thereof is deposited in some depository of the United
States nt or before the date fixed for opening the propo
sals. The bids, in all cases, mist be unconditional, and
without any reference to the bids of others, and should
state distinctly the premium offered. The proposals
should be sealed, and endorsed 'Propose/afar loan of 1849,'
and addressed to the Secretary of the Treasury, Wash

lie required to be paid to the depositary of the U. States
nearest the places of rcsidelfce of the perons respect
ively whose offers may be successful; but the amount of
the accepted bids from bidders not residing in the Baited

To give tut opportunity to all persona to participate in
the investment of funds in this stack. bids will be received
for the lowest - denomination of certificates authorized by
law—being fur fifty dollars—as well as fur higher sums.
All certificates under one thousand donors wi ll be trans
ferable on the books of the treasury; but all certificates
for that sum and upwards will be transferable on the
books of the treasury, or by delivery with coupons at
tached, at the option of the bidder. •To avoid expense,
confusion, and multiplication of accounts, all certificates
with coupons attached will be for the sum of one thou
sand dollars.
The successful bidders will be required to deposits the
amount awarded In five equal instalments in each of the
months of July, August, September, October, and Novem
ber of the present year, except fur sums not exceeding
twenty thousand dollars, where the bidder may be desir
ons in making immediate payment, in which case the
whole amount may be at one, deposited. The stock will
bear interest in all eases from - the date of deposite.
The bids will be opened at the Treasury Department at
