Santa Jana Resigning the Presidency—Sit pie: at
the Capital—Orders of Gen. Quitman—Contem
plated Eipedition on Toluca—Foreign Prince in
vited to Mexico.
Richmond, Oct. 31, 8 P. 3f
The New Orleans Delta and Commercial have
been received. They contain some further inter
esting details. The latter publishes Santa Anna's
Address on the occasion of his resigning the Pre- ,
sidency, which clearly proves that he continues to'
direct the operrtions of the scattered portions of
the army, which have been collected since the late
conflict. He has now 1500 regulars, besides the
guerillas.
•A rumor reached the Capital from Puebla, on
the 27th, that Gen. Paredes, Bustamente, and other
influential persons, had invited a Foreign Prince to
visit Mexico and settle the difficulties of that coun
try.
The papers of the city of Mexico, dated 38th,
say that Gen. Quitman had issued an order on the
25th, notifying all officers of the Mexican army at
the Capital, to report themselves immediately to
the Inspector General of the American army: and
another on the 27th, regulating the value of corn,
American shops, stores, &c. are again opened--
the Theatre is crowded to overflowing—content•
ment begins to reign, and the numerous families,
includingilthe softer sex, are seen promenading the
streets of the Capital, with perfect confidence and
security.
'Liz° y Mational' states that Gen. Scott had pro
, posed issuing a circular to the citizens of the res
pective Mexican states, inviting them to send com
missioners, cloth4d with full powers to conclude
a peace. Also, that he had projected an expedi
tion of sixteen hundred men against Toluca.
The corporation of Mexico had addressed sev
eral proclamations to the inhabitants urging them
to peace; and if they did not comply there would
be no guarantee for their lives or property.
Fanchon, the Mexican Executive, who:was dia.
charged by Pena y l'ena, has associated with Pe.
checa and a General whose name is not mention..
ed.
It is suppnsed that Pena would decide to form
a cabinet on the 27th.
