take pleasure in adding my testimony in fluor of the
excellent preparation called Dn. Panatsx'sCutsmse
Hasa CnEnm—for, about two years ago, my hair
was very dry, bristly, and disposed to come out: but
having procured a bottle of the cream, and 'used it
according to the prescription, it is now soft, elastic,
and firm to the head. Many balsams and oils were
appliedi each leaving my hair in a worse state than
: before. TEisscreain, however, has met my expecte,.
As an article for the toilet, my wife gives it prefer_
onceover all- others, being delicately perfumed, and
not disposed to rancidity. The ladies especially will
find the Chinese Cream to bo a desideratum in their

performance of the respective contracts, which will,
on no account, be paid until the contracts are com
plied with in all respects. After deducting ten per
cent., payment will he made by the United Stateal
within thirty days 'after bills duly certified and ap-i
proved, shall be presented to the navy agent.
The department reserves to itself the privilege of
rejecting offers made by person s who have hereto- 1
lure failed to complete contracts, if it should deem
it advisable for the public interests.
Every offer must be accompanied, as directed in
the act of Congress making appropriations for the
naval service, approved the 10th of August, 1146,1
by a written guaranty,.signed by one or more teapot).
