STATE ri.AXtES, Notwithstanding the perpetual clanioi of our Copperhead cotemporarics about Black Republican extravagance, dishon esty, &.C., says ?he Ilarrisburg Tehyraph, it must be evident to all that the finances and credit of the State were never in bet ter condition than they arc now. During the recent war over five millions of dol lars were expciiJod by the Sute in extra ordinary purposes co&ueoted with the con test, and yet the old Keystoue, under Re publican rule, emerges from the struggle, not only Tith Ler credit unimpaired, but viih her public debt actually diminished over five millions of dolluis since 1SC1 ; and this, too, after haviug repealed all laws taxing real estate for State purposes. Moreover, under Democratic adminis tration of former years, from lti-11 Vi I860, large amounts of the debts of the Commonwealth had been fa'iingduc from time to time, and no provision made for its renewal, much less for its payment. Jn I860 the aggregate of these overduo loass of the State was some twenty-three millions of dollars. The present Admin istration promptly determined that this reproach should be taken away, and in January last adveitL-ed fo the redemp tion of all these overdue obligations, and succeeded in effecting an exchange of new 6ccuritics for the whole, at p3r. There jfcre, therefore, none of the loans of the Joans of the State due until July, ISC3, when ato-ut tjro millions of dollars will xnuturc. Such is our financial record a a State for the last six years. She has paid an f e?tra war expenditure of five millions She has paid over five millions more on the debt bequeathed to her by former Democratic Administrations. She has re lieved, ber citizens from taxation on real estate for Stute purjiOioa. She lias re deemed ail her overdue obligations. She meets all her current expenditures, aai proclaims her willingness and readi&s to in&:t ?td pay her next maturicg eblTgar tious one year before they are due. On this I'epubliean iiuaocul record we cheer 1'ully go to the poeple, and challenge all our Copperhead calumniators fc d-j tLcir Font GUAXT'S TKSTIJJOXY. After the IIouso had ordered the im peachment testimony t be submitti, mJ before the arrival of the time for adjourn ment had prevented the cxtcu'ion of the order, several facts concerning tho evi dence leaked out in tli! conversation of certain members of the Committee, who considered the order as equivalent to a removal of secrecy. The principal points of such conversations was in regard to (he testimony given Ly Gen. Grant, two days ago, aud completed to-day, but not embraced in the printed volume. It ap pears that the General was called by the Dciuocmts, who were J.'J to Loliovo by certain statements tf Col. Ilillyer that it could be established that Grant had de clared Liujsclf in favor of the President' policy. The testimony of the General was bo conclusive as to the fact that he gave the strongest support to the recon struction measures of Congress as against the President that Democrats were greatly disappointed and chagrined. To-day the General appeared in the committee room of his cwn accord and a'-ked to correct and amend his evidence in certain par ticulars, in justice to himself. This was of course granted and he went on'to say that siucc testifying, two days ngo, he had had a conversation with Col. Ilillyer, in which some things that had heretofore escaped his memory had come to mind. lie now recollected that iu February, 1SGG, he had said to the President iu the preseuce of, Col. llill,ei, (hat l.c thought tip South should be represented as sptxd. ily as possible and that us the conversa tion might seem to contradict the tcsti. niony iu which l.c declared lie stood fairly ou the congressional platform, he hud felt impelled to come and put. it ou record. The General gvc the committee to under stand that his idea of tio President's pol- LaJ , bwn that it was only tern FcrJ character to prevent a ,tate ii auarchy, and to remain iu furce only till Congress as tLe proper authority, should prescribe terms of reconstruction, and that he has not sympathized with the President in his war upon Congress. JVPt-E SIIARSWUOD AM) THE NA TIOXAI. I I Itltt.VeV, Ry his famous disscuting opinion in the cafa of Rorie s. Trett, ou the point ol the constitutionality of the money which paid for the war, Judge Sharswood says : "I am of the opinion that the provi sions ol the act of Congress of February 25, 1SG, declaring the notes issued in pur suance of that act to be lawful uuintry aud a legal tender, is unconstitutional." Ou the back of each of these same le gal tender notes issued under the act of February 25, 18G2, will be found the fol lowing "endorsement" of the people of the Uuited States : TUs Xije is a ir;l Tah r fr all debts, public or private, except duties on imports and interest on the public debt, and is receivable ou all loans made to the United States. Iu 1SG2 all the bouds of the Uuited States nerc gold-bearing j hence the re striction in the endorsement, which is, however, iu favor and to the benefit of creditors of the Government the meu who had lent it money to cairy on the war an4 p?.y the so'4"crj. V jth the Press wc juiu in asking if the individual rovcrcigns of the country the endorsers of the Government mooe-y will vote for or against the man who impugned their paper at the very time when their credit was in peril '( That printed clause oa the back of all these notos is our endorsement on the paper of our Government. It is just the sums as if we, each uf us, had written our names ou the back of th bill. It means jast the same as if we wiole our names across the back of a note of a neighbor, only, iuhtcad of one, there are some thirty mill ion; ho endorse tha puper of our Gov erument, pledging our credit to guarantee it. Judge Sharswood says the endorse ment is not good. After that will the vo ters of Pennsylvania endorse him 1 Mi ner1 Journal. Hon, Alexander Henry and Hon. N. IJ. Browne, of Philadelphia ; Hon. Wni.
