cerning the rise and progress of the State
Temperance Union, and briefly reviewed the
object and purpose of the present Conven
tion. Alter calling Hie roll of Delegates by the
Assistant Secretaries, on motion of Ilev. W.
Y. Ilrovvn, a model ol a Constitution for a
County Temperance Union was read by the
Hecording Secretary. The several sections,
lifter being considered, discussed, adopted se
riatim, were then adopted unanimously 03 a
whole, as follows :

adopt Ilie following Constitution as a guide in
our associate capacity:
A11TM I.K I. NAME, This society shall be

auxiliary to the Pennsylvania Stale Temper
ance Uii'on.
Artici.k.2. OBJECT. The object shall be
to promote the- cause of total abstinence from
the use, manufacture aad sale of intoxicating
Irntks as a beverage. This shall be done by
hoMing public meetings, by Ilie use of the
pledge, by the eiroulalion of Temperance lit
erature, and by u'.l o:her methods calculated
to remove the evils of intemperance from the
community.
Amn-i.it M EM P.EKS.The society shall
h.e composed of delegates not exceeding ten in
autiiU-r, I'nuu any C'hu;i:h, Temperance So
ciety, College, Academy or organisation with
in ilie county, who after signing ihe pledge
and ilie roil book of the society, and paying
to the Treasurer one d'tMar annually, shall be
entitled to all the privileges of members.
Other persons, not Ueleentes, by paying Si. (JO
may become members by signing Ihe pledg
(as in Article 1 .)
Any person con'ributing to the tunds of the
society a less sum than S 1 .0'J, may become
a contributing member, by vote of Ihe soci-

ment of cf.i.Ott, shall constitute a life member.
The society 111113' also constitute honorary
members for life, as evidence ot rejjiect for
character, service- and fidelity to ll.o princi
ples 01 temperance by a contribution of

continue only during a faithful adherence to
the pledge and laws of the society.
The funds of ll.e society, after defraying
expenves, shall be appropriated by the direc
tion of the Board of Managers.
Abtici.k I PLEDGE. No pcrsou shall be
a member of ibis society who does not sub
scribe to the following pledge.-
We the undersigned, do agree that we will
not use intoxicating liquors as a beverage,
nor trallic in them; that we will not provide
ihem as 611 article of entertainment, or for
j persons in our employment ; ar.d that in all
suitable ways we will discoiiutcuance then
use throughout the community.
Aurii-i.E 5. OFFICERS. The officers or
this Society shall be a President, Vice Presi
dent, Secretary, Treasurer with an Executive
Cumutitte id' one or more from each township
ana borough, who shall be elected annually
and hold oiiW until their successors are elect
ed, and j'.inll constitute a Board of Managers,
three of whom fhall be a quorum, and ehall
have power to fiil all vacancies and conduet
the meetings and interests of (lie society, and
report quarterly to fie President the number
of meetings held, and the names enrolled
on the pledge from the rrspectiyn townships.
Artui.k . 3IEETINiiS. The society
shall hold annua!, and quarterly, and such
other meetings as the Board shall judge best
or the society may direct.
AuruLE 7. AMENDMENTS. This Con
stitute n may be ullerd or amen l,l at any
regular reeling of the society, hy the vote of
two-lh'r Is ot the members present, the amend
ment having been proposed at ihe previous
meeting.
The Constitution was then signed by a
number of the Debates and on motion, H. P.
3IcWilliams, was elected Treasurer pro tern
to take charge of the funds paid into the
Treasury.
Dr. S. (). K:empfcr offered the iollowing
resolution :
Rewired, That a Business Committee

tion, to whom all resolutions shall be referred
without debate.
The resolution after being amended, so as
to increase the nuinlier from five to seven,
was agreed to, and the President appointed
the following persons oa the committee : Dr.
S. O. Ka-mpfcr, J. 31. Bedford, Kev. W. V.
Brown, Kev. J. B. Polsgrove, Key. J. D.
Thomas, Kev. G. D. Chenowelh and Kev. J.
II. Kennedy.
On motion of E. AV. II. Kreider, a commit
tee on Permanent Organization was appoint
ed. The committee appointed was as follows:
E. W. II. Kreider, J. Beidlcr and Samuel
Ilerr.
The committees retired to their respective
rooms and during their absence, the conven
tion was instructed aud entertained by sever
al addresses from Kev. D. J. Ceale aud Kev.
E. W. Kirby.

Reared. That as there is no great ques
tion of public interest at stake at this time
before the national mind, except the Chris
tian Htligion, equal iu magnitude and im

ings in their respective townships, through,
their Pastors, Churches, Sabbath Schools,
fee., and to call out speakers for such occasions
aitd tj) recommend the total abstinence pledge
for signers, and that each township report
quarterly to the President of the County
Union the number of meetings held and tha
names enrolled.
Rctlctt, That we deem it of the first im
portance, that the rising generation be care-
lully instructed and guarded against the evils
of intemperanee, and we earnestly recom
mend that the subject should be brought to
the attention of the Sabbath School Superin
tendatits and Teachets, with the request that
they co-operate with its iu securing the
pledges of the children under their charge to
total abstinence.
R'xolret, That as the diffusion of sound
intelligence is essentially necessary in every
moral reform, wo recommend to all tlio
friends of Temperance the Isadrr, published

Rrmleed, That to the trallic of intoxicating
drinks under the present license system, may
lie traced tiirte-fourths ot the dr.mkcries

of the country, and that against these evils a
a civil right, the people should be protected
by wholesome legislation, and that as a li
cense gives freedom and approves respecta
bility to the traflic, nnd denies the proper
protection to the people, therefore it is the
right and duly of the citizens of this Com
monwealth in self-defence, by legislation and
all suitable means to bring such" traffic to an.

Jmtlred, That it is inconsistent with tho
obligations of persons professing Christianity,
or as members of any Temperance organiza
tion to manufacture, sell, or use ardent spirits
as a beverage, to sign petitions for a license,
or to rent their property to retail ardent
spirits, or in any way to give countenance to
the traflic.
7io,V, That the licensinj of acknow
ledged evils is wrong in morals atid rtiniou-i
in legislation, that a righteous law is a potent
instrument to create a right public senti
ment, and that a bad law depraves and cor
rupts public sentiment, consequently we can
never cive our sanction to a law that licenses
the traflic in intoxicating drinks.
