The'committee of the House appoicted
to investigate, the. affairs of the State
Treasury beg leave topresent the follow-

After, the ; State Treasurer. in April last
refused'the'accoun hint of the committee
access to 'the books tied papers m 'the ,
Treat,* of the State, the committee
continued its work by au examination;
of the public documents' published-yearly
s hy the 'differeut departments of the State
- Goverainent. From this . examination
the committee ascertained, and in their
report of July 16,1875, stated:
First: That from about the yeat 1866
to 1874 nearly $3400,001) was yearly
taken from. the sinking fund:
Sect - hid. That during a period of
twelvelyears, beginning with ,Dtdember
•1, • isp; the dittrent State Treasurers
had an average balance ci intently. on
baud 0152,100,000 but had not - accounted
to the State for one cent of interest on
thesame. the tax-payers being thus prac
tically robbed of $1,400,000.
Third: That the law directing:the
quarterly application of all money in ' the
sinking i fund to the liquidation of an
equivalent amount of the public debt had
.been consttntly.aud systematically ,viola,
ted, to the great , loss of the people and
the enriehmeat of the Stat Treasurers.
• The committee,. continuing the same
line of investigation since that report,
have further discovered.,
First.' chat 'from 1864 to 1874 - there
appears to be a yearly overcharge on ' the
'interest account on the public debt, the
different Treasurers taking -credit for
paying more interest:than the State _debt
bore. Thegrand aggregate thus unlaw-
Inlly taken froth the State Treasury, in
the eleven yeartt named amounts to ,the,
enormous sum if $1,123.301,65;
Second. That from 1870 to 1874 there
appears to have been art excess of
premium charge on' he purchases of gold
to pay the interest on the gold-bearing
bonds amounting in all to $121,427.95.
